Subject: Non extension of benefit of 50% IDA merger to the pre-2007 pensioners of Bharat Sanchar Nigam Limited.

Madam,

The employees of Bharat Sanchar Nigam Limited, who took absorption from Department of Telecommunications, are being paid all pensionary benefits as available to the Government Employees under Rule 37-A of CCS (Pension) Rules 1972 which have certain special provisions under certain sub rules which ensures payment of pension by the Government only. Accordingly, Department of Telecommunication issues Pension Payment Orders (PPOs) and makes the payment to the absorbed BSNL pensioners in the same manner and with all the benefits as available to the Government servants.

2. As per Government decision, the absorbed BSNL pensioners are to get all the benefits as made available to the Central Government pensioners. But the Department of Telecommunication is yet to extend the benefit of 50% IDA merger to the pre-2007 BSNL pensioners though it issued orders long back for merger of 50% IDA to its employees w e f 1.1.2007. In case of the Government Employees, when the Government decided to merge 50% of DA to its Employees w e f 1.4.2004, pre-1.4.2004 Government pensioners were also extended the benefit simultaneously. On our part, we had been representing to all concerned for extending the benefit to the pre-2007 BSNL pensioners. Now, we understand that Department of Telecommunication has referred the matter to your Department. Incidentally, your Office, while forwarding one of our representations, vide No 4/5/2008-P&PW(D)-2 dated 22nd August/29th September 2008, had earlier advised Department of Telecommunications for consideration of the grievance in accordance with extant rules/instructions and if need be to forward the case to your Department in case of doubts along with all relevant documents.

3. Now that Department of Telecommunication has referred the matter to your Office, we would like to request you to kindly intervene personally in the matter so that a long pending genuine grievance of the BSNL pensioners is settled without further delay and justice is finally caused to them.
