Position Title : Finance & Administration Officer - Chitwan Annapurna Linkage (CHAL), Hariyo Ban Program

Reports to : CHAL Field Coordinator

Duty Station : Pokhara

I. Major Function: The Hariyo Ban Nepal ko Dhan Program’s overall goal is to reduce adverse impacts of climate change and threats to biodiversity in Nepal. Under the direct supervision of the CHAL Field Coordinator and the technical supervision of the Finance Manager, Hariyo Ban, the Finance and AdministrationOfficer will carry out all operational tasks in the field. Works in close coordination with all major partners and other stakeholders from local to central levels to ensure maximum project output.

II.  Major Duties and Responsibilities:

1.  Accounting

Maintain program and accounting records of the CHAL program as per standard accountancy and financial procedures. Maintains weekly and monthly data backup of the accounting software. Handles monthly bank reconciliation. Coordinate the auditing of accounts of CHAL and Hariyo Ban Program Core Partners in the field. Disseminates the audit reports to partners and appropriate recipients on a timely basis

2.  Budgeting and Financial Reporting

Provide budgetary inputs for preparing annual work plans for CHAL. Submit monthly, quarterly, half yearly and annual financial reports to CHAL Field Coordinator and Kathmandu office.

3.  Administration and Procurement

Responsible for day to day office management. Arrange regular staff meetings and provide logistics for any workshops and meetings. Assist CHAL staff to develop daily administrative and accounting procedures and provide quality control. Arrangeprocurement and logistics for programactivities.

4.  Grants Management

Supervise the Finance and Compliance Associate in preparing the financial part of the grants and contracts. Monitor the expenditure reports and grantee’s deliverables andreport exceptional matters to the CHAL Field Coordinator and takeappropriate action

5.  Financial Monitoring

Conduct financial monitoring of Hariyo Ban Program core partners and grantees to ensure that their financial and administrative procedures are in compliance with USAID and WWF procedures, for the effective implementation of program. Provides capacity building efforts to partner F&A personnel in the field in terms of financial management. Assist in devising implementing needed procedures.

6.  Inventory Management

Manageinventoryrecords of all office items and equipment on regular intervals.

7.  Coordination

Maintain working relations with the implementing partners and government line agencies, VDCs, DDC, NGOs and INGOs.

8.  Other Duties

Other tasks may be assigned as necessary according to Program needs

IV. Working Relationships

Internal - Works closely with supervisor, Hariyo Ban program staffs as well as TAL and SHL F&A Officers of WWF Nepal.

External - Works closely with implementing partners, governmental and non-governmental representatives, as well as other stakeholders in the field.

V. Minimum Work Requirements

Knowledge: Minimum Bachelor’s Degree in Management/Finance and Administration, Knowledge on financial accounting and administration is required. Working with ACCPAC software will be an added advantage.

Experience: Minimum 3 years of relevant working experience required. Working in the field / USAID project is desirable.

Skills and Abilities: This position requires attention to detail, the ability to keep accurate financial records and the ability to effectively prioritize and work accurately under time constraints. S/he should have good coordination and English language skills and should be a self-starter. Strong interpersonal and team-player skills are essential. Skilled in Microsoft office package.
