Meeting of Working Group Data & Information Sharing (DIS) under the Common Implementation Strategy of the Water Framework Directive

  • Take note of the information provided by the Commission on reporting under the Water Industry Directives and under the Nitrates Directive

1.Urban Waste Water Treatment Directive

The ninth reporting exercise, with reference year 2014, was launched end of 2015,with submission deadline 30/06/2016.To smoothen the process, some improvements were made by the Commission and EEA/ETC, such as new QA/QC rules, small adaptation of the data model, integration of the tables for Art.17 reporting.

The Commission has used an automated approach to assess the compliance in order to improve the efficiency of the reporting process, toreduce the time needed to produce the official reports (compliance assessment results) and to facilitate access to online information, by making use for all Member States of the urban waste water open-source website developed under the SIIF project. This approach has revealed new inconsistencies in the database and has given opportunity to Member States to improve the quality of their database through the better access to their data.

The draft version of the national reports was sent to all Member States for a last check. The final version of the national SIIF websites will be progressively made available during March 2017. The hyperlink to have access to this website will be: of the country)/e.g.

A European SIIF website is being created to give access to the 28 national platforms and will display automatically some European statistics generated through aggregation of the information from the national platforms.

The contractor will finalise the European synthesis report.The Commission report will be published in the second semester of this year after internal Commission consultation process and translation.

As in previous reporting exercises, the results of the assessment will be uploaded on the European database and mapviewer of the European Environmental Agency.

For the first time, DG ENV will be able to give the compliance result concerning all Member States.

2.The Bathing Water Directive 2006/7/EC

The Bathing Water Directive 2006/7/EC contains two reporting obligations:

1. Reporting obligation for - Identification of Bathing Areas [Article 13.1]

Member States shall notify of all waters identified as bathing waters, including the reason for any change compared to the preceding year.

This reporting obligation is an Eionet core data flow. The delivery process is managed by EEA. From the 2009 bathing season on, it is due annually after 1 January and before the start of the bathing season.

2.Monitoring and Classification of Bathing Waters [Article 13.2]

Member States shall provide the Commission with the results of the monitoring and with the bathing water quality assessment for each bathing water, as well as with a description of significant management measures taken. This annual reporting obligation is an Eionet core data flow.

Reporting under this obligation is used for EEA Core set of indicators. The delivery process is managed by EEA.

The data submitted by the Member States for the 2017 report – depicting the bathing water quality during the 2016 bathing season and to be submitted through Reportnet by 31/12/2016 – has been processed by EEA and ETC. National reports are being drafted and sent to Member States for cross-checking.

The Commission and the European Environment Agency expect to publish by end May 2017 the EU summary report on the quality of bathing water in 2016.

3.Drinking water directive

The Synthesis Report on the Quality of Drinking Water in the Union examining the Member States' reports for the 2011-13 period foreseen under Article 13(5) of the Drinking Water Directive 98/83/EC has been adopted on 20 October 2016. The report COM(2016) 666 final summarizes the information provided by 27 Member States. The Report is available in all official languages. Country reports per Member State are also available on:

The reporting exercise for the period 2014-16 is pending. It will not be managed by EEA/ETC (as was the case for previous exercises).

4. Nitrates directive

The reporting exercise on the implementation of the Nitrates Directive relating to the period 2012-2015 is currently ongoing.

The information that Member States are reporting is outlined in Annex V of the Nitrates Directive and includes: water quality data and trends (nitrates concentrations and eutrophication) for all waters; information on the designation of Nitrate Vulnerable Zones; and implementation of the Action Programmes in those zones.

This year, on the basis of the information provided by the Member States, the Commission will issue a report on the state of implementation of the Directive.
