Terms and Provisions for Licensing of Agencies and Stations' Offices
Offices of Reporters; Radio and Television Stations

1 - An Office: is the place for the work of reporters and the staff of radio and television broadcasting stations. Offices and Reporters may not engage in any work without approval by CMC and without a license to do so.
2 – A Reporter: is the representative of the station to represent them in the deployment and usage of news and information materials; and must be a natural person registered with the CMC.
3 - Office's activity is confined to the purpose it has been licensed for, and may not be used for any other purposes.
4 - In order for the Office or Reporter be accredited, a request from the Office or the station which the Reporter works for should be submitted, either directly or through the Embassy, to CMC for the purpose of granting the necessary license to operate. Each Office shall have a manager and a number of staff whose names shall be recorded in the Commission's records.
5 - If the accreditation approved, the Office or Reporter shall be given an Authorization Card from the CMC as well as the necessary facilitates to carry out their mission provided that they adhere to rules, regulations, and the laws in force in Iraq. For Reporters to be accredited, they must be non-diplomatic immunity.
6 - A station may have more than one Reporter, but the Reporter may not work for more than three stations.

7 - A foreign station's Reporter who is not registered with the CMC and intends to involve in any temporary media activity must get a prior license from CMC's Chief Executive Officer.
8 - Accreditation of Offices and Reporters shall be renewed on an annual basis subject to a decision from the CEO of CMC within a period not exceeding (15) days before the end of the previous one. CMC must be notified on any change in the status of the Office or Reporter.
9 - Accredited Offices shall submit the name of the Director and the documents that support it. CMC must be notified on any change in this regard.
10 - Foreign Offices and Reporters who intend to register their offices or names with the CMC shall register as well all the equipment and devices that use the spectrum allocated by the Commission.
11 - CMC's Chief Executive Officer has the right to take the necessary actions against any Office or Reporter that violates the provisions of these rules or instructions issued pursuant thereto, including the non-renewal and revocation of accreditation. The body they work for shall be notified of such decisions.
12 - These provisions apply to all licensed satellite channel Offices; and Arab and foreign news agencies operating in Iraq.
13 – An annual fee shall be charged for licensing offices or agencies as follows:

1) Iraqi news agency or Satellite channel: $ 1000 / year
2) Arab news agency or satellite channel: $ 2000 / year

3) Foreign news agency or satellite channel: $ 3000 / year


14- This license implies a legal commitment to any further instructions legislated by the CMC during its period.

I, ______, Director of ______station/Agency hereby accept and agree to the terms and provisions of the license granted by the CMC.

I further understand and agree that these terms and provisions as a whole constitute a binding contractual commitment to the CMC on the part of this station/agency and its management, and may be changed or varied only upon written approval by the CMC.

1
