00 KVA Online UPS RFP

1.Introduction

SACInternet infrastructure provides services like Email, Web, FTP, DNS service, Internet surfing from within SAC and Bopal-SAC as well as intranet services. It is desirable to run the infrastructure uninterrupted on 24X7 basis.

Vendor has to accept annual maintenance contract (AMC) of three years to maintain the existing online UPS running under fully redundant mode configured in 1+1 manner. The UPS supports 36 numbers of batteries for 30 minute power backup. Specifications and features are listed below:

2.Scope of Work

(2a) AMC of existing UPS infrastructure: In the event of fault, vendor has to replace/ repair faulty parts and UPS should be made operational within 3 hours. Vendor has to perform preventive maintenance once in a month and its report should be submitted to SAC. It is vendor’s responsibility that to maintain health of batteries and if it requires to replace the batteries. Iit is to be reported by the vendor SAC in-charge and battery replacement should be carried-out of the faulty batteries from sub-section 3.b of this section, as stated below.

(2b) The UPS uses 36 numbers of batteries for 30 minute power backup. As batteries are old, it may require replacement at the start of the AMC or at any time during the AMC. To cope up battery replacement in future, vendor should quote for 36 number of batteries. The quotation of the batteries will be valid during the AMC and vendor has to supply batteries whenever replacement is required either partially or all.

(2c) The existing online UPS is running under fully redundant mode configured in 1+1 manner. SAC wants to augment the existing UPS by adding 100 KVA online UPS of same make and model with required number of batteries and accessories; like battery stand, power connecters. The proposed UPS should augment existing UPS under fully redundant mode configured in 2+1 manner. Specifications of the proposed UPS is given below:

Delivery of items listed in 3 & 4 should be within 4 to 6 weeks from Purchase Order.

3.Warranty/Guaranty

The Warranty/Guaranty of the proposed 100 KVA Online UPS (Sr. 3 & 4 of List of deliverable) should be 3 years from the date of successful installation and it should end with AMC of existing UPS.

The warranty and Guaranty of batteries should end with the AMC or 1 year from the date of supply whichever is later.

Warranty and AMC should provide back to back support from OEM.

4.Service Support

Complain/ issue should be attended within two hours. Vendor should maintain the UPS and its availability per month should remain at 99.99% per month. Preventive Maintenance (PM) has to be carried out by the vendor authorized qualified person at least once in a month. Battery health check should be part of the PM. PM report duly signed by vendor representative should be submitted to the end user.

5.Installation and commissioning

The vendor should install the proposed 100 KVA Online UPS to augment the existing UPS in 2+1 manner to obtain 200 KVA power at any given time with 30 minute backup support.

6.Payment

(6a) AMC payment: The payment of AMC will be made on post-facto quarterly basis after end of each quarter with satisfactory service certification by SAC system in-charge.

The payment of the maintenance service will be linked to the availability figure (A) for each quarter.

  • 100% payment for availability figure (A) >= 99.99%
  • Proportional to availability figure (A) for (95% ≤ A < 99.99%)
  • No payment when (A) < 95%

(6b) Payment of replaced Batteries will be made after successful installation and commissioning.

(6c) Payment of proposed 100 KVA Online UPS will be 70% after physical acceptance and remaining 30% will be made after successful installation, integration and commissioning with the existing UPS.

  • Vendor. Warranty and Guaranty mentioned in section 4 will be applied to items supplied free of cost.

7.Bid submission model

Two part bid; (a) technical and (b) commercial should be submitted.

The technical bid should contain complete details about the AMC model, escalation matrix, back to back support document from OEMs, Technical details about the offered UPS and batteries, 2+1 configuration design and details, etc. Technical offer must contain Bill of Material (BoM) without mentioning price. Only Commercial terms and conditions should be submitted along with the technical bid.

8.Terms and Conditions

  • Vendor should not make any kind of assumption in their offer.
  • Vendor may ask for clarification on this RFP within 10 working days after receiving the tender. No queries will be entrained at later stage.
  • Vendor may quote additional item under serial no 4 of list of deliverable.
  • The item(s) not quoted in the offer and needs it to integrate the UPS system should be provided free of cost by the vendor. Warranty and Guaranty mentioned in section 4 will be applied to items supplied free of cost.
  • The vendor should install the proposed 100 KVA Online UPS to augment the existing UPS in 2+1 manner to obtain 200 KVA power with 30 minute backup support.
  • Three years on-site warranty for proposed 100 KVA Online UPS running under fully redundant mode in 2+1 manner.
  • The quotation of the batteries should be valid up to the tenure of the AMC
  • The old batteries to be replaced whenever required, during the tenure of the AMC by the vendor.
  • Documentary evidence from the OEM, confirming after-sales support of next 5 years should be submitted in the technical offer for the proposed UPS.
