Purpose / This unit standard is for people working or intending to work in a building regulatory environment in New Zealand.
People credited with this unit standard are able to:
–demonstrate knowledge of the end to end process for approving building regulatory applications;
–demonstrate knowledge ofthe end to end process for building regulatory inspections; and
–demonstrate knowledge of the end to end process for building regulatory certification.

2Definitions

BCmeans Building Consent.

BCA means Building Consent Authority.

Interview means a purposeful dialogue where information is sought from the interviewee by the interviewer, and both parties exchange information. Interviews may occur in situations where the parties are remote from each other and communication is conducted by digital or electronic means.[CJ2]

CCC means Code Compliance Certificate.

COA means Certificate of Acceptance.

CPU means Certificate for Public Use.

CS means Compliance Schedule.

NZFS – New Zealand Fire Service.

QA/QMS means the quality assurance or quality management system setting out the policies and procedures of the BCA. Where the BCA is an operating unit within a larger organisation, the applicable QA/QMS may be that operated by the parent organisation.

3All evidence presented for assessment must be relevant tosituations found in a building regulatory related environment.

People should be assessed against this unit standard in a real-life context using naturally occurring evidence, or in simulated conditions that demand performance equivalent to that required in the real-life context.

Where naturally occurring evidence is used for assessment against this unit standard, a verifier’s checklist is acceptable if accompanied by evidence that includes examples from the candidate’s performance.

4Interviews for assessment may be conducted face-to-face and/or by telephone or other digital technologies. Assessment must involve two formal interviews.

Interviewsfor assessment are likely to be characterised by

  • a predictable situation and/or familiar context
  • a cooperative approach and purpose
  • an established and/or positive relationship between both participants
  • professional and structured approach.

Outcomes and performance criteria

Outcome 1

Demonstrate knowledge of the end to end process for approving building regulatory applications.

Rangemay include lodgement of an application for any ofBC, COA, CCC, CPU, CS.

Performance criteria

1.1Describe the processing steps required to be completed in accordance with the QA/QMS.

Rangeincludes but is not limited to – payment of fees; structural, mechanical, and/or fire engineers; planning; health; NZFS; approval of applications.

1.2Describe statutory timeframes that apply to the processing of applications.

Range20 days and 12 months.

Outcome 2

Demonstrate knowledge ofthe end to end process for building regulatory inspections.

Rangemay include lodgement of an application for any of BC, COA, CCC, CPU, CS.

Performance criteria

2.1Describe the inspection steps required to be completed in accordance with the QA/QMS.

Rangeidentifying required inspections, booking process for inspections, timeframes.

Outcome 3

Demonstrate knowledge of the end to end process for building regulatory certification.

Performance criteria

3.1Describe the certification steps required to be completed in accordance with the QA/QMS.

Rangeapplication, fees, supporting documentation, timeframes (20 days, 24 months).

3.2Describe the process for documenting building regulatory decisions in accordance with the QA/QMS.

Rangeincludes but is not limited to – current status, further requirements, requests for further information, accurate record keeping.
