Description of Duties: The Title IX and College Compliance Officer has primary responsibility for coordinating and implementing the College Title IX & VAWA compliance efforts in the context of strengthening the College commitment to promoting an educational, working and living environment free from sexual harassment and gender-based discrimination. The responsibilities are essential to the development, implementation and monitoring of compliance obligations under Title IX, Title VI, Title VII, VAWA, Campus SAVE Act, and the Clery Act.

1. Institutional Monitoring & Compliance Assurance

Support College-wide efforts to ensure compliance with statutory and regulatory requirements as they relate to anti-discrimination laws and policies.

Coordinates & monitors Title IX efforts of the Deputy Coordinators and College offices that receive and/or investigate complaints, including but not limited to Residential Life/Learning Communities, Student Conduct, University Police, Human Resources, Intercollegiate Athletics, & the units of Hazen Center for Integrated Care.

In collaboration with Residential Life/Learning Communities, Student Conduct, University Police, Human Resources, Intercollegiate Athletics, & the units of Hazen Center for Integrated Care, monitors College policy & procedures to ensure compliance with state & federal law & regulations.

Meets/communicates with complainants to provide information regarding available resources & reporting & resolution options and responds appropriately. May serve as the primary investigator of a complaint.

Provides collaborative oversight to the Title IX compliance in relation to Intercollegiate Athletics.

Coordinates a Title IX representatives group which meets regularly to discuss specific complaints.

Facilitates a work group which meets regularly to develop & implement a long-term vision for enhancing campus climate in the context of College-wide programs, services, education & assessment of Title IX programs and prevention efforts, including but not limited to sexual harassment & sexual violence, dating & intimate partner violence, domestic violence, & stalking for students, faculty & staff.

Develops content for College Title IX webpage.

Regularly attends Title IX and related educational programs to ensure compliance with Title IX investigative standards & continuously identifies and integrates best practices as they relate to Title IX processes.

2. Education & Programming

Provides leadership in the coordination & delivery of College-wide education, training, & outreach programming related to Title IX, VAWA, Campus SaVE & the Clery Act in collaboration with the units of the Hazen Center for Integrated Care, Residential Life/Learning Communities, Student Conduct, University Police, & Human Resources.

Provides training to the Deputy Title IX Coordinators in their efforts to coordinate & monitor Title IX activities.

Prepares & disseminates educational materials, both hard-copy & web-based, that inform members of the campus community of Title IX rights and responsibilities, grievance process, and reporting obligations.

3. Reporting

Prepares annual reports for the campus community on the incidence of sexual harassment or other Title IX matters as appropriate.

Administers annual climate assessment with consultative support from Human Resources, units of Hazen Center for Integrated Care, University Police, Residential Life/Learning Communities, & Diversity.

Organizes & maintains summaries of grievance files, disposition/investigation reports, & other records regarding complaints of sexual harassment & other discriminatory practices, including annual reports of number & nature of filed complaints and disposition of complaints.

Works collaboratively with University Police & Student Conduct to develop the Campus Safety Report in compliance with the Clery Act.

4. Advisory Functions to the College President & other College Official

Provides ongoing consultation regarding Title IX requirements, grievance issues, & compliance programs to the President & other College officials as appropriate.

May assist in the resolution of complex harassment & discrimination cases in conjunction with University Counsel, Human Resources, or Student Conduct.

Advises & collaborates with College leadership on the status of initiatives, case management trends, challenges, & resource needs.

Required Qualifications:
Master's degree or higher from a regionally accredited college or university.

Professional work experience in legal, regulatory, student conduct and/or federal and state compliance, Human resources (employee relations or EEO/AA), Title IX compliance, or sexual violence investigation or prevention.

Demonstrated ability to use discretion, good judgment and maintain confidentiality.

Demonstrated ability to communicate effectively (including interpersonal, oral and written).

Strong conflict resolution and/or negotiation skills and experience.

Ability to work independently.

Ability to build relationships and work collaboratively in a highly consultative campus community.

Demonstrated effectiveness working with a diverse population.

Preferred Qualifications:

JD or PhD in higher education or related fields.

Experience in workshop facilitation and training professional staff.

Investigative experience in such areas as student conduct, safety/security, EEO/AA, human resources are other related field.

Experience working in higher education.

Experience working on Title IX compliance, sexual violence investigation or prevention.
