Energy SPONSORED RESEARCH AGREEMENT (ESRA)

2012 PROPOSAL PACKAGE

Funding Period and

Deadline: Rolling

Eligibility: Multi-institution or single institution teams with an executed corporate SRA. All team members who receive funds must have Principal Investigator (PI) status at ECI-affiliated institutions. ECI-affiliated institutions include:

Harrisburg University of Science and Technology

Penn State University

Philadelphia University

Temple University

University of Pennsylvania

Villanova University

Widener University

Size of Award: Up to $40,000 of matching funds per project.

·  A match of 50% of the SRA for multi-institutional projects

·  A match of 25% of the SRA for single institution projects

Criteria: Advance the development of, demonstrate the commercialization potential of, or otherwise increase the commercial value or alternative use of recent inventions. These projects require demonstrating the progression of a technology towards commercialization, i.e., products. They must show how the results will move the technology towards a marketable technology or product. An executed Sponsored Research Agreement must be in place prior to any disbursement of matching funds. In addition, a license agreement with potential revenue return to the Institution(s) must be incorporated into the SRA.

Evaluation of each proposal will be based on whether or not the proposed effort involves:

1.  An alternative and clean energy technology with well-defined application(s)

2.  A team with a successful track record of working together, including previous success in generation of IP and commercialization of technology.

3.  A technology that clearly brings new capability where none exist.

4.  Participation of industry partners.

5.  Goals and objectives that can be reached in approximately a one year time frame.

6.  Commercial potential, such as patentability or, licensing potential.

7.  Technical soundness, feasibility, likelihood of success, availability of needed facilities and equipment.

Budgeting: Funds may be used for supporting faculty, graduate students, and other research staff; materials and supplies; limited travel for justified purposes; benefits and indirect costs. Equipment cannot be purchased with these funds, but the leasing of equipment is allowed.

Disbursement of Funds:

After execution of the grant agreement, invoices for reimbursement may be submitted on an as-needed basis through the project period. Confirmation of receipt of funds to Institution(s) must be received before matching funds are disbursed.

The final 10% may be invoiced together with the final project report which is required at the end of the project period.

Invoices are normally processed and checks mailed to research institutions within three (3) weeks of the receipt of the invoice by BFTP/SEP.

Review and Selection: All applications will be reviewed by the ECI Operations Committee (OPS) for eligibility, adherence to stated requirements, and overall appropriateness of the team and topic. Proposals meeting these criteria will be reviewed by the ECI OPS, Energy Advisory Committee (EAC) external reviewers drawn from regional universities, industry, venture capital, and economic development organizations with demonstrated expertise in technology development and commercialization. As part of the review process, applicants may be asked to respond to questions from the reviewers or be invited to give an oral presentation to the funding committee. Recommendations by the ECI OPS and EAC are made to the ECI’s Oversight Committee (OC) for final approval.
