Moqhaka Local Municipality consists out of three (3) administrative Units that are as follows: Kroonstad, Steynsrus and Viljoenskroon.
Kroonstad
One (1) day shift Supervisor x seven (7) days a week.
One (1) night shift Supervisor x seven (7)nights a week.
Fifty-two (52) Security Officers x seven (7) days a week on day shift posts.
Fifty-eight (58) Security Officers x seven (7) nights a week on night shift posts.
Twelve (12) Security Officers per office hours. Monday to Friday.
Steynsrus
One (1) day shift Supervisor x seven (7) days a week.
One (1) night shift Supervisor x seven (7) nights a week.
Seven (7) Security Officers x seven (7) days a week on day shift posts.
Nine (9) Security Officers x seven (7) nights a week on night shift posts.
Viljoenskroon
One (1) day shift Supervisor x seven (7) days a week.

The services of professionally trained, qualified and registered security personnel are required by the Client to perform duties at the premises of Moqhaka Local Municipality in accordance with the Private Security Industry Regulation Act, Ac 56 of 2001 and set out in this agreement.
In respect of the Security Services provided on the property of the client, the Contractor shall at all times comply with the provisions of the Control of Access to Public Premises and Vehicle Act 1985, Act No 52 of 1985.
Subject to the provisions of the Trespass Act 1959, Act No. 6 of 1959, an authorized officer may at anytime remove any person from any premises of vehicle.

3.Preferential Points System

The bidder must submit the following to comply:
- Valid PSIRA certificate;
- Letter of good standing (PSIRA);
- Valid SARS certificate;
- Valid ICASA license;
- SA Police Clearance Certificate (Criminal Records);
- All personnel to be in possession of valid competence certificate (Fire Arms);
- Proof of references;
- Vehicles registration/licenses;
- Proof of comprehensive liability insurance;
- Letter of good standing compensation & injury COID;
- Police clearance certificate for all personnel; and
- Three years Annual Financial Statements.
- Guard monitoring system (GSM Model)
ANNEXURE “A”
Technical or functional Evaluation Criteria and functional Evaluation Report guideline
This section outlines the processes followed when the technical evaluation was conducted. If a panel of evaluators was used, it must be indicated in this section as well as the names of the members of the technical evaluation panel. The evaluation criteria used must be indicated and the weighting thereof. If there are any qualifying thresholds they must also be indicated inthis section. Where an external provider (consultant) was used to evaluate tenders, the report of the consultant will serve as an annexure to this report. This section must then summarise what the consultant has done.
