PROCEDURES & SUMMARY RULES

GENERAL RULES:

  1. The Match Director reserves the right to alter the event as weather, terrain or registration dictates.
  1. The Range Commander may modify or make procedural match changes in the interest of safety and/or to make the event run more smoothly. The Range Commander will have the final say on issues of safety and range protocol.
  1. Physically challenged accommodations must be requested at registration and approved by the Match Director.
  1. To be eligible to participate in this Shooting Sports meet, participants must be enrolled as a 4-H Shooting Sports project member and have met the criteria set by their countyShooting Sports Committee for the disciplines they are entering.
  1. Two competition classes are recognized for this shoot:
  • Junior Competitors: age 8 – 11 (Air Rifle 3-Position and Air Rifle Silhouette)
  • Intermediate Competitors: ages 12 - 14
  • Senior Competitors: ages 15 - 19
  • Participants must shoot in the age category according to their age as of January 1st of the current year.
  1. All competitors must be able to compete effectively in a safe manner.

Participants must provide:

  • Proper eye protection (i.e. prescription glasses, safety glasses or goggles).
  • Proper hearing protection (i.e. muffs or ear plugs)
  1. Range Commanders have the right to deny use of unsafe equipment on the range.
  1. Participants are responsible for providing their own equipment, including ammunition. 12 and 20 gauge shells will be available on site for purchase.
  1. All guns must be in a carry case except when preparing for use at the range and during competition.
  1. Iron sights will include open, peep and fiber optic sights.
  1. All competitors must maintain proper sportsmanship with other competitors at all times.
  1. National Event: Participants must have passed their 14th birthday by January 1st of the year they are qualifying and not have passed their 19th birthday by January 1st of the year of the National Event.

3-POSITION PELLET AIR RIFLE RULES
Classes:
  • Plinker Class
  • Hunter Class
  • Sporter
  • Precision
  • Each shooter will fire from 3 positions. Prone, Standing and Kneeling, in that order, at 10 meters (33 feet).
  • Hunter, Sporter & Precision Classes will shoot 10 shots at each position for a total of 30 shots. Plinker Class will shoot 5 shots at each position for a total of 15 shots.
  • Targets are the standard NRA AR-5/10 for the Hunter, Sporter classes. Plinker class will use the single bull TQ 18 Targets.
  • Firing Time is limited to 10 minutes for position (1 minute per shot).
  • Sighting is limited to 5 minutes with unlimited shots before the prone position only.
  • Shooters provide their own ammunition .177 caliber only.
  • Rifles must be loaded and fired in a single shot fashion only.
  • Slings are allowed in the prone and kneeling position only, slings are not allowed in the standing position.
  • Kneeling rolls are allowed.
  • No coaching on the line.
  • Physically challenged accommodations must be requested at registration and approved by the rifle director.
  • Tiebreakers: Ties will be broken with the most number of “tens,” most number of “nines,” most number of “eights,” etc. Second tiebreakers will be the first “ten” hit in sequence until the tie is broken.
  • The Match Director reserves the right to alter the event as weather, terrain or enrollment dictates.
  • Shooting blocks/shell holders are allowed on the line.
  • Clear bore indicators (CBI’s) will be furnished during inspection and are expected to be used during competition.
  • No scopes or magnified sights.
  • Iron sights will include open, peep and fiber optic sights.

PELLET AIR RIFLE SILHOUETTE RULES
1. Most shooters will have their air rifle sighted in for the 10 meter event. Since time doesn’t allow anyone to resight for the three other silhouette distances, know your pellet drop at each of the distances. Have your equipmentsigned in prior to arrival for the match. There is no sight-in period.
2. NRA silhouette rules are used as guidelines; however, they are adapted toward 4-H goals and philosophies.
3. All competition shots are from the off-hand position, in either Olympic or military style. No slings.
4. Course of fire consists of 40 shots fired in two rounds of 20 each. Each round will consist of the following:
A. Five chickens at 10 yards; height of 1 ½”.
B. Five pigs at 15 yards; height of 1 5/8 “.
C. Five turkeys at 20 yards: height of 2 5/8”.
D. Five rams at 25 yards; height of 3”.
5. Course may be shortened proportionally, depending on the needs of the event to be determined by the rangemaster and meet coordinator.
6. TIME LIMITS:
A. Ready time – Fifteen (15) seconds will be allowed after the command “READY” before the command “FIRE”.
B. Five minutes will be allowed to fire 5 shots, one shot at each target in the bank of 5 targets.
C. Competitors must fire at the targets in sequence, beginning left and progressing to the right. NO HITS are allowed for targets fired out of sequence.
7. Scoring is based on one point for each silhouette knocked down in proper sequence. Total possible points are40.
8. Each shooter must bring an adult scorer to the firing line. A scorer at the firing line
may have a scope or binoculars and advise the shooter where shots are going, keep time, or otherwise advise. The scorer may not touch the shooter or any equipment after the shooter assumes a position on the firing line.
9. Tie Breaker - Beginning at the longest targets, review combined (10 targets) scores for most hits at that distance;if still tied move to next closest target, etc. until tie is broken.
10. To shoot this event, a rifle MUST be classified as a Hunter or Sporter, as
described in the air rifle event rules (see air rifle classifications for details).

Air Rifle Classifications
Plinker
  • A Plinker class air rifle is a .177 caliber, pump type rifle that is an entry level, inexpensive air rifle costing
  • less than $100, and having a muzzle velocity less than 600fps.
Hunter
  • A Hunter class air rifle is a .177 caliber, typically a break action (spring air) or pump rifle (occasionally aPre-Charged Pneumatic (PCP) or C02) that is a mid-level air rifle costing more than $100, but less than$525, and having a muzzle velocity less than 600fps. Exception is Daisy Avanti 753, 853, 953, 887 and888 models since their characteristics are similar to rifles in the Sporter class.
Sporter
  • A Sporter class air rifle is a .177 caliber rifle that is either pump, spring air, PCP or C02 powered and is ahigher quality rifle. The rifle must be available to 4-H clubs for less than $525, and have a muzzle velocityless than 600fps. The acceptable rifles and their characteristics are governed by the 2014-2016 NationalStandard Three-Position Air Rifle Rule Book, 10th edition. The rules can be viewed or downloaded at (See Rule 4.2.1)
Precision
  • A Precision class air rifle is a .177 caliber rifle that is either pump, spring air, PCP or C02 powered and isa very high quality rifle. There is no price limitation and must have a muzzle velocity less than 600fps. The acceptable rifles and their characteristics are governed by the 2014-2016 National Standard Three Position Air Rifle Rule Book, 10th edition. The rules can be viewed or downloaded at (See Rule 4.4)
General Rules
  • All air rifles must not exceed 600fps velocity
  • All air rifles must be .177 caliber (.22 caliber rifles are not allowed)
  • Must be a single shot air rifle
  • No telescopic sights (scopes) are allowed (except for air rifle silhouettes matches)
  • Thumbhole or pistol grips stocks are not allowed (except rifle models listed acceptable in the NationalThree-Position Rules or in the Precision class)
  • All rifles must accept a clear barrel indicator (CBI)
  • AK or AR type rifles are not allowed
If the match does not follow the rules above for rifle classifications, or modifies them, the rules
governing the match must be published prior to the match with the registration information.
Manufacturer's Suggested Retail Price (MSRP) applies when determining gun cost.
Rifles not on the approved list will be assigned on the day of the match by the Match Director, and based on the 2014-2016 National Standard Three-Position Air Rifle Rule Book, 10th edition and/or on the features and cost as listed on CM, Airgun Depot or Pyramid Air websites. SHOT GUN – TRAP
(Intermediate (12-14) and Senior (15-19) Divisions)
  1. 12, 16 and 20 gauge shotguns are allowed.
  1. Shooters will fire from 16 yards.
  1. Both divisions will shoot two rounds, of 25 clays each, for the events. No practice birds will be thrown!
  1. Magnum or baby magnum loads, are not permitted.
  1. Participants must provide:
  • Proper eye protection (i.e. prescription glasses, safety glasses or goggles).
  • Proper hearing protection (i.e. muffs or ear plugs)
  1. Shot size from 7½ to 9 is required. Shooters must provide their own shells. 12 and 20 gauge shells will be available for purchase.
  1. No shotguns with release triggers allowed.
  1. No coaching permitted during a round.
  1. Physically challenged accommodations must be requested at registration and approved by the Match Director.
  1. Amateur Trapshooting Association rules govern, except for the above rules and when the Match Director alters rules to allow for the smooth operation of the shoot.
  1. Reminder for all shooters and 4-H National Qualifying Opportunity Participants: National 4-H Competition does not allow any load with a velocity greater than 1,290 feet per second with a maximum shot charge of 1-1/8 ounces or 1,325 feet per second with a maximum shot charge of 7/8 ounce or less, as measured in any individual shot shell. In addition no load containing more than 1-1/8 ounce or any shot larger than Number 7-1/2 can be used.
  1. In the event of ties, awards shall be decided on the basis of the longest run in the total event beginning with the first target hit. If a tie remains, a ten shoot-off will be shot; 2 clays per station. Should this not resolve the tie, the event will be decided by a station by station (1 shot) “sudden death.”

Hunt & Cover
  1. Hunt and Cover is a team event with 2 members (“hunter” person & “cover” person) standing side by side at each shooting station. Shooters may use any gauge shotgun for this class.
  1. There are 50 clays thrown for this event so make sure that you have enough shells. The maximum score is 50 hits.
  1. The (first person) “hunter” calls for the target and shoots (hit =2 team points), if the “hunter” misses, the (second person) “cover” can now shoot to break the target (hit = 1 team point and miss - loss = 0).
  1. If the “hunter” breaks the target and the “cover” shoots, the hit will be recorded as a loss for the “hunter” (0 team points).
  1. The “hunter” shoots first at this position per normal trap rules for five clays.
  1. Without changing shooting positions on the firing line, the “cover” person from the first set now becomes the “hunter”. The original “hunter” now becomes the “cover” person.
  1. Repeat steps #3, #4, and #5.
  1. After each person on all the teams has been the hunter 5 times, all of the teams shall rotate to the next station as per regular trap rules.
  1. The highest team score will be the winner.
  1. Ties will be determined by the team who has the longest string of broken targets starting from the last clay hit. In the event there still is a tie, the next or second longest string of broken targets will be used and so on. If a tie still exists, a shoot off will take place determined by the range commander based on time and shooting conditions.

.22 RIFLE
(Intermediate (12-14) or Senior (15-19) Divisions)
  1. Each shooter will fire three positions; prone, standing and kneeling, in that order at 50 feet.
  1. Standard A-17 targets will be used; one target will be shot at each position for score. Sighting-in is limited to 5 minutes with unlimited shots before the prone position only. The shooter may inspect targets after the sight-in period only.
  1. Rifles must be plugged or otherwise prepared so they may be loaded and fired in a single shot fashion only. Actions must be able mechanically to be held open until ready to fire. Semi-automatic rifles not so modified will not be allowed on the range (Because of the difficulty in loading semi-automatic rifles; they are not recommended!) RANGE COMMANDER WILL INSPECT!!
  1. No optically assisted sights or laser sights are permitted.
  1. Only rifles capable of firing .22 long rifle ammunition are acceptable. No .22 magnum are allowed. Rifles may be modified by adjusting stock length only.
  1. Slings are allowed for prone and kneeling positions only; kneeling rolls are allowed for kneeling position.
  1. Since this is a National qualifying event, full NRA gear is allowed (jackets, pants, glove and shoes) for unlimited. Only shooting glove is allowed for sporter.
  1. Classes: Sporter Class: The rifle cannot weigh more than 7 ½ lbs. Sights (including open and peep must have a trigger pull of at least 2 lbs. Unlimited Class: There shall be no restrictions on barrel length or overall weight of the rifle.
  1. Shooters will provide their own ammunition.
  1. Participants must provide:
  • Proper eye protection (i.e. prescription glasses, safety glasses or goggles).
  • Proper hearing protection (i.e. muffs or ear plugs)
  1. Firing time is limited to 10 minutes per stage (position); 10 shots per stage.
  1. Adaptations for handicapped shooters must be approved by the countyProject Coordinator and Range Commander prior to the event.
  1. Tiebreakers: ties will be broken with most number of “tens”. Most numbers of “nines”, most number of “eights” etc; 2nd tiebreaker: first “ten” hit in sequence until tie is broken.
