1)  CALL CITY COUNCIL MEETING TO ORDER

Ø  Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll, those in attendance were Council Members Mark Reidhead, Tom Nordstrom, Lloyd Meacham, John Plant, Secretaries Kaelyn Meyers and Anissa McDonald.

Ø  Conflicts of Interests - All Council Members who have a conflict with any item on the agenda please state concern.

2)  COMMERCIAL MAJOR SUBDIVISION FINAL – Wayne McMullin

Cable Murray is in attendance with the final plat for Ballard Light Industrial Park. Cable stated that we are just waiting signatures and approval from the Council.

Motion was made by Council Member Lloyd Meacham to approve the final plat for Ballard Light Industrial Park, 2nd by Council Member Tom Nordstrom. All in favor.

3)  MOON LAKE FRANCHISE AGREEMENT – Kaelyn Meyers

Council Members discussed the franchise agreement put together from Attorney Clark Allred for Moon Lake Electric and decision was made to accept the agreement. It was stated that the agreement would go to Moon Lake for approval next.

Motion made by Council Member Lloyd Meacham to accept the Moon Lake Electric Franchise agreement and send to Moon Lake for approval, 2nd by Council Member Tom Nordstrom. All in favor.

4)  BILL BARRETT PIPELINE IN RIGHT-OF-WAY – Jacob Woodland

Jacob Woodland is in attendance representing Bill Barrett to make a final verbal request to place a gas pipeline on 2000 south in the right of way. Jacob inquired as to who owns the road. Council Members told him that Ballard City owns the road in question. Jacob Woodland then asked Council Members what their concerns are regarding the pipeline. Mayor Bob Abercrombie has concerns with how narrow the road is. Jacob responded by saying that they would place the pipe 4 ft. deep and there would be a possibility of widening the roadway at that time due to other oil well trucks already accessing that road.

Council Member Mark Reidhead said that the property that is owned by Ballard Water & Sewer District is there to expand sewer lagoons in the future.

Jacob Woodland stated that property owners Mark Duncan and Roosevelt City do not have any issues with the pipeline going through their property.

A discussion was held about where, exactly, to place the pipeline. The decision was made to place the pipeline on the North side of the road.

Jacob Woodland said that he will take this information back to Bill Barrett and will attend the next City Council meeting with a site plan.

Motion made by Council Member Lloyd Meacham to move forward with the new alignment of the pipeline, 2nd by Council Member Mark Reidhead. All in favor.

5)  ORDINANCE CODIFICATION – Kimball Clark

Kimball Clark was in attendance and said that Municipal Codes Online (MCO) is about finished codifying Ballard City’s ordinances. He told Council Members about different ways to utilize, make changes, delete, or add to the Towns ordinance. Kimball Clark suggested that attorney Clark Allred should go over any new ordinances to make sure that everything is accurate. At this time Planning & Zoning would need to approve this ordinance and send to Council. Council would then adopt it. Pending any other changes that Clark Allred might have. This will be put on the next Planning and Zoning agenda.

6)  LIGHT POLE AT TRACTOR SUPPLY – Mayor Abercrombie

Mayor Bob Abercrombie said that he has driven along Hwy 40 from Duchesne to Vernal and that there is not any business’ that the cities have put light poles on. It is up to the business’ to provide lighting on their property.

Council Member Mark Reidhead said he spoke with Jones & DeMille regarding the sidewalk and lighting project, and stated that UDOT will dictate the space needed between light poles.

Council Member Mark Reidhead said that he and Public Works Director Ben Mower have talked to the business that would be affected by the sidewalk project. Council Member Mark Reidhead mentioned that the owner of TJ’s would like to see a way to allow customers to drive from his business to Shopko’s that is currently under construction.

7)  BALLARD IMPROVEMENTS

Improvements have already been discussed.

8)  PUBLIC INPUT

Harmston Church -- Council Member Lloyd Meacham mentioned that Phillip Harmston has a little building with a cross on the outside that is representing a church. It was discussed that Phillip needs to comply with our code and provide paved parking, bathroom facilities, etc.

10)  OFFICE / PROJECTS REPORT

Ø  Spring Clean-Up

Secretary Kaelyn Meyers informed Council Members that Roosevelt’s spring cleanup will be held April 16-25 and on May 2nd. Council Members decided that Ballard’s cleanup day will coincide with Roosevelt’s.

Ø  Dump Trailer -- Council Member Mark Reidhead mentioned purchasing a dump trailer instead of a dump truck. Council Member Mark Reidhead has quotes from B&D for $7400, Select Equipment for $10,449 and from Rhino Linings for $7800. After a brief discussion a decision was made to purchase the trailer from Rhino Linings for $7800. Will place on the next agenda to make a motion.

11)  REVIEW & CORRECT MINUTES –

Motion made by Council Member John Plant to accept the minutes of March 3, 2015 as corrected, 2nd by Council Member Mark Reidhead. All in favor.

12)  FOLLOW-UP ON PAST MINUTES

ü  Council Member Tom Nordstrom asked about the no parking sign to be put on 1000 North between 1500 East and 2500 East. Secretary Kaelyn Meyers said that she has talked to Public Works Director Ben Mower.

ü  Council Member Mark Reidhead reported that in the meeting with UDOT, Roosevelt City agreed that a traffic light would be better located at 1500 e and Hwy 40 instead of in front of high school.

13)  MAYOR’S REPORT

Mayor Bob Abercrombie said that the last meeting was good in a constructive way.

14)  COUNCIL REPORTS

Council Member John Plant -- Council Member John Plant reviewed the animal control agreement and said that in the agreement we pay Roosevelt City for 5 hours a week in animal control. Mayor Bob Abercrombie said that we need to have more discussions with Uintah County regarding policing Ballard.

Council Member John Plant said that he looked at our phone bill and that we have a fiber line and that he is trying to get a hold of Strata and talk to them about speed. To increase to 10 mbps would be $5 more a month, and on our cell phone plan that now we have 3 gig and are paying $30 for, plus $85 in additional usage, if we step up to a 10 gig plan we would pay $75 a month. Council Members agreed to the changes.

Council Member Tom Nordstrom -- said that he attended UDOT meeting regarding bridges, road widths, and a possible third lane from Gusher to Ballard.

15)  FINANCES: Checks, Statements, Reports and Budget

Checks and finances were gone over and approved.

Motion made by Council Member Lloyd Meacham to adjourn City Council meeting at 9:00 pm , 2nd by Council Member Tom Nordstrom. All in favor.
