WISCONSIN TECHNICAL EXCELLENCE SCHOLARSHIP

Unless otherwise expressly determined by the School Board, these procedures for awarding the Wisconsin Technical Excellence Scholarship shall apply exclusively to the scholars designated during the current school year.

The District’s designation of its scholars and alternates is not a final determination that the student has met, or will meet, all applicable requirements for receipt of the scholarship funds.

DESIGNATING SCHOLARS AND ALTERNATES

The District shall identify its Technical Excellence Scholarship designees and alternates using the following procedures:

  1. An eligible candidate is a high school senior.
  1. An eligible candidate is a resident of the United States who is either a citizen or an alien lawfully admitted for permanent residence by the federal immigration and naturalization science.
  1. An eligible candidate is a Wisconsin resident according to the residency standards of s. 36.27, Stats.
  1. An eligible candidate must be enrolled in Rice Lake High School for the last four continuous full semesters prior to graduation from Rice Lake High School. The seventh semester for computing GPA could be the third semester of continuous enrollment for the recipient.
  1. An eligible candidate must exhibit interest in planning for a technical career as evidenced by
  2. Post-secondary plans that relate to a technical career
  3. An academic and career plan leading to a technical career.
  1. An eligible candidate shall declare his/her interest in being considered for the scholarship by submitting the designated scholarship application form.
  1. An eligible candidate must meet at least one of the following eligibility items.
  2. Be a CTE (Career and Technical Education) Concentrator, defined as completing at least three high school CTE courses in program area(s) in the student’s chosen pathway. The candidate can be enrolled in their course at the time of their nomination.
  3. Participated in a Youth Apprenticeship Program under the supervision of the Wisconsin Department of Workforce Development.
  4. Participated in a Technical High School Diploma program as certified by the Wisconsin Department of Public Instruction.
  5. Participated in a Career and Technical Training pathway as defined by the Wisconsin Department of Public Instruction.
  6. Participated in a Skills Standards Program offered by the Wisconsin Department of Public Instruction.
  7. Completed or be on track to complete an industry-recognized certification program approved under Wis. Stats. 115.367 (2).
  8. Participated in a Career and Technical Student Organization (CTSO) in Wisconsin: Conservation Club, FCCLA, Skills USA, FBLA, FFA, or HMV.
  9. Completed a technical training program for high school students if the program is offered by a UW System school, a Wisconsin Technical College System school, a tribal college in Wisconsin, or a private nonprofit college or university located in Wisconsin.

PROCEDURES FOR AWARDING POINTS IN THE POINTS-BASED RANKING SYSTEM

For purposes of ranking the qualified scholarship candidates and designating scholars and alternates, the District adopts the points-based ranking system established by the HEAB. Points associated with the Career and Technical Education (CTE) courses will be awarded based upon a standard of each 0.5 high school credit earned toward high school graduation earning 0.5 of a point. CTE courses that are in progress during the grading period in which the district designates its scholars and alternates shall be counted in the point total based on the high school credit expected to be earned. The District will use the definition of CTE courses identified by the HEAB, which includes courses in the following subject areas: Agriculture, Business Education, Family and Consumer Education, Health Careers, Technology Education (including Graphic Arts), and Career and Technology Education (excluding Freshmen Success).

For active participation in any of the District-sponsored student organizations/activities listed above, the student may accrue up to a total maximum of 4.0 points, as follows:

1.0 pointFor regular and active in-District participation in any of the listed organizations/activities for substantially the entire school year (as determined and verified by the District) during the student’s 9th, 10th, or 11th grade school years.

0.5 pointFor regular and active in-District participation in any of the organizations/activities for substantially the entire school year to date (as determined and verified by the District) in the year in which the student is competing for the scholarship.

If, following the application of the points-based ranking system defined above two or more eligible students remain tied, the following tie-breaking procedures will be used:

  • First tie-breaker:The students’ high school grade-point average in their Career

andTechnical Education (CTE) courses.

  • Second tie-breaker:The students’ cumulative high school grade-point average.
  • Third-tie breakerThe student with the most high school credits earned by the end

of the student’s seventh semester of high school.

  • Fourth tie-breakerA written essay which will be independently judged.

OTHER INFORMATION

  1. No scholarship shall be allocated after March 2nd .
  2. In the event a student qualifies for both the Academic Excellence and Technical Excellence scholarships, the student shall identify which award they intend to accept.
  3. The school recipient and alternates are final.
  4. When considering a student’s GPA, the same number of places past the decimal that the high school normally uses on the official high school transcript shall be used.
  5. Students participating in the full time public school open enrollment program shall compete for the scholarship at the high school they actually attend.
