The PradhanMantriAwasYojanais an ambitions programme of Ministry of Housing and Urban Affairs (MHUA) which envisions that every family will have "apucca house with water connection, toilet facilities, 24x7 electricity supply and access". This vision of the PMAY is encapsulated in the National Mission for Urban Housing, 'Housing for All by 2022', which aims that these goals should achieve completion by the 75th year of India's Independence. The mandate of the Mission 'Housing for All by 2022' under the PMAY is to enable more than 2 Crore houses to be built or augmented to address the urban housing shortage in the country.

The PMAY is an inclusive, broad based intervention with its tangible benefits, recognizing the importance of both new housing, self built incremental housing (beneficiary led construction - BLC), and PPP models of slum rehabilitation. The paucity of finance for affordable housing has been addressed through the Credit Linked subsidies Scheme (CLSS).While some elements of the PMAY are simply subsumed from existing schemes, there are innovative mechanisms and incentives under the PMAY with substantial increase in allocations towards Affordable Housing, to address both rural and urban housing shortage. The PMAY has also provided a clear mandate and role for the State and the Center in achieving its objectives. In its third year of operation currently, the PMAY has changed the landscape of engagement with Affordable Housing in India, with many new developments, PPP projects and CLSS schemes floated under the PMAY. Concerns, however, remain and implementation on the ground is subject to many state- and local enablers and hindrances.

Indian Housing Federation is a non-profit that works to enable access to affordable housing for customers from the low-income segment. IHF interventions are designed around the themes ofreal-time market aggregation, dissemination of sector-relevant information, engagement with all stakeholders across the entire low-income/affordable housing value chain. IHF’s engagement in the affordable housing space in the past 7 years (as Ashoka’s HFA programme) and active field interventions in the past year has lent an in-depth insight into what is working in the field and how interventions can be positioned differently. IHF proposes to bring together various stakeholders/partners into an information exchange/dissemination session where leanings around the PMAY and HFA(U) Mission can be coalesced to reach a larger audience.
