Background

The mandate of the Ministry of Planning, Investment and Economic Development involves planning and coordinating the development priorities and activities of all national, regional and local authorities as well as development partners in a more coherent and organized manner in line with the objectives of the Federal Government of Somalia. The Ministry, in partnership with line-ministries, private sector and development partners promotes enabling environment for sustainable development, employment and economic growth.

To address the recurrent emergencies emanating from frequent draughts and other natural hazards and internal conflicts, and to reinforce efforts to develop long-term durable solutions aimed at building broad based resilience to disaster risks, the Federal Ministry of Planning, Investments and Economic Development (MoPIED) sought support from the World Bank (WB), United Nations (UN) and European Union (EU) to conduct a comprehensive Drought Impact Needs Assessment (DINA) in August 2017 and was eventually launched 30th of January 2018. The DINA provides an assessment of drought damage and loss impacts so that current and future droughts impacts can be quantified and an estimation of recovery and resilience needs developed.

The DINA findings and recommendations constitute the Recovery and Resilience Framework (RRF), which provides the policy, institutional and financial basis to guide the transition from humanitarian relief to recovery and long-term development.

The RRF vision is to formulate a holistic, systematic approach to recovery and resilience building process of Somalia and it aims to achieve five key Strategic Objectives, namely:

1: Strengthen government capacities for designing, implementing, and overseeing drought recovery and disaster risk management programs including prevention and mitigation in an equitable and inclusive manner;

2: Utilize recovery to address climate related disasters, drought causes and impacts, and mitigate future famine through the restoration of affected economic sectors, protection and diversification of livelihoods, and rehabilitation of key infrastructure considering the short, medium and long term;

3: Advance durable solutions and longer term recovery for displacement of affected communities;

4: Sustainable management of environment and rehabilitation of natural resources especially water management; and

5: Promote inclusive and balanced recovery and development of urban areas and improve service delivery and access in affected areas.

The RRF and its implementation are structured around the following strategic components:

(i) Cross-sector prioritization of recovery, durable solutions to displacement, and resilience needs;

(ii) Definition of institutional arrangements and capacity requirements across government and its partners;

(iii) Comprehensive frameworks for recovery and resilience financing; and

(iv) Monitoring and evaluation systems.

Furthermore, the RRF will be a living document that will evolve along the lines of government priorities and relevant exogenous factors.

In order to safeguard the consistency, rationale and integrity of the RRF, MoPIED seeks to recruit two Coordinators for DINA/RRF, who will support the four work streams identified above and ensure optimal coordination with the numerous stakeholders involved. The coordinators will also support the implementation of the RRF.

Objective

The main objective of the DINA/RRF Coordinator is to contribute to the operationalization/implementation of the RRF at the federal level and ensures that all stakeholders, including international partners, are promptly updated.

Institutional arrangements

The DINA/RRF Coordinator will report to the DG of Planning and Economic Development within the Federal Ministry of Planning, Investment and Economic Development.

Duties and Responsibilities:

 Ensures that RRF priorities presented and communicated effectively at the Pillar Working Groups and Sub Working Groups level;

 Ensures that periodic updates on RRF are provided to relevant line-ministries, national and international partners;

 Ensures that projects discussed at the Pillars are fully derived from and directly linked to the RRF priorities;

 Liaises and works closely with Line-Ministries and governmental institutions at various levels;

 Liaises and works closely with all relevant stakeholders/partners, including international partners;

 Monitorsperformanceofassignedworkstream(s)andadvisestheDGonpossible adjustment/improvements;

 Organizes weekly meetings for MoPIED DINA/RRF participants to discuss progress, challenges, and opportunities.

 Engages with Federal Line ministries and keeps them informed of any likely priority change at state level;

 Coordinates the DINA/RRF with the Pillar Working Groups and the SDRF when required.

 Take initiative and make necessary follow ups on issues pertaining to the DINA/RRF;

 Perform other tasks as required by the DG of Planning and Economic Investments.

Deliverables / Expected Outputs

 Compile all DINA/RRF related data including reports and track progress on weekly and monthly basis;

 Reports and keeps all records of projects brought to the pillars including endorsed and non-endorsed concept notes.

 Presents DINA/RRF updates during DGs meetings and other similar meetings as instructed by DG of Planning and Economic Development;

 Present DINA/RRF updates during SDRF and other similar meetings as instructed by DG of Planning and Economic Investments;

 Present and engage with FMS on the status of the DINA/RRF on a monthly basis;

 Participate in consultations with FMS and other stakeholders;

 Actively participate in assigned work stream(s) of the RRF;

 Prepare monthly reports on DINA/RRF status and progress by 28th of every month and provide recommendations to the Leadership on the way forward.

Education:

 A Master´s Degree in international relations, development studies, public administration, project management, economics, business administration or related fields.

Experience:

 Demonstrable knowledge of and experience with the Somalia DINA is a requirement;

 A minimum of 5 years of experience in planning, project management, coordination of programs in post conflict areas and other relevant fields;

 Experience in the following thematic areas: National Development Plan of Somalia, Disaster Risk Reduction, Strategic Planning in Post Conflict Countries;

 Knowledge of the context, social, economic and political environment of Somalia;

 Proven networking and coordination experience;

 Proven experience in the use of office software (MS Word, Excel, Access, etc.).

Language Requirements:

 Fluency in written and spoken English and Somali is a requirement.
