Meeting Minutes

March 16, 2015

Chairman Ed Dickcalled the regular monthly meeting of the York Township Water & Sewer Authority to order at 6:30 P.M. with the following in attendance:

On the motion of Mr. Williams, seconded by Mrs. Atkinson,the minutes of the January 19, 2015 Water & Sewer Authority meeting were approved. All were in favor.

Solicitor’s Report:Solicitor Hovis

No action items.

Public Works Report:Robert Miller

Mr. Miller reported that the GapVax truck was ordered on 2/13/15. It is expected to take up to 9 months for delivery to York Township. Some of the advantages of the GapVax is the availability of parts and service as it is manufactured in PA. The GapVax can also be used as a bypass pump if we would ever need an extra one.

Authority’s Authorized Representative Report: Gary Milbrand

Tyler Run Interceptor Proposal for Engineering – Mr. Milbrand presented the Gannett Fleming Proposal for Engineering Services for the Tyler Run Interceptor to the members of the Water & Sewer Authority. He reported that at the March Board of Commissioners meeting he got an approval from the Board to fund the project up thru, if necessary, a phase 2 bog turtle study. The approval was subject to the Authorities solicitors review and approval of the contract wording. Mr. Hovis and Mr. Milbrand both reported that changes have been made and the proposal is very close to being completed. The Board of Commissioners also made a recommendation to the Water & Sewer Authority that they approve the contract but, authorize only the Phase 1 bog turtle survey be completed and delay the rest of the work until it is known whether or not a phase 2 study is needed. The intent is to determine if a Phase 2 study is needed and if so get a cost and authorize that in conjunction with proceeding with the rest of the work. Mr. Jager reported that from a cost saving stand point the Wetlands Investigation and Phase 1 Bog Turtle study is conducted at the same time and with the same staff and that they should be approved together.

On the motion of Mrs. Atkinson, seconded by Mr. Williams, the Water & Sewer Authority approved the Gannett Fleming proposal for engineering services for the Tyler Run Interceptorand authorized proceeding with scope of services items: A. Wetlands and Waterways Investigation and Delineation and B. Phase 1 Bog Turtle Survey. This approval and authorization is subject to the Authorities Solicitor, Steve Hovis, working out the details of the contract with Gannett Fleming. All were in favor.

Mr. Milbrand reported that if the Phase 1 study of the bog turtle survey shows there is habitat that would support the bog turtle then it would be very important time wise to start the next Phase of this study. In order to move this along as quickly as possible the following motion was made.

On the motion of Mr. Dick, seconded by Mr. Reid, the Water & Sewer Authority authorized, if needed, Phase 2 of the bog turtle study not to exceed $15,000 with Mr. Milbrand and Solicitor Hovis approval. All were in favor.

Engineer’s Report: Ron Jager – Gannett Fleming

Honey Valley PS grinder upgrade - Mr. Jager reported on the progress of this project and handed out a packet with a project schedule attached. The final completion date is 3/6/2016. The proposed grinder has an expected lead time of 12 weeks from shop drawing approval and the Water Quality Management Part II Permit is expected to take 90 days from submission to PADEP, both of these issues are contributing significantly to the length of the construction phase.

Update on Subdivision/Land Development Reviews –Mr. Jager reported that Gannett Fleming has reviewed and will be writing comment letters on the following plans Southfield Dr. (lots 4A and 4B), Burrows Rd. Apartments (47units), Advanced Auto Parts (Leader Height Rd) and Shoppes at Pauline (S. Queen and Pauline Dr.).

Chapter 94 Report – Mr. Jager reported that the York Township 2014 Chapter 94 reports (York City and Springettsbury) were completed and sent to the appropriate person on March 2, 2015.

Requisitions and Checks

On the motion of Mrs. Atkinson, seconded by Mr. Williams, check #1171 for Stock & Leader ($507.60) and check# 1170 for Gannett Fleming ($290.00) was authorized for payment. All were in favor.

On the motion of Mr. Reid, seconded by Mrs. Atkinson the Water & Sewer Authority meeting was adjourned at 7:05pm.
