Minutes of the Laceby Parish Council Meeting held at the Stanford Centre Cooper Lane Laceby on Tuesday 2 August 2016 at 7.30 p.m.

11528Election of Chairman

Proposed by Councillor Turner that Councillor Marshall should become Chairman of the Parish Council; seconded by Councillor Metcalf and carried – Councillor Marshall accepting the Chairmanship for a number of months.

Councillor Marshall then took the Chair and welcomed all present to the meeting, which then continued…..

11529Minutes of the Laceby Parish Council Meeting held 5 July 2016 – Councillor S. Greenbeckstated that she required two amendments to the minutes the first was in minute no. 11519 – it was agreed that a skip would be required later in the year; and minute no. 11522 – not an ERNLLCA meeting but a Town & Parish Council Liaison meeting, these two items required amendments.

11530Declarations of Interest

Councillor James completed an interest form in respect of planning decision notice relating to the former Little Chef Site; Councillor Schofield completed an interest form in respect of the reserved matters planning application for 82 Caistor Road Laceby.

11531Dispensation Requests – none received.

The meeting was then suspended for public forum to take place:-

• Noted that the village signs were not yet up – on agenda to be discussed.
• St Francis Grove Teddy Bear bin requires moving smell awful due to dog waste being put in it.

The meeting then recommenced to discuss the following agenda items:-

11532The Chairman then moved forward one item from agenda no. 12 – St Francis Grove Play Area –

• Teddy Bear Bin – proposed by Councillor Schofield and seconded by Councillor S. Greenbeck that the Teddy Bear Bin should be moved to the other end of the park, close to the big tree, away from the housing. Resolved unanimously.

11533Police Matters

PC Matt Stephenson gave a brief report and the monthly Street Brief was

handed to Councillors present. It was noted the zig zag pole was broken again at St Francis Grove Play Area and the metal mount was still in place.

PC Stephenson was informed there was still speeding through the village and he stated he would try and get traffic involved regarding this.

Councillor Marshall queried whether or not police could get involved with school bullying and was informed there were various ways for dealing with this depending whether it was hate crime or something else.

11534Planning Matters

It should be noted that Councillor Schofield declared an interest in this application and made no comments.

DM/0651/16/REM – Reserved Matters application as granted on DM/0770/15/OUT (Outline Application to erect one dwelling with garage with access, landscaping, layout and scaleto be considered) with appearance to be considered and details in Discharge of Conditions 4 (Surface Water Drainage), 5 (Access), & 6 (Landscaping) at 82 Caistor Road Laceby

Members of the Parish Council considered all plans and information provided and held no objections to this planning application.

Planning Decision Letter – DM/0390/16/FUL – Erection of an ancillary spa, gym, offices and wardens flat to include parking, access and landscaping at Manor Golf Course Barton Street Laceby – NELC Decision Approved.

Noted that Councillor James had already declared an interest in respect of this planning decision letter.

Planning Decision Letter – DM/0528/16/FUL – Variation of Conditions, 1 & 21 as granted on DM/0297/16FUL; Variation of Conditions 1, 3, 9, 11, 16 and 20 as granted on planning permission DM/0017/16/FUL in relation to the demolition of restaurant and erection of road side service area to include fuel filling station convenience store, jet car wash, associated parking and alterations to existing access to allow for a minor material amendment to the scheme in relation to the design, layout, landscaping and ventilation for revision to approved external lighting details at the former Little Chef Site Barton Street Laceby – NELC decision approved.

11535Reports from Previous Minutes

Centenary Fields – it was noted that within the criteria the land owner has to apply for Fields in Trust status – resolved unanimously to contact NELC Legal department regarding this.

Hedgerow r/o 5 Harneis Crescent Laceby - Email from NELC stated this hedgerow was not their responsibility - owners could cut it back if they wished to do so.

Anglian Water Tankers – Email from Anglian Water informed the Parish Council that a new pumping station was being built and eventually the one near the Pavilion on Butt Lane would be redundant and tankers would not need to access it.

11536Finance

An account for £70.00 from Mr N Finch was received at the meeting – it was proposed by Councillor Metcalf, seconded by Councillor Turner that this account should be paid from this meeting and shown on next month’s account paperwork.

It was proposed by Councillor Metcalf, seconded by Councillor S. Greenbeck that the following accounts should be paid:-

Total Payments for the month of August (not including N Finch which will be included on next month’s total) = £2.074.15

The Clerk had previously sent all Councillor the first quarter bank reconciliation showing all accounts totals to the end of June 2016.

Councillor Turner queried why the telephone bill was so much this month – Clerk stated that most people left mobile numbers and ringing from a landline was quite costly. Resolved that the Clerk look for an alternative cheaper telephone and broadband provided for the Parish Council’s use.

The Clerk informed Councillors that the Pension Declaration which was due to be done 1 August 2016 had been completed.

Councillor Schofield made mention of the resurfacing road works due to start and mentioned that he had been in touch with Highways and had discussed this matter at length. It was understood that the Waste Collection department had not been informed nor had the Parish Council Clerk. It was noted that Cemetery Road would be shut from 15 August 2016.

11537Allotments

The Clerk gave a brief overview of outstanding rent and stated overdue accounts were going out this week.

Councillor Marshall informed those present that there had been a theft of 20 onions taken from one of the allotments.

11538Cemetery/Churchyard

Cemetery

A meeting was requested by a member of the public in respect of a tree stump in the Old Garden of Rest and her late husband’s cremated remains. Resolved to hold a meeting with her on Monday 8 August 2016 at 10 am.

Resolved to leave the matter of the trees in the Cemetery for a month.

Concession regarding the late G H Caster – proposed by Councillor Turner, seconded by Councillor S. Greenbeck that the fee requested should be that of a Parishioner.

Cemetery Hedge – agreed to look at this in a month’s time.

Wesleyan Chapel Memorial plaque – Councillor S. Greenbeck stated she had applied for a grant for remounting this memorial plaque from the Commonwealth War Graves Commission. A grant from them would only be available if the plaque was remounted within a building.

It was agreed that it should be mounted in the Cemetery close to the War Memorial and resolved that Councillor Greenbeck continues to get quotations for the provision of a suitable case to mount this in for use at the Cemetery.

War Memorial repairs – resolved to look at this on Monday 8th August 2016 and report back at the next meeting.

Cemetery Regulations wording discussed – agreed that the Clerk alters regulation number 6 to read “Any person/persons not prepared to adhere to Rules numbered 2,3 & 5 above, will be held responsible for the maintenance of their relative’s grave.”

Mower servicing leaflet received – noted not required.

Churchyard

Trees in Churchyard – Faculty to be obtained – Councillor Marshall had already mentioned this to the Church Warden.

Cannon Knight’s grave – agreed to discuss this further next month.

Email from St. Margaret’s Parochial Church Council received regarding loose coping stones – Councillor Schofield to fix these.

11539Butt Lane Playing Field

Noted the information from NELC’s Mr Jack Fox had not reached all Councillors – agreed the Clerk would resend this information to those Councillors who had not received it and put the item on the agenda again for next month.

11540St Francis Grove Play Area

Metal plate for fixing the gate is in hand.

Play area zig zag pole is broken again but the bottom of it is still in situ at the site. Unanimously resolved that this should be removed.

Teddy Bear bin to be moved.

Request for dog “pooh” bin to be put in by NELC at the top of the slope in Victoria Park.

11541Correspondence

No circulation file this month.

ERNLLCA’s request for resolutions for their AGM meeting was noted.

Questionnaire from CPRE was received – Councillor Marshall to complete.

Invitation by the Worshipful Mayor of the Borough of NELC was received for the Civic Service for Sunday 18 September 2016 and was noted.

Letter regarding Barton Street (A18) closure on Monday 8 August 2016 was received.

An email regarding a Road Safety Seminar was received and Councillor Marshall was to attend.

11542The Stanford Centre Group

Councillor Metcalf informed all that the new kitchen was in the process of being installed and NELC had agreed to fund the extra £2000.00, so there would be no need to use some of the funds given to the Group by the Parish Council.

It was noted that Mrs. Spittlehouse had managed to secure funding from several sources and it was resolved unanimously that a letter of thanks should be sent to her for doing so well.

11543Nature Area

Councillor S. Greenbeck felt it was time to open up the Nature Area and put the sign up along with getting a Telegraph reporter to the site.

Councillor James suggested that what Councillor Greenbeck wanted was abit of publicity for the site. However, Councillor Marshall stated that the problems had not gone away in respect of the site.

11544Information Exchange

Councillor Marshall - Village litter bins had not been emptied last week and all villages had the same problems.

Councillor Turner - The Clerk was to request the block end be removed at Pawson’s Corner on the double yellow lines, and double yellow lines reinstated further along Caistor Road.

Councillor S. Greenbeck – Devolution for Greater Lincolnshire – no comments made by Laceby Parish Council but Councillor Marshall stated it had been discussed at the recent Town and Parish Council Liaison Meeting.

Opening of the new Petrol Filling Station – Councillor Marshall was disappointed that despite not having objections to the planning application and promoting the site, the Parish Council had not been invited to the opening ceremony.


