Gist of the review committee meeting of Circle Council held today in the chamber of GM (A). Com. Balbir Singh, Secretary Staff Side, Budh Singh, Circle Treasurer, J.M jaidka, District Secretary, Circle office union, represented the BSNLEU, Shri. V.K. Garg, GM (A), G.V.Bhaskara Rao, DGM (A), Vinay Kumar Aggarwal, AGM (A), Pankaj Gupta, AGM (HR) Dinesh Puri, AD(Genl-1) and Mool Chand, AD (AGenl-2) attended the meeting. At the outset, DGM (A) welcomed the participants Deliberations, took place on the important issues and following decisions are taken. At the outset, DGM (A) welcomed the participants

1. Regarding stoppage of recoveries due to wrongfully/ mistakenly made payments.

Staff side insisted that the recoveries should be stopped immediately in light of the instructions issued by corporate office on 19-09-2017. The Management told that the decision already taken by the CGMT was reversed by the corporate office hence CGMT has no power to take decision for stoppage of recoveries. Staff side, argued that since the powers for taking decision to settle this issue in case non-executives and to implement the decision of Honorable Supreme Court are delegated to the CGMs, and CGMT can review the same. After a prolonged discussion, Management side agreed to discuss this issue with CGMT by this evening today, itself and decision will be conveyed, to the secretary staff side over phone. Therefore, the issue of settlement of recoveries is concerned the management agreed to settle it with in time frame of one month.

2. Undue delay in settlement of outdoor medical claim bills

i) The management informed that after the Circle Council meeting held on 18-07-2017, the number of pending outdoor medical claim bills for the treatment, taken in non-empanelled /private Hospitals have been reduced to 36 from 95 cases, these 36 cases are pending in different SSAs. Management also informed that out of 36 cases, 13 cases are pending at Amritsar, 12 at Ludhiana, 7 at Jalandhar, 2 at Hoshiarpur and 2 at Chandigarh. Management also supplied the list of pending cases. Management informed that the reply to the queries of circle office is not being given by the respective SSAs. The Management argued that the pressure should be built on SSAs Managements for reply of queries. The staff side insisted that Circle Management should issue strict instructions to the SSAs to reply the queries raised by the circle management. The management agreed to call all the AGMs and AO (claims) of concerned SSAs to circle office with replies.

II) After a prolonged discussion the Management agreed to settle the pending cases with in a time frame of one Month.

III) The management informed that the claim cases are forwarded to circle office by SSAheads without scrutiny, without completing the checklist. Checklist was already supplied to the SSA heads. Staff side demanded that responsibility for delay submission of bills should be fixed, Management agreed to convey the concern of the staff side to SSA heads. After a prolong discussion the management agreed to fix a one week time for forwarding the medical claim cases to circle office. Directions in regards will be issued to SSA heads after consulting with the CGMT.

IV) Staff side informed that some of the clauses in checklist supplied by the Circle management are irrelevant hence should be stopped. The management agreed to revise the checklist.

V) Regarding objections on over stay in the Hospitals, costly medicines, procedure adopted for treatment by the doctors and demanding certificate from the doctors that alternative procedure for treatment and costly medicines was not available. Staff side argued that it is up to the Doctors to adopt any procedure for treatment, prescribe any medicines and fixing the time of stay in the Hospital. Secretary Staff side told he has personally met some of the doctors and they have told that these objections are unnecessary as the stay in Hospitals, procedure of treatment and prescription of medicines depends on the ailment, age, resisting power of the patient hence they are not bound to issue such certificates. After meeting the doctors, the view point of BSNL Employees union were conveyed to the Circle Management demanding stoppage of such objections vide BSNLEU Letter No. BSNLEU/ PB/ORG/16-18/19 dated 18-10-2017. The Management agreed with viewpoint of the staff side and informed that the letter of Circle secretary, BSNLEU is under active consideration and the related by is pending with the finance wing and final decision will be taken after consultation with CGMT and GM (Finance).

3. Regarding the problems, being faced by the staff of RTTC, Rajpura, staff and the trainee’s management agreed to issue reminder to the Administration of RTTC, Rajpura.

4. Regarding provision of alternative connection in lieu of WLL connection closed due to closure of MSEs, staff side demanded that free mobile SIM with free calls equilant to the amount of landline service connections should be provided to the effected employees, working or retired from BSNL. Management agreed to take up the issue with corporate office.

5. Sale of unserviceable material lying in the different locations in Punjab Circle

The management informed That” As a part of” Samundhra Manthan “Punjab Circle Has realized Rs. (9crore 94 lac, sixty five thousands during 2017-18 till now against target of Rs. 10 crore 24 Lacs . The material of 35 lakhs is already disposed and amount is to received. Also the sale material amounting Rs. 1crore five lakhs is under process. Thus the total achievement during the financial 2017-18 would be approximately Rs. 10 Crore 64 lakhs which above the fixed target. Staff side appreciated the action taken by the management.

6. Irregularities in engaging labour at Ferozpur SSA

The management informed that instructions were issued to all the SSAs. Ferozpur SSA has informed telephonically that all the workers/labours are now engaged through contractors and no direct labour is engaged. Secretary staff side spoke to district secretary Ferozpur who confirmed the same.

7. Empanelment of reputed hospitals

The management informed, “After the circle council meeting held on 18-07-2017, six new hospitals are empanelled in Punjab Circle. With this 06, the numbers of empanelled hospitals in Circle are 40. Staff side told that the number of empanelled hospitals is much less, than the target fixed by the Circle. More hospitals should be empanelled. Management agreed to issue reminder to SSA heads. Management also said that hospitals empanelment, cases send by SSAs, would be approved by the Circle on priority bases.
