Purpose

This is a standalone qualification for marine pilots. It is for personnel engaged in ship’s pilotage involving the safe conduct of a vessel within harbour limits including berthing manoeuvres. In addition, candidates are required to prove competence in coordinating resources to assist pilotage, port traffic management, and administration.

A combination of the entry requirements, and the practical and theoretical requirements of the specified standard means the qualification recognises all of the abilities required of a vessel’s harbour pilot. However, pilotage requirements are dependent on conditions prevailing in the harbour limits and, because local knowledge competence is site specific but ship-handling competence is international, the authority for pilots to operate in any harbour must come from the body governing that area. This may be a port company or local regional authority.

Special Notes

Training providers and/or assessors must sight evidence that the candidate holds a Master Foreign Going Ship (Master Mariner) certificate, as specified in Maritime Rule Part 32 Ship’s Personnel - Qualifications before commencing any training for, or assessment against Unit 11521, Act as harbour pilot.

Credit gained for a standard may be used only once to meet the requirements of this qualification.

Version 4 was issued in order to update the format and external compliance requirement of the qualification, prior to a planned review of the qualification and standard 11521, which will take into account the full implications of the New Zealand Port and Harbour Marine Safety Code promulgated by Maritime New Zealand.

Previous versions of the qualification

Version 3 was issued following the transfer of responsibility from the Stevedoring Industry Training Organisation to the NZ Motor Industry Training Organisation (Incorporated).

Version 2 was issued to take into account the review of Vessels’ Port Operations standards. There were no changes to qualification requirements.

Accredited providers and Industry Training Organisations assessing against standards must engage with the moderation system that applies to those standards.
