According to facilities observation, the Roderick School's language-based class and the Applied Behavioral Analysis (ABA) program share an instructional space. These programs are separated only by a half-wall, so that auditory distractions are frequent. At the Delaney School, the grades 1-3 language-based classroom is located in an annex with only kindergarten classes, which does not maximize the inclusion of the grades 1-3 students into the life of the school or facilitate interaction with grade-level peers.
Description of Corrective Action:
Roderick Elementary School: The half wall that currently exists will be removed, and a full wall and door will be built to separate this classroom into two distinct programs - one Language-based, and one Autism program, eliminating the auditory distractions for the staff and students.
Delaney Elementary School: The gr. 1-3 Language-based classroom will be moved to a central location, closer to the 1st, 2nd, and 3rd grade classrooms.

Criterion & Topic: ELE 5 Program Placement and Structure / Rating: Partially Implemented
Department CPR Finding: According to the documents reviewed, the district does not have an ESL curriculum. Although the district wants to proceed with the task of creating an ESL curriculum, they did not have a plan in place for this task at the time of the onsite visit. ESL instruction should be based on district-level ESL curriculum that is aligned to the Massachusetts Curriculum Frameworks and integrates components of the WIDA ELD standards frameworks. Beginning in the 2012-2013 school year, districts are expected to integrate the WIDA standards into ESL and content area curricula for classes where ELLs participate. (See the Department’s WIDA ELD Standards update from at ).
Documentation submitted by the district indicated that the following English proficiency levels receive the following amounts of direct ESL instruction: Level 1students receive 30 minutes of direct ESL instruction per day, Level 2 students receive 30 minutes of direct ESL instruction three times a week, students at proficiency levels 3, 4 and 5 receive 30 minutes of direct ESL instruction two times a week. Current hours of ESL instruction ELLs receive are insufficient at all levels of English proficiency and are, therefore, inconsistent with Department guidelines. The district has purchased the Reading Street Program, which is aligned with the MA Curriculum Frameworks (including Common Core) and includes differentiated instruction for English Language Learners. A review will be conducted of the Reading Street curriculum available at each grade level to align with WIDA standards, and additional materials will be purchased if necessary to support ELE students. The district also purchased the Avenues Curriculum in 2010 to use with ELE students during direct instruction in a pull out setting with the ESL teacher.
The ESL teacher will continue to attend WIDA trainings, as well as MATSOL meetings with teachers of other low incidence districts, with the goal of ensuring that the ELE curriculum in Wrentham is comparable to that used in similar districts, and is aligned with the MA Curriculum Frameworks and WIDA standards.
The district will compare the current services of ELE students to the minimum recommended guidelines provided by the state, and identify any additional service time necessary based on their proficiency levels. Efforts will be made to ensure that ELE students are placed in classrooms with teachers who have been SEI trained.
