WRIGHTSTOWN TOWNSHIP PLANNING COMMISSION

MEETING OF MARCH 13, 2014

The Wrightstown Township Planning Commission met on March 13, 2014 at the Wrightstown Township Building, 2203 Second Street Pike, Wrightstown, PA. In attendance and voting were Vice Chair Allen Masenheimer, Francis Doerr, Ann Mark and Jeanne Trivellini.

Call to Order: Mr. Masenheimer called the meeting to order at 8:02 P.M.

Approval of Minutes: Ms. Mark moved to approve the minutes of February 27, 2013, Mrs. Trivellini seconded and the motion passed.

New Business

Anchor Nursery (Land Trust Properties) Zoning Hearing Board Application: Tom Applebach of Delaware Valley Soil was in attendance on behalf of the Applicant. The Applicant had been granted a variance in 2006 to put sand mounds for lots one, two and 10 on lot a lot behind lot six, adjacent to Open Space A, due to the Bucks County Department of Health deeming the lots unsuitable for sand mounds. The Applicant is now requesting a fourth mound be put on this lot as the Department of Health has now deemed lot three also unsuitable for a sand mound. Mr. Masenheimer inquired about having a private sewer plant. Ms. Magne, Vice Chair, Board of Supervisors commented from the audience that, that option was looked into but was much too expensive for such a small development. Ms. Mark asked how the homeowner’s would know which mound is whose. Mr. Applebach replied that there would be an Operation and Maintenance Agreement for each but didn’t know how they would be able to differentiate the mounds. The Commission members asked if there would be a Home Owner’s Association. Mr. Applebach said there would not be just the agreements between each home owner and the Township. The members also wanted to know where the access to the sand mounds would be and Mr. Applebach said it would be between lots six and seven. Ms. Mark commented that she would like to see some fencing between lot six and the lot with the sand mounds. The members also asked Mr. Applebach of they planned to put turf blocks down on the access which they did not have on the plans. On a motion by Ann Mark, seconded by Francis Doerr the Planning Commission voted unanimously to recommend to the ZHB that they require a fence around the lot and the access road along with putting turf blocks down on the access road.

Adjournment: On a motion by Ms. Mark, seconded by Mr. Doerr the meeting was adjourned at 8:23 P.M.
