1.INTRODUCTOry items

  • TO ELECT A CHAIRMAN
Councillor A Bantock proposed Councillor R G Fry serve as Chairman. Councillor Mrs R Read seconded the proposal which was unanimously agreed by Councillors present. Councillor R G Fry signed the Declaration of Acceptance of Office.
  • To Elect a Vice Chairman
Councillor R G Fry proposed Councillor A Bantock serve as Vice Chairman. Councillor Mrs R Read seconded the proposal and Councillors present concurred.
Councillor Bantock signed the Declaration of Acceptance of Office.

Chairman Councillor R G Fry welcomed District Councillor B Burnett and fellow Councillors to the meeting.
  • Apologies for Absence and Reasons Given
Apologies for absence were received from Councillors B Purdy, Mrs M Skelton and I Burgess. Having been informed of their reasons, the Apologies were accepted.
  • Receive Declarations of Interest in accordance with 2000 Local Government Act and the adopted Code of Conduct.
No Declarations of Interest were received.
  • Confirm the Minutes of the previous meeting.
The Minutes of the meeting held on May 10th2012 were approved and signed.
  • Actions Arising from the Minutes.
The situation regarding Mr & Mrs Preston’s windows has finally been resolved: the Planning Officer has agreed to the windows being painted, by a specialist company, in a colour of E L D C’s choice.
The Bank mandate has been accepted and two more Councillors can now sign cheques.
The Clerk, also eligible to sign cheques, requested that the Standing Orders be reviewed to clarify the existing arrangement.
The gentleman who proposed management of garden allotments on land he owns attended the Annual Parish Meeting held earlier in the evening. Documents regarding “allotments”, amassed by Mr K Bottomley, will be made available to Mr Robertson for his information.
As yet, no information has been received from Lincolnshire County Council Highway’s department regarding their financial contribution towards grass cutting carried out by Binbrook Parish Council’s contractor.
Twelve hanging baskets in red, white and blue have been ordered in readiness for the Diamond Jubilee and Olympics.

2.FinanciaL Matters

  • Budget 2011 -2012 year-end status was presented to Council, discussed and signed off.
  • Council approved the Statement of Accounts for year ended March 31st 2012 and effected the Annual Governance statement. The Internal Auditor has not yet had sight of the end-of-year status andthis will be addressed before the June 7th Meeting.
  • Consider donation to Binbrook PCC towards 2011-2012 grass cutting: Councillor R G Fry proposed that £400.00, accounted for in the 2011/2012 Budget, be donated to BinbrookParochialChurch Council. The proposal was seconded by Councillor A Bantock and Councillors present concurred.
  • Council acknowledged receipt of VAT repayment, up to March 31st 2012, and 50% of the Precept for 2012/2013.
  • The following Payments were approved:

  • Binbrook Newsletter, donation towards printing cost Binbrook Flyer, £20.00
  • QHMC Donation of 50% rent for Wednesday Club, 6 weeks to May 9th, £30.00.

  • Tudor Grounds Maintenance, £233.10 + VAT £46.62 = £279.92

3. PLANNING MATTERS

Planning Applications
  • Planning permission - Sing Pao, Market Place, Binbrook: change of use of first floor storage area to provide living accommodation (which is already in use), Sing Pao, Market Place, Binbrook. Council made no observations.
  • Planning permission – Yaffle Trading Ltd, Plough Inn, Market Place, Binbrook: erection of 1 no. block of 4 no. holiday units, provision of a vehicular parking area to include the erection of boundary fencing to a maximum of 1.8 metres and alterations to existing wall.
Councillor A Bantock will prepare a reply which will be circulated before submission. / AB / ASAP
4. PARISH INITIATIVES
  • Diamond Jubilee Celebrations
The Diamond Jubilee Committee was commended for the excellent job they have made with arrangements for village celebrations.
Council has purchased twelve flags for display on Market Place properties. Flying bunting will be up to individuals. The red, white and blue hanging baskets should be ready by the end of May.
  • Proposed “OpenVillage Day”
Councillor A Bantock said there had not been a great response as regards the proposed OpenVillage Day. A further letter will be sent to the twenty-three local estate agents:the replies will beassessed andappropriate actionwill be taken. / Clerk

5. COMMUNICATION WITH THE COMMUNITY

The May 2012 edition has been published and delivered. Spare copies are available at Preston’s Butchers.

Informal discussions took place in Binbrook village hall and Ludford but to date, there has been no feedback.
6. REPORTS FROM OUTSIDE BODIES

There has not been a meeting since the last Parish Council meeting so there was nothing to report.

The application to Lincolnshire County Council for Grant Funding was unsuccessful but there other avenues that will be pursued, particularly with regard to the proposed Jungle Gym on the grassed area behind the Village Hall car park. / PPIC / Ongoing

8. RISK ASSESSMENT
  • Industrial Container, Mount Pleasant:
The container is still in situ: the Solicitor submitted the approved letter to ELDC Enforcement Officers and, to date, no reply has been received.
Verbally, the Health & Safety Executive informed the Clerk that the owner of the container intends to lower the container to make it safe and begin work on The Old Chapel in August. HSE asked to be kept informed of any works being carried out on the Old Chapel.
  • Bus Shelter
Concern was expressed about young people using the Bus Shelter as football goal posts: this is neither acceptable nor safe: Market Place residents will continue to monitor the actions and report incidents to the Police when necessary.
It was suggested that a sign should be put up, on the notice board inside the bus shelter, which says “Your Community Notice Board” – in the hope that notices displayed will be respected.

  • Follow up: - Public Toilets:Councillors requested that atimer, to control the time lightsare switched off/on - be installed by the local Electrician.
  • E-mail received: - E-mail received from Michael Edwards alleging under-age, alcoholic drinking in the Drop-in-Centre. The e-mail will be referred to the Village Hall Committee. Appropriate signage, i.e. “NO ALCOHLIC DRINKS IN THESE PREMISES” must be displayed in the Drop-in-Centre.
