Salary Range / $18.59-$24.16 / $20.58-$26.76

Summary:

Realty Assistant is under the administrative supervision and technical direction of the Realty Officer or the Planning Director, receiving general instructions as to assignments, desired objectives and the overall policies to be followed. The Realty Assistant has the primary responsibility for carrying out tasks related to Land Acquisitions, Land Assignments and Land Permits on the Yurok Reservation.

DUTIES AND RESPONSIBILITIES:

1.  Provide service for preparation and maintenance of permanent records of tribal lands, including allotments, tribal trust, and individual trust and fee lands owned by the Tribe.

2.  Conduct in-depth title researches and will prepare written reports on property status and prepare recommendations for property acquisition and use;

3.  Act as the Land Assignment Advisory Committee Representative;

4.  Act as the Planning Department liaison for all Land Assignment Committee actions

5.  Prepare fee-to-trust applications and will liaison with BIA staff on the preparation and submittal of said applications;

6.  Will be the main contact for tribal member matters/questions relating to land and/or probate issues;

7.  Prepare title documents and will arrange for land donations;

8.  Coordinate land appraisals and prepare written reports and recommendations based upon said appraisals;

9.  Conduct compliance inspections of tribal land assignments and will prepare written recommendations for enforcement actions;

10.  Assist in the preparations of land assignment surveys, including boundary, environmental and cultural surveys;

11.  Perform consultation, site visits, and document collection and preparation, when necessary, in the field, private homes, hospitals, or nursing homes.

12.  Perform notary functions (when notarized) in the processing of legal documents for land and probate issues.

MINIMUM QUALIFICATIONS:

1.  Highly computer literate and familiar with Microsoft Word, Excel, Access and related software programs.

2.  Must have good command of the English language and the ability to communicate effectively to the public and in writing.

3.  Knowledge of general real estate principles.

4.  Prefer experience in Indian trust/restricted land issues, including tenet application.

5.  Knowledge of the Yurok Tribe and Reservation Communities.

6.  Ability to prepare written reports.

7.  Ability to work under pressure, and always deal patiently and calmly with people.

8.  Ability to obtain written and oral statements from tribal members and interested parties.

9.  Ability to sort facts, exhibit sensitivity, maintains confidentiality, and makes decisions and recommendations regardless of any personal views or preferences.

10.  All applicants are subject to the Tribe’s Drug and Alcohol Free Work Place Policy including pre-employment screening.

11.  Must apply for a California Notary License within twelve months of employment.

12.  Valid driver’s license and/or the ability to obtain a California or Oregon driver’s license. Must be insurable on the Tribe’s insurance policy.

13.  Qualified Indian preference applies.

EDUCATION/EXPERIENCE:

G-7: Associate of Arts degree, preferably with real estate focus.

G-8: Associate of Arts degree, preferably with real estate focus, and two years of comparable specialized experience (such as a Land & Title office, County Assessor’s office).

Equivalent combinations of education and experience may be considered for all grade levels. One year of education is equivalent to two years of experience.

LANGUAGE SKILLS:

Must have the ability to read, write and comprehend simple instructions, short correspondence, and memos. With ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Knowledge of Yurok language is preferred but not required.

REASONING ABILITY:

Apply common sense understanding to carry out instructions furnished in written, oral and/or diagram form. With ability to deal with problems involving several concrete variables in standardized situations.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to walk, stand and use hands to finger, handle, or feel. The employee is occasionally required to sit, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk and hear. The employee must occasionally lift and/or move up to 20 pounds.

VISION REQUIREMENTS:

·  Close vision (clear vision at 20 inches or less).

·  Color vision (ability to identify and distinguish colors).

·  Depth perception (three-dimensional vision, ability to judge distances and spatial relationships).

·  Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).
