Purpose
The National Certificate in Compliance and Regulatory Control (Pest Plant Control) (Level4) is for people employed as Pest Plant Officers working under the Biosecurity Act1993 and Territorial Authorities Pest Plant Management Strategies. The qualification recognises the specialist skills and knowledge required in the areas of pest plant identification, control, and management (regulatory and advisory), Local Authority processes and policies, legislative and statutory requirements, and the safe selection, use, storage and disposal of agrichemicals.
The aim of the qualification is to ensure that employees have the appropriate skills and technical knowledge to meet legislative requirements and to help achieve consistent national standards for pest plant regulatory and advisory management.
This qualification has credits in common with the National Certificate in Compliance and Regulatory Control (Local Government Enforcement) with an optional strand in Liquor Licensing [Ref: 1246].

Version 4 was issued following review.
Changes to structure and content
- The credit requirement increased from 72 to 81.
- Standard 4244 was removed.
- Standards 21563, 21564, and 21770 were added to the compulsory.
- The elective section, containing standards 6243, 6244, 10898, and 14376, was removed as the standards have been designated expiring.

This qualification was issued as version 3 in May 2004. No changes were made to the content or requirements.
Version 2 of this qualification was issued in February 2000. Standard 45 was removed from the qualification and standard 14376 was added.
