Extract from the Steam Turbine Functional Specification

1. PURPOSE

·  The aim of this note is to give the main operating data for the Steam Turbine and the associated auxiliaries for the initial intended site.

·  The plant capacity is about 515 MWe with 2 combustion turbines operating with natural gas, 2 boilers, and one steam turbine. Electrical network frequency is 60Hz.

·  The Steam Turbine generator shall be designed for operation in a 2+2+1 reheat combined cycle arrangement. Each Combustion Turbine will exhaust to a separate Heat Recovery Steam Generator (HRSG).

·  Each HRSG will have three pressure levels. The Steam Turbine will have steam admitted at each of the three pressure levels (HP, IP, LP) and exhaust the steam to the condenser. The HP Steam Turbine outlet is reheated in the HRSG and reinjected to the IP Steam Turbine.

·  The condenser is cooled via a mechanical draft cooling tower with makeup water from the river. A Steam Turbine by-pass to the condenser is provided.

·  As an option, a supplementary firing of ~22,5 MWth per HRSG (~18,5 MWe) is considered in order to increase the power output of the ST in summer.

2. CHARACTERISTICS AND MINIMUM PERFORMANCES REQUIREMENTS

The Steam Turbine generator set shall be sized according to the following design conditions in order to guarantee the good operating without any time limitation for all cases. The specified performances (net electrical output) are the minimum performances requirements. Input data are given at the ST limit of supply.

3. OPERATING CONDITIONS

For the hot start-up (less than 10 hours after shutdown), the Power Plant shall be capable of achieving full load from start time in less than one hour, therefore the Steam Turbine set must be at 100% load at less than 25 minutes (PRELIMINARY).

3.1 Steam Turbine Normal operation

The control and supervision of the Power Plant are done from the Central Control Room, therefore the Contractor shall provide the necessary data for the remote control of its supply.

In case of house load operation the Power Plant shall be capable of independently sustaining auxiliaries.

The Works shall be designed for automatic starts, either hot, warm or cold status. That means the control of Steam Turbine Generator equipment is foreseen for all the operating conditions (i.e.: tank levels control, pumps start up conditions…).

All equipment (valves, motors…) are foreseen for operation in automatic or manual mode from the Central Control Room. It includes main vent and drain valves.

The automatic control must take into consideration any failure of Combustion Turbine, Boiler, Steam Turbine or Condenser.

3.2 Normal operating conditions physical parameters range

· Inlet pressure and temperature :

- sliding pressure from 50% to 100% load and constant temperature,

- minimal HP pressure at the Steam Turbine limit of supply : 67 bar (a) corresponding to about 50% load of the Combined Cycle with only one file (one C.T. and one HRSG) at 100% load in operation (in yearly average conditions).

· Maximum operating pressure :

- HP inlet : 135 bar (a) (option : 140 bar if supplementary firing)

- HP outlet : 35 bar (a) (option : 37 bar if supplementary firing)

- IP inlet : 32 bar (a) (option : 34 bar if supplementary firing)

- LP inlet : 7 bar (a)
