Course description / The Workshop will address a number of important public policy issues of current importance in the field of intellectual property relevant to the work in the WTO and other forums, including IP and the Environment i.e. access to genetic resources and protection of traditional knowledge,IP and climate change, IP and public health, andthe protection of geographical indications. The aim is to provide updated information and an opportunity for an exchange of views among countries of the region in order to facilitate their effective participation in the areas which are subject to ongoing negotiations and discussions in various forums, including the WTO. With regard to TRIPS and public health, the Workshop also intends to support participating countries in the implementation and use of the TRIPS provisions and flexibilities. Particular attention will be given tothe General Council Decision of August 2003 on the Implementation of Paragraph 6 of the Doha Declaration on the TRIPS Agreement and Public Health, as transposed into the Protocol Amending the TRIPS Agreement and submitted to WTO Members for acceptance.
Objectives / By the end of the course the participants will have:
-an improved understanding of the most important public policy issues of current importance in the field of intellectual property;
-an improved understanding of the TRIPS Agreement and Public Health, and other important policy issues in the area of intellectual property under negotiation or consideration in the WTO (e.g. geographical indications, relationship between TRIPS and CBD); and
-an improved capability to assess the implications of and effectively deal with current discussions related to the TRIPS Agreement taking place in different forums.

TARGET AUDIENCE - ELIGIBLE COUNTRIES
The target audience for the Workshop are two government officials each from:
Afghanistan, Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Georgia, Iran, Israel, Kazakhstan, Kyrgyz Republic, Moldova, Montenegro, Russian Federation, Serbia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan
The two officials from each country are required to either:
(a)have responsibility for intellectual property policy; or
(b)represent either the trade, agriculture, environment or public health authorities.
NOMINATION OF PARTICIPANTS
As part of the WTO procedures, a letter of invitation will be addressed by the WTO, providing the specific conditions, requirements and expected profile of candidates for the Workshop. Only candidates officially nominated by their national authorities will be considered.Applications received through other channels will not be acknowledged.
OTHER RELEVANT INFORMATION: The five external speakers will represent international organizations, namely WIPO and WHO, as well as the different perspectives of two representatives of WTO Members relevant to the region.
