Minutes of the Laceby Parish Council Annual General Meeting held at the Stanford Centre Cooper Lane Laceby on Tuesday 19 May 2015 at 7.30 p,m,

Also Present: Five Members of the Public.

Debbie Weatherill – Clerk to the Council.

11111 Apologies: None received.

11112 Acceptance of Office Forms

Newly elected Councillors signed their Acceptance of Office forms, which were also counter signed by the Clerk to the Council.

11113 Welcome

The retiring Chairman, Councillor Greenbeck, took the Chair temporarily, and welcomed all present to the meeting including Councillors both old and new.

11114 Election of Chairman

Councillor Greenbeck having taken the Chair temporarily requested nominations in respect of the forthcoming Chairman.

It was proposed by Councillor Grimley that Councillor Greenbeck should become Chairman again. This motion was seconded by Councillor Metcalf.

No further nominations received.

Voting:

In Favour:- Six Councillors.

Against:- Two Councillors with Councillor Marshall requesting his name be recorded.

Councillor Greenbeck elected to the Chair by majority decision.

11115 Election of Vice Chairman

Councillor Greenbeck requested nominations for Vice Chairman.

Councillor James proposed Councillor Metcalf for Vice Chairman again – this motion was seconded by Councillor Grimley. No further nominations received.

Voting:-

Councillors in Favour – Seven Councillors.

Abstentions – Councillor Marshall.

Councillor Metcalf elected to the Vice Chair by majority decision.

11116 Stanford Trust Representative (Term 3 years)

Noted Councillor Grimley elected Laceby Parish Council’s representative June 2015.

11117 Stanford Charity Representative (No fixed Term)

Resolved unanimously Councillor Marshall to continue as representative on this particular Charity.

11118 Brooks Charity (Term 4 years – term ended May 2015)

Resolved unanimously that Councillor Turner continue as representative for this Charity for another 4 years.

11119 Community Centre Representative (No fixed Term)

Unanimously resolved that Councillor Schofield continued as the Parish Council’s representative.

11120 Footpath & Tree Wardens (No fixed Term)

Resolved unanimously that Councillor Marshall continue as the Parish Council’s tree warden.

Resolved unanimously that Councillors Marshall and Turner should be footpath wardens.

11121 Planning, Cemetery, Allotment & Environmental Matters

Resolved unanimously that full Council would consider such matters.

11122 Cemetery Sub Committee (No fixed Term)

Formed to report to Full Council any emergency matters that might have taken place prior to Council meetings, and which may require urgent attention, with the Clerk having been informed.

Resolved unanimously that Councillors: Marshall, Schofield and Metcalf should be members of the Cemetery sub-committee.

11123 Internal Verifier

The Clerk reported that at the moment, the Parish Council did not have an internal verifier and that Mr Dennis Read had kindly stepped in at the last minute to audit the Parish Council’s accounts for the year ending 31st March 2015.

Resolved unanimously, that the Clerk should contact Messrs Wilkin Sharpe & Co with a view to obtaining a projection of costs involved in providing an interim audit of accounts for next year for Audit Commission purposes.

11124 Allotment Sub Committee (No fixed Term)

Formed to report to Full Council any emergency matters that might have taken place prior to Council meetings, and which may require urgent attention; also to help the Clerk ensure all rent payments are received and allotments allocated.

Resolved unanimously that Councillors Marshall, Schofield and James continue to act as sub committee members reporting to full Council as necessary.

11125 Responsible Financial Officer

Unanimously resolved that the Clerk continue in this capacity on behalf of the Parish Council.

11126 Laceby Sports Partnership – Two Representatives

It was noted that Councillor Grimley had been unable to attend meetings as required and that Councillor James felt she now had a conflict of interest and could no longer act in an emergency capacity attending meetings when the other two representatives were unable to go to them.

Councillor Marshall stated that this was now a ‘lot bigger thing and that there was a lot more pressure involved’.

Councillor James pointed out that it appeared that the lease may be moving away from the Partnership and possibly may be looked at by the Parish Council.

It was resolved unanimously not to elect any members to the Partnership at present and have a special meeting about the lease of the field on the 16 June 2015 and to discuss any plans too if any arrived.

Resolved to settle the matter of representatives at the special meeting.

11127 Stanford Centre Group

It was resolved that Councillors Metcalf and Grimley along with Councillor James as a reserve, continued as the Parish Council’s representatives on this Group.
