1)Settlement of Medical cases and updating the information on website:-

Many instances have come to the notice of abnormal delay in submission of bills by SSA’s to Circle office and further settlement of bills at Circle office. This agenda is being discussed in almost all the Circle Council Meetingsheld but only a temporary relief has been noticed by the staff side. It is needless to say the delay in settlement of Medical Bills by BSNL Administration will not only make the working/retired employeeto face the financial crunch, but more than this, it will make BSNL lose the services of empanelled hospitals and bring a bad name to the financial reputation of BSNL. We also feel there should be some provision to initiate disciplinary action on erring officers for delayed/ belated submission and settlement of bills at all levels. Unless a permanent watch committee is formed at all levels, with stipulated time bound periodicity to settle the bills, we do not feel that the situation can be improved. Settlement of Medical claims of staff of all SSA/ Circle office in the circle needs streamlining by updating the information on website regularly and delay has to be avoided. The frequent correspondence on one or the other reason definitely can be avoided by redressing the issue by applying the rules reasonably, it is observed that employees claims are inordinately delayed on account of unexplained delay of SSA administration which needs redressed.

We request Chairman to address the issue on a permanent basis.

2)Maintenance of Staff Quarters, IQs, Telephone Exchanges and Office buildings throughout

the Circle:-

A periodical maintenance is most essential. Hence it is requested maintenance to be carried out inphased manner.

3)Penal Interest of belated payment to Banks by Circle Administration:-

Due to delay in payment of MOU dues to banks by Circle Office, Staff is asked to pay Penal Interestfor belated remittance. After the last recovery of the MOU, many bank branches are harassing our staffby sending notices seeking payment of penal interest. Hence Circle Council may take a decision toavoid penal interest issue.

4)Forming Core Committee at SSA level:-

BSNL has to compete with private operators with full vigor. It is needless to mention that the servicematter has to be discussed with staff by the management. In this competition era joint venture of Staffand Management is “need of the hour”. With the aim and hope of making every SSA a profitablebusiness centre, forming a Core Committee comprising Staff Union Leaders and Management at SSAlevel is essential.

5)Severe problem of call drops be solved immediately

There is a severe problem of call drops in the case of BSNL customers in many areas in the circle and even call connecting/call completing also has become problematic in most of the areas It has become difficult to talk over mobile phone. It is requested to solve this immediately

6)Purchase of advanced cable fault locators

The existing cable fault locators are outdated and not working properly. It is requested to replace them with new cable fault locators with new technology to facilitate exact identification of the fault location for immediate repair of the fault and extend better service to the customers.

7)Problems in the utilization of the facility of Prepaid Rs 200/- SIM provided to all BSNL non-executive employees-Request for replacing it with Rs 429/- STV

This facility is available with talk time of Rs 150/- on net and Rs 50/- off net calls. But the calls from non-executives to executives and vice versa are billed and have to be paid since the CUGs are different. But the employees have to pay for the calls made in the interest of service. Also, the Rs 50/- talk time for off net calls is not enough since the staff have to make calls to the land line subscribers over their mobile connections belonging to other networks and have to incur more than Rs 50/- per month. To avoid these problems, it is requested to provide freely the Rs 429/- STV to all BSNL non-executives so that they can talk unlimited on BSNL network and other networks and also can avail 1 GB data per day, for using whatsapp etc for extending better service to the customers. This is for 3 months, and monthly it will be Rs 140/- which is cheaper than the present Rs 200/- per month granted to the staff.

8)Age profile of the non-executives

The strength of the non-executives is fast depleting due to retirements. Due to many of the officials crossing 56 years age, it has become difficult to find sufficient substitutes in the place of those who are to be brought back on completion of two years tenure in the transferred station. Recruitment is required soon. To study this aspect, it is requested to prepare data regarding SSA wise age profile of non-executives related to the cadres SOA/AOS/OS (all 4 streams of Sr ToA together), JE(TTA), TT (TM) and ATT (RM) with the following details: (a) Number of officials in the concerned cadre in the SSA ( b) No. of officials in the cadre who will retire 31.3.2018 , 31.3.2019, 31.3.2020 ( c) No. of officials in the cadre who will remain in the service as on 31.3.2018, 31.3.2019, 31.3.2020 (d) No. of officials in the cadre who will complete 56 years age on 31.3.2018/2019/2020 ( d) No. of officials in the cadre who will complete 55 years age on 31.3.2018/31.3.2019/31.3.2020. The same details may please be obtained station wise also.

9)Attestation of Service Books

In the SSAs the annual attestation of service books is not taking place and also attestation signature has to be taken every five years from the officials. But this is not followed. Necessary instructions are given in this regard.

10)Utilization of vacant spaces of buildings

11)Utilization of vacant lands of BSNL

Vacant lands are available in prime locality areas to be identified. All such vacant lands may be utilized monetised.

12)Rented CTO building to be vacated due to misuse by High court.

CTO premises at fountain Mumbai is rented out to high court they have literally vandalized the heritage building, the renewal which is due in December should not be renewed . Our premises at CTO should be visited by L&B section and demurrage charges should be charged to the tenants

13)Major problem with our exchanges is power supply. Poor maintenance of battery and Power Plant frequently contributes as main reason for exchanges failure. Hence all small exchanges shall be replaced by new compact models having inbuilt battery and power plant or work on inverter. This saves space, power bill, staff and maintenance cost. ( BB Dsalms also works on it.)

14)Power failure also affects BTS. We are unable to maintain battery and engine alternator. Hence it is better to arrange mobile generator for a cluster of BTSs as done by private operators. This will save money wasted on purchasing of E/A, mtce cost, staff and diesel. Also our drivers and old T/Ms will be engaged.

15)Now a days people are not interested in landlines, as everyone has got a mobile. Whereas requirement of data is increasing day by day. Hence we shall be able to provide only data. As cable net work is deteriorating we should go for wireless network at least for data services. Wireless systems are available in the market at a very low price. These are point to point or point to multipoint type. This solution will save the major expenditure on cable and maintenance staff.

16)Lease line discount proposals should be cleared within a week & approval has to be conveyed on E-Mail for speedy negotiations across the table as done by private operators.

17)3G should be provided continuously through out cities and towns and not in some pockets. Coverage to be checked by our officers during peak periods and not during slack hours.

18)Most importantly media has to be the main focus now. Media planning has to be done by experts forecasting with a broad mind. Prices of transmission equipment are very very low now. So long term plan to be prepared. Higher capacity DWDM back to back to be planned on all major routes, even connecting SDCCs. So we will be a position to provide bandwidth to anybody. 100 GB*X channel systems are available and already deployed by other players.

19)2,4,6 fiber O/H cable should be purchased for new connection and quick maintenance/restoration.

20)Expenses by Civil & Electrical wings are to be controlled.

21)Degree holder engineers of all branches are to be used for maintaining and repairing power plants, air conditioners/A, electrical fittings, exchange spares, instruments etc.

22)Enhancement in HRA to BSNL staff of Kupwad ( Sangali) and MIDC ( Nanded ) as it comes under Muncipal Corporation area.

23)Delay in CGA cases and present status thereof.

24)Irregular recovery of staff members (TMS) against CDMA services connections.

25)Transfer policy to be strictly adhered too

26)Casual contract labor payments to be done on time. I cards to be provided

We shall be thankful for including all the above items in the agenda of the ensuing Circle Council meeting and for holding the Circle Council meeting in this month, on a mutually convenient date.
