FISCAL COURT MEETING: Woodford County Courthouse,

Tuesday, December 12, 2017 at 5:30 p.m.

PRESIDING: John “Bear” Coyle, Woodford County Judge/Executive

PRESENT: Magistrates Linda Popp, C.L. Watts, Gary Finnell, Ken Reed,

Gerald Dotson, Duncan Gardiner, Mary Ann Gill, and Jackie Brown

APPROVAL OF MINUTES

Judge/Executive Coyle called for any additions, corrections, or amendments to the minutes of the Regular Fiscal Court Meeting of November 28, 2017. Hearing none, these minutes stood approved as presented.

Judge/Executive Coyle asked for a motion to set aside the orders of the day to address the proposed closure of a portion of Shyrock’s Ferry Road.

1.  A motion was made by C.L. Watts and seconded by Gary Finnell to set aside the orders of the day.

VOTING AYE: ALL PRESENT MOTION CARRIED

Following the public hearing, magistrates voiced concern over moving forward with the closure until more information can be gathered. It was decided to pass on a decision at this time and place the issue on the January 9th agenda.

REPORTS

Treasurer’s Report (Sabra Garmon) – Treasurer Garmon reported the financial status through today with the total cash amount of $6,299,088.93, less claims of $647,860.77, less a certificate of deposit of $400,000.00, less payroll of $250,795.09, leaving an adjusted money market checking account balance of $5,000,433.07.

Treasurer Garmon also reported the clock tower and courthouse renovation project. The project is projected to come in under the $1 million budget. It was proposed to install lightening protection, which is a cost in addition to the original proposal. The lightening protection would be provided by Bluegrass Lightening Consultants, Inc. and it was recommended to choose Option 3, at a cost of $16,800. This option is the most comprehensive and would still keep the project under the $1 million budget.

2.  A motion was made by Duncan Gardiner and seconded by Ken Reed to choose Option 3 as proposed by Bluegrass Lightening Consultants, Inc. to provide lightening protection for the clock tower. (Attachment)

Lastly, Treasurer Garmon reported that a grant was received from Bluegrass ADD in the amount of $2,639.97 to go toward the clock tower project.

County Road Engineer, Buan Smith passed out the monthly activity report for the Road Department. He also reported on the Road Committee meeting that occurred before the meeting. The meeting was held to address the possibility of hiring seasonal temporary help for the upcoming winter months. The committee would like to add two temporary seasonal positions at a rate of $12.50 per hour to work on an as needed basis.

3.  A motion was made by C.L. Watts and seconded by Jackie Brown to approving hiring two temporary seasonal employees at a rate of $12.50 per hour to work on an ass needed basis.

Emergency Management Director, Drew Chandler informed the court that the closeout site visit is for the Severe Repetitive Loss properties is scheduled for December 14th at 10:30 a.m. Also, Mr. Chandler reported that Deputy Mills completed FEMA’s Advanced Professional Series.

Jouett House Director, Jill Roseberry informed the court that the hemp application has been submitted and a final answer on whether or not it is approved should be given by December 20th.

REPORTS FROM SPECIAL COMMITTEES

Squire Gill reported that the Ordinance Committee met at 8:00 a.m. to discuss ordinances relating to animals and a draft burn ordinance was presented by the Fire Board. The next Ordinance Committee meeting will be held January 23rd at 6:00 p.m.

Acceptance of the Audit of the Woodford County Fiscal Court

8.  A motion was made by Duncan Gardiner and seconded by Gary Finnell to accept the audit of the Woodford County Fiscal Court for FY Ending June 30, 2016. (Attachment)

Executive Session

It was decided there was no need for an executive session. County Attorney Alan George will present a written plan to the court regarding the potential property transaction.

ANNOUNCEMENTS:

Squire Watts reported that Fire Chief John Varner announced his retirement and the Fire Board voted to appoint John Smith as his replacement.

County Attorney Alan George reported that the opioid litigation has been filed and a briefing has been scheduled.

Judge/Executive Coyle reminded the court that the Treasurer is still accepting donations for the courthouse Christmas dinner, and that the last Fiscal Court meeting is scheduled for December 28th at 9:00 a.m.
