1. / Draft Commission regulation adopting the programme of ad-hoc modules covering the years 2016 to 2018 for the labour force sample survey provided for by Council Regulation (EC) No 577/98
In accordance with Regulation (EC) No 577/98, Article 4(2), a programme of ad-hoc modules for the Labour Force Survey is to be drawn up. The previous programme covers the years 2013, 2014 and 2015. The aim of this draft Commission Regulation is to lay down the programme of ad-hoc modules for the Labour Force Survey for the years 2016, 2017 and 2018.

2. / Commission Regulation (EU) amending the Annexes to Regulations (EC) No 1983/2003, (EC) No 1738/2005, (EC) No 698/2006, (EC) No 377/2008 and (EU) No 823/2010 as regards the International Standard Classification of Education
Presentation of a Commission Regulation (EU) amending the Annexes to Regulations (EC) No 1983/2003, (EC) No 1738/2005, (EC) No 698/2006, (EC) No 377/2008 and (EU) No 823/2010 as regards the International Standard Classification of Education, as a result of the revision of the International Standard Classification of Education ISCED 2011, as adopted by the UNESCO Member States at their 36thGeneral Conference in November 2011.

3. / Commission implementing Regulation (EU) amending implementing Regulation (EU) No 1051/2011, as regards the micro-data files for the transmission of data.
This Commission implementing Regulation (EU) amending implementing Regulation (EU)No 1051/2011, as regards the micro-data files for the transmission of data, results from the revision of the International Standard Classification of Education ISCED 2011, as adopted by the UNESCO Member States at their 36thGeneral Conference in November 2011.

4. / Commission Regulation (EU) implementing Regulation (EC) No 223/2009 of the European Parliament and of the Council on European Statistics as regards access to confidential data for scientific purposes and repealing Regulation (EC) No 831/2002
In accordance with Article 23 of Regulation (EC) No 223/2009 of the European Parliament and of the Council on European Statistics, the Commission shall establish the modalities, rules and conditions for access to confidential data for scientific purposes at the EU level. Following the termination of the consultation of the ESSC by way of written procedure on the draft regulation on access to confidential data for scientific purposes in accordance with Article 14(2) of the ESSC rules of procedure, a draft regulation is hereby submitted for a vote at the committee meeting.

5. / Strategic priorities
a) Strategic priorities for the Annual Work Programme 2014
b) Priority setting for the European Statistical System
The ESSC is invited to give its opinion on the strategic priorities for 2014. The proposed priorities will serve as strategic guidance for the preparation of the Annual Work Programme 2014 in accordance with the framework set by the European Statistical Programme 2013-2017. The ESSC will also be informed on the discussions of the last High Level Group meeting. / EEA ESSC 2012/15/5
6. / ESS VIPs programme
After the presentation of strategic directions for common infrastructure supporting the implementation of the ESS Joint Strategy at the ESSC workshop in May 2012, Eurostat submits the ESS VIP programme for opinion. This programme proposes foundations for corporate developments in the ESS over the next five years. It paves the way towards a target system underpinning the Joint Strategy. For the first years, it draws on existing flagship projects and prepares for longer term changes. First elements for the governance of the programme at ESS level are provided. The document includes an addendum to the ESSnet work programme for 2013 as planned. / EEA ESSC 2012/15/6
7. / Revised rules of procedure for the ESSC
Further to the changes in the comitology procedures entailed by the entering into force of the Lisbon Treaty, the ESSC rules of procedure have to be adapted, in accordance with Regulation (EU) No182/2011. / EEA ESSC 2012/15/7
8. / ESS agreement on the 2014 LFS ad hoc module on the labour market situation of migrants and their immediate descendants
The programme of ad hoc modules for the Labour Force Survey covering the years 2013, 2014 and 2015, adopted by Commission Regulation No 220/2010, includes the 2014 module on the labour market situation of migrants and their immediate descendants. The draft ESS agreement lays down the specifications of the 2014 module in order to produce comparable and harmonised data between Member States. / EEA ESSC 2012/15/8
9. / ESS agreement on a pilot data collection regarding the measure of learning mobility via household surveys
This agreement constitutes the response of the ESSC to the request to develop indicators and benchmarks on learning mobility made by the Council of Ministers of Education, Youth, Culture and Sport on 29 November 2011. The ESSC is invited to adopt the ESS agreement. / EEA ESSC 2012/15/9

The ESSC will be updated about the state of affairs as regards the work of the reflection group. / EEA ESSC 2012/15/10
11. / Project for establishing a Framework Regulation Integrating Business Statistics (FRIBS): progress report.
Eurostat will provide a report about the main actions undertaken during 2012 on the FRIBS project and on its planned timetable. / EEA ESSC 2012/15/11
12. / Implementation of the streamlined organisational structure for the ESS and first omnibus proposal aligning the statistical acquis in the field of agriculture with the Lisbon Treaty.
Eurostat will report on a proposal which combines the next step towards implementing the streamlined organisational structure of the ESS, as supported by the ESSC in May 2012, and the alignment of a part of the statistical acquis with the Lisbon Treaty. The proposal introduces the ESSC as the responsible comitology committee in the field of agriculture and fishery statistics. It also reviews the references to the regulatory procedure with scrutiny in the light of the criteria laid down in the Treaty. / EEA ESSC 2012/15/12
13. / Progress report from the Sponsorship on Standardisation
The Chairs of the Sponsorship on Standardisation (Eurostat and CBS) will present a report on the work progress. This interim report outlines the ongoing activities and firstz results from the Sponsorship pillars "Stocktaking" and "Framework". It also includes a communication and validation plan focusing on ESS stakeholders and listing issues where ESSC input is valuable. / EEA ESSC 2012/15/13
14. / 2012 Eurostat monitoring report on NSI compliance with the Code of Practice
Each year Eurostat monitors NSIs' progress with actions recommended in the last round of Peer Reviews and new actions undertaken in NSIs aimed at improving compliance with the Code of Practice. This report presents the results of the 2012 monitoring exercise. / EEA ESSC 2012/15/14
15. / NACE Rev. 2 ex post evaluation
The transition from NACE Rev. 1.1 to NACE Rev. 2 was considered by Eurostat as a "critical" project. Such projects need special consideration and mon+itoring. The last step in the monitoring of the NACE transition project is the present ex post evaluation. The purpose of this evaluation is to assess whether the project has delivered what it was planned to deliver, to the quality standards required and within the time and budget constraints agreed. / EEA ESSC 2012/15/15

In the 2008 report from the Commission to the European Parliament and the Council on the implementation of the Code of Practice, it was envisaged that another round of Peer Reviews of Eurostat and NSIs would take place within 5 years.
