Council – September 2018
1.Young People’s Partnership Challenge
The Mayor would like to announce that the Young People’s Partnership Challenge for this year has been prepared for rolling out in October. Those Councillors who are also school governors are asked to spread the news.
Further information on this year’s Challenge will be presented to Members of the Regeneration and Museum Committee and thereafter to Council.

2.Annual Report for Pontypridd Town Council 2019
It is recommended to Members that this Council consider preparing an Annual Report for presentation at the Annual General Meeting 2019. It is the case that this Council has a statutory duty to prepare a Well Being Report under the provisions of the Well Being of Future Generations Act 2015. It is suggested that such a document could form part of an Annual Report but that the full report could go a great deal further than this and essentially be a means of presenting to the local community a summary of all that has been achieved by the Town Council during the year. It is anticipated that the Allotment Strategy will be finalised by this time and this could be included in the document. It would be particularly useful if the document had a stand-alone summary which could be distributed as a separate document. It is also hoped that the Town Council website will be fully operational by the AGM and the Annual Report will of course have a key place on the website.

To what extent the Pontypridd Christmas lights are to be upgraded this year.
3.Lift in Pontypridd Museum
It is very much hoped that the lift and associated works in Pontypridd Museum have now been completed. If so it is recommended that there be a formal opening of the lift at an appropriate date. Members are asked to consider the same and decide on how such an event can be most appropriately marked.

4.Ponty and Proud
Members are reminded that the time is fast approaching that nominations will be sought for the Ponty and Proud Board for 2018/19.
Formal nominations will be requested next month but for the moment Members are asked to start thinking of appropriate people to be put forward for inclusion on the board.
By way of reminder the following is the criteria which has been used for such nominations:
“a person, either born, brought up in, or with a significant connection to Pontypridd Town Council’s area AND must be proud of the connection with the area”.

5.Evan John Charity
Pontypridd Town Council has been contacted by Llantwit Fardre Community Council regarding the Evan John Charity Registration Number 255071. The charity is administered by the Community Council and its objects are:
To assist any child in the Parish of Llantwit or living in the Treforest Ward of the Pontypridd UDC in their education and also to assist in the branches of the Red Cross Society at Llantwit or Treforest or for the general purposesof the Blind Association or the Deaf and Dumb Association of Llantwit and Treforest.
A nomination for this charity from Pontypridd Town Council to meet with a representative to meet with Llantwit Fardre Community Councils nominated representatives in order to discuss potential grant awards from funds which are held in respect of this charity.
Council is therefore asked to put forward an agreed nominated representative for this charity.
DECISION REQUIRED:
To agree the Pontypridd Town Council representative for the Evan John Charity.
6.Vacancies for Minor Authorities Governors
Pontypridd Town Council has been informed by Governing Support at RCTCBC that they currently have vacancies for Minor Authority Governors at:
YGG Evan James
Coedylan Primary School
Consequently, nominations are requested for governing body representatives for the local authority in respect of these vacancies.
DECISION REQUIRED:
To agree representatives for the two vacancies for minor authority governors.
7.Consultation Review of the Electoral Arrangements of RCT
The Local Democracy and Boundary Commission for Wales are to review the electoral arrangements for the County Borough of RCT with a view to considering and formulatingproposals for future arrangements.
The consultation period for this review closes on the 23rd October 2018. For information about the review can be found on the Commissions website at s
Members are asked to consider any comments which they may wish put before the Commission to ensure that any such agreed comments are put before the Chief Executive in good time to allow those comments to be forwarded to the Commission before the deadline.

8.The Better PontypriddGarden Party – Saturday 29th September 1-3pm Clwb Y Bont
This a final reminder to Members that the “Better Pontypridd Garden Party” will be taking place this Saturday the 29th September between 1-3pm in Clwb Y Bont.
The Town Council have a significant presence at this event and it is hoped that supported by as many members as possible.

9.Annual Return – 31st March 2018 (Pages 5-26)
Attached for members’ attention is a copy of letter from the External Auditors, BDO LLP. Members are referred to this correspondence and will be pleased to note that the External Auditor’s Report on the Annual Return states
“On the basis of our review, in our opinion, the information contained in the Annual Return is in accordance with proper practices and no matters have come to our attention giving cause for concern that relevant legislation and regulatory requirements have not been met.”
Other matters and recommendations on the Annual Return and also enclosed is a report from the external auditors is as follows:
“On the basis of our review, we draw the body’s attention to the following matters and recommendations which do not affect our audit opinion but should be addressed by the body”.
Consequently, we have been provided with Notice of Conclusion of Audit, which is dated 14th September 2018 and is being displayed in the civic offices for a period of fourteen days, during which period the accounts must be madeavailable forinspection.
Council is therefore presented with the Annual Return for consideration, and the approval and formal acceptance. Confirmation that this process has been duly followed will then be provided to the Auditor.
DECISION REQUIRED:
That the Annual Return for year ended 31st March 2018 for Pontypridd Town Council is approved and accepted.
