POWER TRANSMISSION PROJECT ‘UKRENERGO’

1. ENVIRONMENTAL MANAGEMENT PLAN (EMP) – Part 1 – TRANSMISSION SUBSTATIONS

Introduction

Main goal of the Project is to improve the security, reliability and quality of the energy supply and, therefore, facilitate unimpeded operation of the energy market, both domestically and internationally through rehabilitation of transmission substations and modernization of high voltage power transmission lines. This project includes 3 main components: Component A: Rehabilitation of transmission substations, Component B: Dnister Pump Storage Project (PSP) transmission connection, Component C: Stabilization of the Crimea Regional Power Grid, including rehabilitation of transmission substations and modernization of transmission lines.

Because environmental protection issues for rehabilitation of transmission substations and modernization of transmission lines are different, the decision was taken to divide EMP in two parts and the first one to incorporate only issues and questions concerning to rehabilitations of transmission substations which are covered in Part A and C and second part should incorporate questions linked to modernization of transmission lines which are covered in Part B and C. Each part of Environmental Management Plan should include following chapters:

А.1. Project Description – five 330 kV substations in the Dnieper Regional Power Grid

Taking into account workload, existing capacity allocation and level of worn-out of parts of substations in the region, there is a high demand for the reconstruction of the Substations (SS) 330 kV Transmission Substations (TSS) ‘Dnepr-Donbas’, ‘Pervomayskaya’, ‘Kirovskaya’, ‘Uzhnaya’, and ‘Dneprodzherzhinskaya’. The total installed capacity of five Substations is 4126 MVA, where ‘Dnepr-Donbas’ capacity is 750 MVA, ‘Pervomayskaya’ capacity is 876 MVA, ‘Kirovskaya’ capacity is 500 MVA, ‘Uzhnaya’ capacity is 1000 MVA and ‘Dneprodzherzhinskaya’ capacity is 1000 MVA. ‘Dnepr-Donbas’ SS was commissioned in 1964, ‘Pervomayskaya’ SS was commissioned in 1956, ‘Kirovskaya’ was commissioned in 1966, ‘Uzhnaya’ was commissioned in 1962, and ‘Dneprodzherzhinskaya’ was commissioned in 1968 and are practically fully depreciated and have become technically obsolete.

Planned for rehabilitation of five Substations of Dnipro Energy System: 5ps. - 330 kV Power Transformers, 3ps. - 35 kV Power Transformers, 12ps. - Auxiliary Transformers, 746ps. - Disconnectors, 222ps. - Circuit breakers, 556ps. - Current transformers, 119ps. - Voltage transformers, 264ps. - Surge suppressor, 5ps. - Auxiliary needs panel, 4ps. - DC current panel, 7ps. - Accumulator battery and charging device, 103ps. - HF-filter, 255ps. - Coupling capacitor, Cables.

Substation ‘Dnepr-Donbas’ is located in Zaporizhie city. To the North of ‘Dnepr-Donbas’ Substation on a range of 500 m located private houses (1 – 2 story buildings), to the east – territory of garage–construction co(-)operative ‘Ekspress’ and ‘DD’ - up to 300m to the closest garages, to the south – territory of lawn-and-garden association ‘Zoria 2’ and to the west – territory of garage–construction co(-)operative ‘Energo’ and industrial warehouse belonging to Zaporizhie – East Electricity Supply Network Operator OJC ‘Zaporizhie Oblenergo’.

Substation ‘Dnepr-Donbas’ is located in a range of 3-4 km of one of the biggest metallurgical combine ‘Zaporozhsteel’.

Substation ‘Pervomayskaya’ is located in Terpovskiy region of Krivoy Rog city. To the North and West of the Substation located ‘green zone’ – free land belonging to the city, to the East located collective gardens and to the south – military unit № N 01546, which includes soldier barracks and building used for the purpose of training and does not include any disposal site or any weapons manufacturing. Distance to closest residential buildings is up to 1 km from ‘Pervomayskaya’ SS. Substation ‘Pervomayskaya’ is located in a distance of 1 km of Poltava GOK (GOK-ore mining and processing enterprise).

Substation ‘Kirovskaya’ is located in Saksaganskiy region of Krivoy Rog city. To the East of Substation located land belonging to the Krivorizhskiy city council, to the north, south, and west on a range of 200m located lands belonging to the Krivorozhskiy city forestry council, which are partially forested. Distance to closest residential buildings up to 3 km from ‘Kirovskaya’ SS.

Substation ‘Uzhnaya’ is located at the territory of urban-type village ‘Radushnoe’ of Krivorozhskiy region. This substation is located near the land belonging to Collective Agricultural Farm ‘Radushnoe’ where land is used mainly for agricultural purposes and borders with the railway line ‘Pridneprovskaya’. Access road and railway line are crossing highway Krivoy Rog – Nikopol. Substation ‘Uzhnaya’ is located in a distance of 4 km from Krivoy Rog city.

Substation ‘Dneprodzherzhinskaya’ is located near the plough-land belonging to ‘Gorkinskiy’ Rural District and to the north borders with forest plantations. Substation ‘Dneprodzherzhinskaya’ is located in a distance of 5 km from Dneprodzherzinsk city.

Neither of the Substations has lakes, rivers or streams located in the vicinity. Nor there are any ecologically protected areas or areas/structures of cultural, religious or historical interest or significance.

А.2.1. Project Description – three 330 kV substations in the Donbas Regional Power Grid

Based on the current conditions where ‘Lugansk’ Combined Heat and Power Plant (CHP) generation capacity is decreasing, low reliability and limited carrying capacity of transmission line Mikhailivka – Volzhskaya Hydro Station, there is a high demand to carry our rehabilitation of ‘Mikhailovskaya’, ‘Chaikino’, and ‘Central’ 330 kV Substations in order to secure reliable supply of energy to the region.

Substation ‘Mikhailovskaya’ 330 kV. Total capacity of auto-transformers (AT) is 1743 MVA, including 3 one phase AT with total 783 MVA (87 MVA each phase) voltage level 220/110/35 kV and 4 three phase AT with 240 MVA voltage level 330/220/35 kV. Number of outgoing lines with voltage level: 1 line for 330 kV, 13 lines for 220 kV, 7 lines for 110 kV and 13 lines for 35 kV.

Commissioned in 1955. Main equipment is practically fully depreciated and has become technically obsolete.

Planned for rehabilitation of ‘Mikhailovskaya’ Substation: 3ps. - 220 kV Power Transformers, 1ps. - Auxiliary Transformer, 220ps. - Disconnectors, 37ps. - Circuit breakers, 180ps. - Current transformers, 45ps. - Voltage transformers, 51ps. - Surge suppressors, 1ps. DC current panel, 1ps. Accumulator battery and charging device, Cables.

Substation is located 5 km from Pervomaysk city. Shared land users – Berezovskiy village council, public corporation ‘Gruzotransportnoe Upravlenie’, department of housing and communal services of Pervomaiskiy city council, public corporation ‘Pervomaiskogo’ mine. Partially this land is used for sowing of different agricultural crops.

There are no nearby lakes, rivers, streams in vicinity, and it is not located on any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

Substation ‘Chaikino’ 330 kV. Total capacity of auto-transformers (AT) is 1763 MVA, including 3 one phase auto-transformers with total 783 MVA (87 MVA each phase) voltage levels 220/110/35 kV, 2 auto-transformers with 250 MVA voltage level 330/220/6 kV and 2 auto-transformers 240 MVA voltage level 330/220/6 kV. Number of outgoing lines with voltage level: 5 lines for 330 kV, 9 lines for 220 kV, 11 lines for 110 kV and 10 lines for 35 kV.

Commissioned in 1954. Main equipment is practically fully depreciated and has become technically obsolete.

Planned for rehabilitation of ‘Chaikino’ Substation: 2ps. - 330 kV Power Transformers, 2ps. - Auxiliary Transformer, 201ps. - Disconnectors, 44ps. - Circuit breakers, 162ps. - Current transformers, 30ps. - Voltage transformers, 39ps. - Surge suppressors, Cables.

Substation is located in Makeevka city (population of 300 thousand people), which is a suburbs of Donetsk city, but distance to the closest building is around 1 km, which are located in ‘Zapadnaya’ village – part of Makeevka city.

Shared land users – Donetsk regional center ‘VostokAvto’, joint-stock company ‘MU-2’, ‘ElektroYzhMantazh’, close corporation ‘UkrElectroSviazStroi’, and Makeevskiy city council. Land is partially used for construction purposes and partially for structures (buildings, etc.).

There are no nearby lakes, rivers, streams in vicinity, and it is not located on any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

Substation ‘Central’ 330 kV. Total capacity of 3 auto-transformers (AT) is – 600 MVA, two of which are 200 MVA with the voltage level 330/110/35 kV and one with the same capacity but voltage level of 330/110/10,5 kV. Number of outgoing lines with voltage level: 5 lines for 330 kV, 15 lines for 110 kV and 6 lines for 35 kV.

Commissioned in 1951. Main equipment is practically fully depreciated and has become technically obsolete.

Planned for rehabilitation of ‘Central’ Substation: 3ps. - 330 kV Power Transformers, 169ps. - Disconnectors, 34ps. - Circuit breakers, 132ps. - Current transformers, 37ps. - Voltage transformers, 45ps. - Surge suppressors, 1ps. DC current panel, Cables.

Substation is located 4 km from Artemovo city, 7 km from Dzherzhinsk city and 12 km from village Novgorodskoe, which has railway station. Shared land users – Rozovskiy village council of ‘Nelipovka’ village and ‘Kirovo’ village, where lands is not used for any commercial or agricultural purposes.

There are no nearby lakes, rivers, streams in vicinity, and it is not located on any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

А.2.2. Project Description – two 220 kV substations in the Donbas Regional Power Grid

Based on the current conditions where ‘Lugansk’ CHP generation capacity is decreasing, low reliability and limited carrying capacity of transmission line Mikhailivka – Volzhskaya Hydro Station, there is a high demand to carry our rehabilitation of several substations including 220 kV ‘Azovskaya’ and ‘Lisichansk’ SS of total capacity 750 MVA each.

Substation 220 kV ‘Azovskaya’ with 3 auto-transformers each having 250 MVA voltage level 220/110/10 (35) kV. Number of outgoing lines with voltage level: 3 lines for 220 kV, 12 lines for 110 kV and 8 lines for 35 kV. Commissioned in 1958.

Planned for rehabilitation of ‘Azovskaya’ Substation: 146ps. - Disconnectors, 38ps. - Circuit breakers, 112ps. - Current transformers, 27ps. - Voltage transformers, 40ps. - Surge suppressors, 1ps. DC current panel, Cables.

Foam fire-extinguishing system for auto-transformers will be modernized, which will include repair of piping system and installation of new foam reservoir and monitoring system.

Substation is located in the vicinity of Mariupol city (outskirts) 200 meters far from the closest residential building. Close to the Substation located lands belonging to the LLC ‘Demetro-Argo’. Partially this land is used for sowing of different agricultural crops. The closest settlements are ‘Stariy Crimea’ village on a distance of 7 km and ‘Kamenuk’ village on a distance of 3 km. No lakes, rivers or streams located in the vicinity of Azovskaya Substation. Nor their any ecologically protected areas or areas/structures of cultural, religious or historical interest or significance.

Substation 220 kV ‘Lisichanskaya’ with three auto-transformers of 250 MVA capacity and voltage level of 220/110/35 kV. Number of outgoing lines with voltage level: 2 lines for 220 kV, 16 lines for 110 kV and 3 lines for 35 kV. Commissioned in 1963. Main equipment is practically fully depreciated and has become technically obsolete.

Planned for rehabilitation of ‘Lisichanskaya’ Substation: 137ps. - Disconnectors, 34ps. - Circuit breakers, 102ps. - Current transformers, 27ps. - Voltage transformers, 36ps. - Surge suppressors, 1ps. DC current panel, Cables.

Substation is located in the center of Severodonetsk city, around 100 meters to the closest residential buildings. On the distance of 500 meters located biggest chemical combine ‘Severodonetsk AZOT’ which produces more then 60 different commercial products, where main are: Ammonia; Nitrogen fertilizers; Organic alcohol and acids; Consumable goods from polymers and plastic films.

Shared land users – Auto-garage co(-)operative ‘Energetik’, OSC ‘Obedinennoe Hoziaistvo Zheleznodorozhnogo Transporta’, city council of Severodonetsk city, Lisichansk branch office of public corporation ‘Lugansk Energeticheskoe Obiedinenie’. This nearby land is partially used for construction purposes and partially for structures (buildings, etc.).

There are no nearby lakes, rivers, streams in vicinity, and it is not located on any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

А.3. Project Description – partial rehabilitation of five 750 kV substations

Scope of rehabilitation includes ’Dneprovskaya’ substation - Dneprovskaya Energy System, ‘Donbasskaya’ substation - Donbasskaya Energy System, ’Western Ukrainian’ substation - Western Energy System, ’Vinnitskaya’ substation - South-Eastern Energy System and ’North Ukrainian’ substation - North Energy System:

Substation ’Dneprovskaya’ - Dneprovskaya Energy System, commissioned in 1974, with a total capacity of transformers equal to 1998 MVA. Number of outgoing lines with voltage level: 3 lines for 750 kV and 5 lines for 330 kV. Planned for rehabilitation at Dneprovskaya Energy System: 14ps. – 750 kV Circuit breakers.

Dneprovskaya Substation is located near the plough-land belonging to ‘Bikovsky’ Rural District, and to the north on the length of 2 km of SS located ‘Bikovo’ village.

There are no nearby lakes, rivers, streams in a vicinity of Dneprovskaya Substation, and it is not located on any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

Substation ’Donbasskaya’ - Donbasskaya Energy System, commissioned in 1973, with a total capacity 4500 MVA. Number of outgoing lines with voltage level: 2 lines 750 kV, 3 lines 500 kV, 3 lines 330 and 1 line 110 kV.

Planned for rehabilitation at Donbasskaya Energy System: 14ps. – 750 kV Circuit breakers, 6ps. – 750 kV Shunt reactors. Also 4ps. – 750 kV Circuit breakers to be installed additionally.

Shared land users – Zaitsevskiy village council, Chasovo – Uarskiy forestry council of Slaviansk forest area, public corporation ‘Vostok – Agro’ and farm ‘Soima’. Land belonging to Zaitsevskiy village council is not used, land belongning to Chasovo – Uarskiy forestry council are forested, and all other lands are used partially for sowing of different agricultural crops.

There are no nearby lakes, rivers, streams in a vicinity of Donbasskaya Substation, and it is not located on any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

Substation ‘Western Ukrainian’ - Western Energy System, commissioned in 1976, with a total capacity of transformers equal to 2997 MVA. Number of outgoing lines with voltage level: 4 lines for 750 kV and 7 lines for 330 kV.

Planned for rehabilitation of ‘Western Ukrainian’ Substation: 13ps. – 750 kV Circuit breakers.

Western Ukrainian Substation is bordering with the land belonging to Bortnikovskiy and Zhirovskiy village council, where land is used for agricultural purposes and land belonging to Khodorovskogo forestry council, which is a part of reserve (ecologically protected area) ‘Dubrovo’, which border is located on a distance of 300 m of Substation. On a distance of 200 m located a railway link – Khodorov-Striy’ which are part of Lviv railway. Substation has an access road which connects it with highway Khodorov-Striy-Ternopol.There are no nearby lakes, rivers, streams in a vicinity of Western Ukrainian Substation, and it is not located on any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

Substation ’Vinnitskaya’ - South-Eastern Energy System, commissioned in 1975, with a total capacityof transformers equal to 1124 MVA. Number of outgoing lines with voltage level: 3 lines for 750 kV, 3 lines for 330 kV and 3 lines for 110 kV. Planned for rehabilitation of ‘Vinnitskaya’ Substation: 6ps. – 750 kV Circuit breakers.

Adjacent to the Substation land is of agricultural use and belong to the collective farm members. There are no nearby lakes, rivers, streams in a vicinity of Vinnitskaya Substation, and it is not located on any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

Substation ’North Ukrainian’ - North Energy System, commissioned in 1988, with a total capacityof transformers equal to 999 MVA. Number of outgoing lines with voltage level: 1 line for 750 kV, 1 line for 330 kV and 1 line for 35 kV.

Planned for rehabilitation of ‘North Ukrainian’ Substation: 3ps. – 750 kV Circuit breakers, 1ps. – 750 kV Shunt reactors.

North Ukrainian Substation is bordering with the land belonging to industrial-agricultural co(-)operative ‘Zaria’ of Zaruddia village and land of Romenskiy district of Zarudnevskiy village council. Land is used for agricultural purposes. On a distance of 1.5 km located Zaruddia village. There are no nearby lakes, rivers, streams in a vicinity of North Ukrainian Substation, and it is not located on any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

А.4. Project Description – installation of static voltage control (SVC) at the 330 kV transmission SUBSTATION ‘Dzankoy’

Substation 330 kV ‘Dzhankoi’ -CrimeanEnergy Systemwas commissioned in 1964, with full capacity of transformers 840 MVA. Number of outgoing lines with voltage level: 2 lines for 330 kV, 3 lines for 220 kV and 10 lines for 35 kV.

Dzhankoi substation is bordering from north and west with land belonging to Dzhankoiskiy city council of Dzhankoi city, from east with the land belonging to Izumrudnenskiy village council and Dmitrivka village and from the South with the steppe research farm ‘Magarach’ of Izumrudnenskiy village council.

Increase of carrying capacity of Ukraine-Crimea system through installation of Static Voltage Control with Transmission Capacitors (TC) for intersystem high voltage line of 330 kV at existing ‘Dzhankoi’ substation.

Capacity of TC at 330 kV Dzhankoi substation as it is assessed by the specialists of ‘UkrEnergoserproekt’ Institute should be 115 MVA. All works are planned to complete in 2007.

Ground area for TC at the substation is already prepared in accordance to the existing normative documents, which are meeting the requirements of Ukrainian environmental legislation.

There are no nearby lakes, rivers, streams in a vicinity of Dzhankoi Substation, and it is not located on any ecologically protected areas or areas/structures of cultural, religious, historical interest or significance.

А.5. Project Description – installation of condenser batteries for compensation of reactive power at Feodosia, Simferopol and Bahchisaray transmission substations

Substation 330 kV ‘Simferopol’ - Crimean Energy Systemwas commissioned in 1970, with full capacity of transformers 740 MVA. Number of outgoing lines with voltage level: 1 line for 330 kV, 3 lines for 220 kV and 6 lines for 110 kV.

Simferopol Substation is bordering from North (partially) and West with plough-land belonging to Trudovskiy village council, to the North and East located housing property belonging to public corporation ‘CrimEnergo’ and from South - East located an abandoned land belonging to Trudovskiy village council. There will be installed two condenser batteries for 30 MVA each with voltage level 110 kV. Project bidding documents will specify that any condensers purchased will not contain PCBs.

Substation 220 kV ‘Feodosia’ -CrimeanEnergy Systemwas commissioned in 1959, with full capacity of transformers 245 MVA. Number of outgoing lines with voltage level: 3 lines for 220 kV, 5 lines for 110 kV and 4 lines for 35 kV.

Feodosia Substation is located in Feodosia city and borders with the land belonging to the Feodosiyskiy city council.

There will be installed one condenser battery for 30 MVA with voltage level 35 kV. Project bidding documents will specify that any condensers purchased will not contain PCBs.

Substation 220 kV ‘Bahchisaray’ -CrimeanEnergy Systemwas commissioned in 1984, with full capacity of transformers 119 MVA. Number of outgoing lines with voltage level: 2 lines for 220 kV, 4 lines for 110 kV and 6 lines for 35 kV.
