1)  CALL CITY COUNCIL MEETING TO ORDER

Welcome and Roll Call – Mayor Abercrombie welcomed everyone in attendance and called roll. Those in attendance are: Mayor Abercrombie, Council members Mark Reidhead, John Plant, Tom Nordstrom, Lloyd Meacham and Secretary Kaelyn Meyers. Secretary Anissa McDonald was excused from this meeting.

Pledge of Allegiance – was said by all present.

Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern.

2)  COMPRESSOR BOOSTER STATION – Kinder Morgan

Kinder Morgan had canceled his public hearing in Planning and Zoning.

3)  ORDINANCE AMENDMENT – Title 15.02, Definitions; 03, Admin & Enforcement; 05, Board of Adjustments

Mayor Bob Abercrombie went over the amendments made to Title 15.02, 03, and 05 of the Zoning Code. There were no public comments at this time.

Motion was made by Council Member Mark Reidhead to accept the Ordinance 20171107-001 for amendments to Title 15.02, 03, and 05 of the Zoning Code. 2nd by Council Member Lloyd Meacham. All in favor.

4)  UNION HIGH SCHOOL STREET UPDATE – Mayor Abercrombie

Mayor Abercrombie stated that the school is ready to install a fence around the sidewalk on 1500 E. It looks like the fire hydrant will be on the outside of the fence. The Mayor indicated that we haven’t heard anything on when the pavement cost is due. It was stated that the school gym might be utilized for basketball this winter. Mark Kettle stated that there is an irrigation line they need to be careful of when installing the fence.

5)  PROPERTY DRAINAGE IMPROVEMENTS – Eric Majors

Eric Majors indicate that the bids went out the last meeting. The project will drain water runoff to the west of the building and then go out to the roadway. There might need to be another culvert in the roadway to lay side by side.

Eric majors stated that there is a bid tabulation. 5 contractors brought in a plan. Only one brought in a bid. Stubs and Stubs gave a bid in the amount of $58,487.66. Our estimate came in a little lower than what they bid. It was stated that they bid $7,000 more for a culvert. They bid for a metal pipe in case of burning. There were a few other changes that were gone over.

Mayor Bob Abercrombie suggested that we try to get the cost down and maybe we could work with them. They can start as soon as soon as the 11th if they get the bid. After some discussion it was decided because of the changes in the cost and only one bid received, we wait until spring and rebid the project.

Motion was made by Board Member John Plant to reject this bid based on the bid line item changes. 2nd by Board Member Tom Nordstrom. All in favor.

6)  ANIMAL CONTROL DISCUSSION – Mayor Abercrombie

Mayor Bob Abercrombie stated that he went to the animal control meeting in Vernal last week. Last month the Vernal animal shelter took in 175. We still need to get with Roosevelt City for the 2018 renewal on the contract. Board Member Lloyd Meacham stated he is trying to pin Rick Harrison down for this meeting.

7)  AUDIO UPDATE – John Plant

Board Member John Plant stated that he is off next week and can come into the office to get the audio up and running. It was suggested that he contact Earl Unruh to come help him install the projector and screen.

8)  PUBLIC INPUT –

Huckleberry Homes – Eric Majors indicated that Matt with Huckleberry Homes has spoken with him about QC testing. Eric Majors has suggested that a few tests still need to be done. Huckleberry Homes QC testing guys will be giving Eric the results.

Proposition 5 -- Commission Shepard is here to remind all about Proposition 5 for the quarter cent sales tax. There will be a meeting at the Uintah county chambers coming up. He also brought up that they went to a cemetery meeting and there will be Board openings coming up.

Policing in Ballard -- Ed Spann gave a report regarding the policing being done. He indicated that they have been out of town for training. Ed Span would like to ask up what they could do better in town. It was mentioned that the Neighborhood watch is on track to meet every 2nd Thursday of the month. Hopefully we can get the group growing again.

Home Security -- Mark Kettle gave a report that he put in about $6,000 for cameras etc. around his yard for security. He is disappointed in the legal team in Vernal regarding his theft claim.

9)  PLANNING AND ZONING UPDATE – Tom Nordstrom

Board Member Tom Nordstrom explained the items that were discussed in planning and zoning.

10)  OFFICE / PROJECTS REPORT

Secretary Kaelyn Meyers went over a few of the things that was presented at the UMCA conference. She gave the council a copy of David Churches paper on getting along better as Council’s and Boards.

11)  REVIEW AND CORRECT MINUTES --

Motion was made by Council Member Mark Reidhead to accept the minutes of September 5, 2017 as corrected. 2nd by Board Member Tom Nordstrom. All in favor.

Motion was made by Council Member Tom Nordstrom to accept the Work Shop Minutes of September 12, 2017 as written. 2nd by Mayor Bob Abercrombie. All in favor.

12)  FOLLOW-UP ON PAST MINUTES

Council Member Tom Nordstrom asked regarding the mowing of weeds along the UDOT highway. It was also asked that the striping be done by UDOT at the Big O roadway turning lane.

13)  MAYOR’S REPORT

Mayor Bob Abercrombie stated that he went to a BTA meeting. The monies that Ballard will receive from Prop 5 can be used for sidewalks and things for safety in the community. There will be a percent allocated for the different entities.

14)  COUNCIL REPORTS

o  Council Member Lloyd Meacham – It was suggested that we have Ben Mower & Lou Feigt trim back willows and trees located at approximately 1000 N. 2500 E. in the Northwest corner.

o  Council Member Tom Nordstrom – The Neighborhood watch sign on 3500 E. north of Hwy 40 is all twisted. Tom mentioned that the Legion spent $7,000 for a flag to come down from the ceiling into the gym. Tom indicated that the Road cut by Haymaker’s needs to be redone or fixed still. Tom was approached by an eagle for an eagle project to strip the parking lot. Tom stated that he attended the suicide meeting held in Roosevelt.

o  Council Member Mark Reidhead – Nothing to report at this time.

15)  FINANCES: Checks, Statements, Reports and Budget

Finances were gone over and approved.

16)  ADJOURN COUNCIL MEETING
