Hazardous Material (HazMat) Training Certification Letter Instructions
Purpose: / To satisfy FAA N8900.88 that requires Aviation Safety Inspectors to baseline the repair station’s compliance with the HazMat training requirements.

Instructions for determining whether the repair station is a hazardous material employer and if so, which employees will need to be trained.
Review 49 CFR parts 171 through 180 to determine whether the repair station is considered a HazMat employer.
If it is determined that the repair station is a HazMat employer, review 49 CFR parts 171 through 180 for which employees will be considered HazMat employees.
Arrange for training of the HazMat employees.
File the HazMat training records for the HazMat employees.
Instructions for sending the letter to the FAA
Enter the date the letter will be sent by certified mail return receipt requested.
Enter the E-mail for the principle aviation safety inspector to whom the letter will be delivered.
Enter the full name of the principle aviation safety inspector following the proper designator of Ms. or Mr.
Enter the name of the local Flight Standards District Office.
Enter the full address of the local office in accordance with the U.S. Post Office requirements.
Enter the city, state and 9-digit zip code.
Complete the certified mail form (PS Form 3800) in accordance with its instructions; place a reference on the form so that it may be associated with the return receipt and the letter.
Complete the return receipt requested form (PS Form 3811) items 1 through 3 and the return address on the back in accordance with its instructions (don’t forget to put the certified mail number in item 2 and in the return address area, place a reference so that it can be attached to the repair station’s copy of the letter when it is returned).
NOTE: The forms must be obtained or ordered from the Post Office.
Enter the certified mail number in the letter so that it can be correctly associated with the return receipt.
Please review each area in the letter marked in red to make sure that appropriate adjustments have been made. After all information is completeselect all and change the font color to black.
Print letter and make two copies.
Have the Accountable Manager sign the original and one copy. Retain the second copy.
Place the proper information required for certified mail, return receipt requested on the envelope.
Place both signed letters in the envelope along with a self-addressed stamped envelope.
Take the envelope along with the certified mail form to the local post office; if PS Form 3800 does not have a U.S. Post Office postmark affixed, it will not be tracked by the Post Office.
Affix the certified mail receipt (stamped PS Form 3800) to the retained copy of the letter.
When the return receipt (PS Form 3811) comes in, affix it to the retained copy of the letter.
When the signed copy of the letter is returned, retain it in chronological order, with the copy of the letter with PS Forms 3800 and 3811 attached.
Enter the name of the Accountable Manager under the signature area.
NOTE: / Since this letter will be sent with an application, the certified mail number can be the same for all documents being submitted.

The repair station reviewed the requirements of 49 CFR parts 171 through 180to determine whether it was a hazardous material employer and if so, which employees would be considered a hazardous material employee.

After review we have determined that this repair station is/is not a hazardous material employer.

As a hazardous material employer, we hereby certified that our hazardous material employees have been trained as required by 49 CFR parts 171 through 180. The training records for these employees are on file at the repair station.
