A notice of this meeting was mailed to papers in all nine counties on January 15, 2014, and

e-mailed to interested parties.

3.Approval of Minutes

Motion to approve the October 2013minutes by R. Blankenship. Second by J. Shaw. Motion carried.

5.Fiscal Report

A.Monthly Update

Carol covered the monthly report. Spending is steady. Handout

B.Audit 2012-13

The audit is complete and there were no major findings. A copy can be viewed on the MOVRC website. Handout

6.WIB MOV / Region Strategic Plan

A.Report and Discussion

J. Borza and M. Falter from Thomas P. Miller & Assoc. gave a presentation on the final strategic plan for our region. Asked the Board to select their top 3 pillars from the 8 on the inserted Plan on a Page. Then action teams will be developed to begin working on goals for those pillars. Handout

B.Priorities / Goals

Local Elected Officials and Board members selected Targeted Industries, Entrepreneurship, Business Retention and Expansion and Supply & Demand as their primary pillars to start discussions. Next steps will be to develop action teams for these categories. Will be asking board members and local elected officials to think about key people in our region to serve on these teams.

8. New Business

  1. Selection of Chief Local Elected Officials * LEO Only

The Local Elected Officials organized as the Mid-Ohio Valley Workforce Investment Corporation select a chief local elected official to serve as president with signatory authority on behalf of the Corporation. The consensus is to continue with Mayor Newell as the Chief Local Elected official. Motion to approve by T. Nutter. Second by J. Powell. Motion carries.

  1. Appointments to WIB MOV * LEO Only

Dianna Flanagan has retired as Adult Basic Education Coordinator with Resa V. Representation for this service is a mandatory partner on the Workforce Investment Board. John Holmes has been hired to replace Dianna at Resa V. It is recommended he be appointed to the WIB in her place. Motion to approve by T. Nutter. Second by J. Powell. Motion carries.

  1. Summer Work Policy

Recommend policy be modified to broaden guidelines, depending upon source of funding for summer work program. Specific changes provided on handout. Motion to approve recommended changes by R. Blankenship. Second by J. Shaw. Motion carries. Handout

  1. Budget Modification

There is a need to replace laptop computers for up to 12 staff members. Recommend moving $15,000 in unallocated funds ($2500 from adult, $2500 from DW, $10,000 from youth) to the computer line item to allow for purchase. Motion to approve by S. Whited. Second by W. Dunn. Motion carries. Handout

B.Youth Committee

R. Blankenship reported on the last committee meeting. (See individual committee meeting minutes).

10.Director’s Report

-WIB Directors agenda included in packet per requirement.

-An NEG flood grant was awarded to HRDF for Roane County. We are

working with HRDF to determine eligibility for clean-up services. It is

for long-term dislocated workers only.

-Looking for a computer maintenance person to replace our current person who is retiring.

-Looking for participants to attend a new industrial maintenance course being held at Roane Jackson Technical Center with the aid of WVU-P. Emails will be sent out in the coming days.

The next regular Board/Local Elected Officials meeting will be Friday, April 25, 2014 at 10:00am at the Lakeview Center, Parkersburg WV.
