10.0 Service-Specific Monthly Performance Reports (C.6.2)

The contractor shall provide in its monthly report the following specific performance-related reports for each service being delivered under the contract as described in Section C.2.

10.1 Circuit Switched Services (C.6.2.1)

10.1.1 Circuit Switched Services Percent Availability (C.6.2.1.1)

10.1.1.1 Access Segment (C.6.2.1.1.1)

The contractor shall report on availability for each type of circuit switched service. The report shall include the data elements listed in IEG Section B.5.6.1.1.1.

The contractor shall report on availability for each type of circuit switched service. The report shall include the data elements listed in IEG Section B.5.6.1.1.2.

10.1.2 Circuit Switched Service Busy Hour Grade of Service for Blockage (C.6.2.1.2)

10.1.2.1 Access Segment (C.6.2.1.2.1)

The contractor shall report on monthly GOS for each type of CSS. The report shall include the data elements listed in IEG Section B.5.6.1.2.1.

10.1.2.2 Transport Segment (C.6.2.1.2.2)

The contractor shall report on the monthly GOS for each type of CSS. The report shall include the data elements listed in IEG Section B.5.6.1.2.2.

10.1.3 Audio Teleconference Summary (C.6.2.1.3)

The contractor shall report on audio teleconferences during the reporting month. The report shall include the data elements listed in IEG Section B.5.6.1.3.

Sprint will provide the Government reports on audio teleconferences during the reporting month. The report will include the data elements listed in IEG Section B.5.6.1.3:

·  Number of audio teleconference calls requested

·  Number of audio teleconference calls scheduled

·  Number of audio conferences per month that did not start at the scheduled time, the cause of which was attributable to Sprint

·  Number of successful (on-time) audio teleconference calls

(Note: The term “successful” in this context means that none of the conferees were dropped if they did not wish to be dropped and that all conferees that attempted to join the conference were permitted to do so when they desired to join the conference.)

·  Number of customer-canceled audio teleconference calls

·  Number of audio conferences per month which failed during the conference, the failure of which was attributable to Sprint.

10.1.4 Fraud Prevention Performance Measurements (C.6.2.1.4)

The contractor shall provide monthly statistics regarding its efforts concerning fraud detection and prevention. The report shall include the data elements listed in IEG Section B.5.6.1.4.

Sprint will provide the Government monthly statistics regarding efforts concerning fraud detection and prevention of the Sprint network relating to the FTS2001 program. Sprint currently provides a “FONCard Deactivation and Replacement Log” report under the FTS2000 contract and will modify the existing report to include the items being requested in the FTS2001 IEG. The report will be modified to include the data elements listed in IEG Section B.5.6.1.4:

·  Number of calling cards active at end of reporting period

·  Number of calling cards investigated by the Sprint for waste, fraud, and abuse in reporting period

·  Number of calling cards reported lost or stolen in reporting period

·  Dollar amount incurred for fraudulent calling card usage on domestic calling

·  Dollar amount incurred for fraudulent calling card usage on international calling

·  Number of calling cards that trigger waste, fraud or abuse parameters in reporting period

·  Number of calling cards deactivated for waste, fraud or abuse in reporting period

·  Number of calling cards deactivated because lost or stolen in reporting period

·  Number of calling cards with proper use by authorized users deactivated in reporting period

·  Dollar amount on calling cards billed to authorized users that users claim is fraudulent in reporting period

·  Total dollar amount incurred from fraudulent calling during the reporting period

·  Number of requests from agencies for information concerning investigations of abusive use of services in reporting period

·  Status of Sprint’s investigations of fraudulent use of services

10.1.5 Operator Services (C.6.2.1.5)

The contractor shall report on operator services by type of service. The report shall include the data elements listed in IEG Section B.5.6.1.5.

Sprint will provide the Government reports on operator services by type of service. The report will include the data elements listed in IEG Section B.5.6.1.5:

·  Number of calls received

·  Number of calls not answered within 18 seconds

·  Percentage of calls not answered within 18 seconds

10.1.6 Circuit Switched Service Trouble Reports (C.6.2.1.6)

The contractor shall report on troubles for each type of circuit switched service available under the contract. The report shall include the data elements listed in IEG Section B.5.6.1.6.

The Sprint will provide the Government reports on troubles (trouble tickets) for each type of circuit switched service available under the contract. The report will include the data elements listed in IEG Section B.5.6.1.6:

·  Total number of call attempts for the reporting month

·  Number of troubles per 100,000 call attempts

10.2 Switched Data Services (C.6.2.2)

10.2.1 Switched Data Services Percent Availability (C.6.2.2.1)

10.2.1.1 Access Segment (C.6.2.2.1.1)

The contractor shall report on availability for each type of switched data service. The report shall include the data elements listed in IEG Section B.5.6.2.1.1.

X- Number of outages

- Maximum time to restore service

- Mean time to restore service.

Sprint will calculate availability, in percent, as 100 x (M - T)/M, where M is the number of minutes in the reporting interval and T is the number of minutes the service was unavailable to the X during the reporting interval. The service is considered to be unavailable to the X if the service is unavailable to all end-users X The service is considered unavailable to an end user when it is not possible for the end user to originate and/or terminate a Protocol Data Unit (PDU) (i.e., Packet).

10.2.1.2 Transport Segment (C.6.2.2.1.2)

The contractor shall report on availability for each type of switched data service. The report shall include the data elements listed in IEG Section B.5.6.2.1.2.

Sprint will calculate availability, in percent, as 100 x (M - T)/M, where M is the number of minutes in the reporting interval and T is the number of minutes the service was unavailable at the X during the reporting interval. Sprint understands service at the X is considered to be unavailable when the service is unavailable to all access-segments connecting to the X, and is considered unavailable to an access-segment when it is not possible to originate/ terminate a PDU from/to the access segment to/from the X.

Sprint will calculate the aggregate availability value, in percent, as:

10.2.2 Switched Data Services Transmission Performance (C.6.2.2.2)

10.2.2.1 Access Segment (C.6.2.2.2.1)

The contractor shall report on monthly transmission performance for each type of SDS. For transmission performance requirements see Sections C.2.3.1.1.3 for PSS, C.2.3.2.1.3 for FRS, C.2.3.3.1.3 for IPS, and C.2.3.4.1.3 for ATMS. The report shall include the data elements listed in IEG Section B.5.6.2.2.1.

Sprint will provide the Government reports on monthly transmission performance for each X.

·  Aggregate transmission performance for all X

Sprint will use only the following transmission parameters to report SDS transmission performance in the reporting format of Table B-40:

·  Average PDU delay

·  PDU delay for the 95th percentile.

Sprint will calculate the aggregate value of a transmission performance parameter by totaling the transmission parameter value associated with all originating and terminating PDUs during busy hours of the Government business days during the reporting intervals for all SDPs and dividing this total by the total PDUs associated with this transmission parameter during busy hours of the Government business days during the reporting interval.

10.2.2.2 Transport Segment (C.6.2.2.2.2)

The contractor shall report on transmission performance for each type of SDS. For transmission performance requirements see Sections C.2.3.1.2.3 for PSS, C.2.3.2.2.3 for FRS, C.2.3.3.2.3 for IPS, and C.2.3.4.2.3 for ATMS. The report shall include the data elements listed in IEG Section B.5.6.2.2.2.

·  Sprint will provide the Government reports on transmission performance for each X

Sprint will use only the following transmission parameters to report SDS transmission performance:

·  Average PDU delay

·  PDU delay for the 95th percentile

10.3 Dedicated Transmission Service (C.6.2.3)

10.3.1 Dedicated Transmission Service Availability for Access and Transport Segments (C.6.2.3.1)

The contractor shall report on all DTS circuits that fail to meet the availability requirements for each category of DTS circuit. The report shall include the data elements listed in IEG Section B.5.6.3.1.

Sprint will provide the Government reports on all DTS circuits that fail to meet the availability requirements for each category of DTS circuit. The report will include the data elements listed in IEG Section B.5.6.3.1:

·  Percentage of all DTS circuits that fail to meet the availability requirement

Sprint will calculate availability, in percent, as 100 x (M - T)/M, where M is the number of minutes in the reporting interval and T is the number of minutes the service was unavailable during the reporting interval. Sprint understands the circuit is considered unavailable when a circuit exceeds any allowable performance threshold.

10.4 Video Service (C.6.2.4)

The contractor shall report on the availability of the Video Teleconference Service as specified in the IEG Section B.5.6.6.2. The contractor shall also provide monthly performance reports as specified in Section C.2.7.4.

Sprint will provide the Government a report on the availability of Video Teleconferences in accordance with the formula in Section B.5.6.6.2 of the IEG. The report will include the data elements listed in IEG Section B.5.6.6.2. In addition, Sprint will provide monthly performance reports as specified in Section C.2.7.4 of the RFP. For more details regarding monthly reports, please refer to Section 12.4.3.2.1 of this technical proposal.
