TIME AND PLACE OF MEETING

The regular meeting of the Cranbury Township Zoning Board of Adjustment was held at the Cranbury Township Hall Municipal Building, 23-A North Main Street, Cranbury, New Jersey, Middlesex County on October 30, 2013 at 7:30 p.m.

CALL TO ORDER

Marilee Meacock, Vice-Chairman of the Board, called the meeting to order.

STATEMENT OF ADEQUATE NOTICE

Pursuant with the Sunshine Law, adequate notice in accordance with the Open Public Meeting Act was provided of this meeting’s date, time, place and agenda was mailed to the news media, posted on the Township bulletin board, mailed to those requesting personal notice, and filed with the Municipal Clerk.

Mr. Moore introduced himself to the Board, noting he provided both the publication and certified mailing.

Mr. VanHise announced notice was in compliance and Board retained jurisdiction.

Mr. Moore stated the property was known as 2736 US Highway Route 130 North in Cranbury. Its designated as Block 17, Lot 1, located in the GC-General Commercial, roughly 16.48 acres in area. Fifteen of those acres consist of freshwater wetlands, the flood plain of the Millstone River; all subject to the conservation easement in favor of the Township. The property is part of a previous Planning Board approval for a service station. This application before the board proposes to add a 3,000 SF convenience store with associated site improvements to its existing service station. The applicant needs both preliminary and final site plan approval, a D3 conditional use variance,and various waivers andC2 variances

Board professionals were sworn.

Mr. Calisto Bertin, having been sworn and credentials accepted, testified. The applicant was proposed a modification to the identification sign, which is the apex of the property at a panel. They intended on leaving driveway alone and the service building was were the proposed building would go. They proposed 3,000 SF convenience store building with a parking lot on either side for eight cars and parking in the front of the building. They would install new trash enclosures on the Hightstown Road side of the building, with double-wide enclosure. They intend on adding landscaping along both street frontages. The parking calculations were at 24 parking spaces. Everything on the existing canopy stayed, including signs; no changes to the canopy or to the tank field proposed. They would move back the 6-ft chain link fence.

Mr. Bertin spoke into detail about the existing wetlands and truck deliveries, including garbage collection and fuel truck.

Mr. Gill, sworn, testified the fuel deliveries were general three to four times per week. There would be four employees maximum.

Through some of the comments made by the professionals, the applicant asked for a recess. Mr. Moore commented,as a result of hearing the suggestions made from Mr. Hoder, Mr. Moskowitz, and Mr. Feranda about relocating the convenience store and moving the parking lot onto the side of Hightstown Road and providing a loading area along the Route 130 side, they would revised the plans and come back with revised plans to that effect.

Mr. Arjani, sworn, testified that he too would make changes based on suggestion made this evening.
