WARNINGS FOR 2008PUTNEYTOWN AND PUTNEYSCHOOL DISTRICT

MEETING

The legal voters of the Town of Putney and the Town of Putney School District are hereby notified and warned to meet at the PutneyCentralSchool in Putney at 10:00 AM on Tuesday, March 4, 2008, to act upon the following Articles. Polls will be open from 10:00 AM to 7:00 PM at the Putney Central School.

Article 1: To choose all Town Officers required by law to be elected at the Annual Town Meeting. (voting by Australian ballot)

Article 2: To choose all Town School District Officers required by law to be elected at the Annual School District Meeting. (voting byAustralian ballot)

Article 3: To see if the Town will accept the report of the last Town Meeting.

Article 4: To see if the Town will accept the Auditors' report.

Article 5: To elect Trustees to the Putney Public Library.

Article 6:To see if the Town will vote to exempt the East Putney Community Club (Pierce’s Hall) from municipal and educational taxation, on the land and all improvements and appurtenances at Lot 08-02-15, 121 East Putney Falls Road, for a period of five years, beginning April 1, 2007, as authorized by32 VSA,Section3832 (7).

Article 7:To see if the Town will vote to exempt the Windham Housing Trust (land owner) and Putney Cares (owner of buildings) from municipal and educational taxation, on the land and all improvements and appurtenances at Lot 07-04-18, 52 Kimball Hill, for a period of five years, beginning April 1, 2007, as authorized by 32 VSA,Section 3832 (7).

Article 8:To see if the Town will vote to exempt the Putney Community Center from municipal and educational taxation, on the land and all improvements and appurtenances at Lot 07-03-40, on Sand Hill Road (site of recreational fields), and at Lot 30-51-23 at 10 Christian Square, for a period of five years, beginning April 1, 2008, as authorized by 32 VSA,Section. 3832 (7),

Article 9:To see if the Town will vote to exempt the Putney Friends Trust from municipal and educational taxation, on the land and all improvements and appurtenances at Lot 07-04-14, 17 Bellows Falls Road, for a period of five years, beginning April 1, 2008, as authorized by 32 VSA,Section 3832 (7).

Article 10:To see if the Town will vote to exempt the Putney Historical Society from municipal and educational taxation, on the land and all improvements and appurtenances at Lot 07-04-13.1.1, off Water Street (site of Thwings Mill) and Lot 30-51-13, off Mill Street, for a period of five years, beginning April 1, 2008, as authorized by 32 VSA,Section 3832 (7).

Article 11: To see if the Town will vote to approve the 2008-2009 Sewer Fund budget as outlined in the 2007 Town Report.

Article 12: To see if the Town willvote to authorize the Selectboard to borrow an amount not to exceed $75,000 for the replacement of a 1999 Ford 450 Truck, to be repaid over a period of five years.

Article 13: To see if the Town will vote to authorize the Selectboard to borrow an amount not to exceed $30,000, to be repaid over a period of five years, for funding of a one-time buyback of two years of service in the Vermont Municipal Employees Retirement System for employees with 25 or more years of service to Putney. (FY 09 debt service: $6,250)

Article 14: To see if the voters of the Town of Putney shall instruct the Putney Selectboard to renew “The 10% Energy Challenge” for the coming year by continuing to reduce the consumption of energy (electrical, heating and transportation fuels) by at least 10% in the next fiscal year in all municipal buildings and vehicles.

Article 15: To see if the voters of the Town of Putney shall call upon all Putney residents to join the nation-wide “10% Challenge” by committing to work on reducing the consumption of energy (electrical, heating and transportation fuels) by at least 10% in the next year.

Article 16: To see if the Town will vote to raise and appropriate the sum of $3,000 to a fund designated as the Energy Conservation Initiatives Fund, to fund energy improvements to town buildings and vehicles, and to authorize the deposit of energy rebates and incentives into this fund for further expenditure, under the supervision of the Town Manager, as recommended by the Putney Energy Coordinator.

Article 17: To see if the Town will vote to cease imposing and collecting penalties for the late payment of property taxes.

Article 18: To see if the town will vote to appropriate the sum of $15,000 to fund salary and expenses for the Delinquent Tax Collector for FY 2008-09

Article 19: To see if the Town will vote to transfer funds available in the following special project accounts, in the amount of $60,300, to reduce the amount to be raised by taxation for Fiscal Year 2008-09:

  • Special Projects – General Fund $31,100
  • Town Hall Renovation Funds 507,8,9,10,13, & 14$25,400
  • Housing Revolving Loan Fund$3,800

(These funds are included in FY 09 Budget- Revenue: special fund balances.)

Article 20: To see if the Town will vote to raise and appropriate an amount of money necessary to defray its expenses and liabilities for the ensuing fiscal year (July 1, 2008-June 30, 2009), and if so how much.

Article 21: To see if the Town will authorize the Putney Selectboard to seek out and/or accept funds available from non-property tax revenue sources and to spend those funds in appropriate ways after required public input.

Article 22: To see if the Town will authorize the Putney Selectboard to borrow money in anticipation of revenues (taxes and grants) to pay current expenses.

Article 23: To transact any other town business that may legally comebefore the Annual Town Meeting.

Article 24: To determine what salaries the TownSchool District will pay its officers and directors.

Article 25: To see if the TownSchool District will authorize its School Board to accept and expend categorical grants and aid received from the State of Vermont, and the United States Government, and private sources.

Article 26: To see if the PutneyTownSchool District will raise and appropriate the sum of

$ 28,500 and to deposit such sum into the "Putney Town School District Capital Improvement Fund."

Article 27: To see if the Town School District will authorize the 2007-2008 Putney Town School District Capital Improvement Fund Expenditures as shown in the Putney Town School District Capital Improvement Plan. ($7,500 for exterior painting)

Article 28: To see if the Town School District will vote to raise and appropriate an amount of money necessary to defray its expenses and liabilities for the ensuing fiscal year (July 1, 2008 - June 30, 2009) and if so, in what amount.

Article 29: To see if the Town School District will authorize the School Board to borrow money in anticipation of taxes to pay current expenses.

Article 30: To transact any other school business that may legally come before the Annual School District Meeting.
