To: All Members of the Windy Hill Homeowners Association:
The Annual Membership Meeting of the Windy Hill Homeowners Association is scheduled for 10:30 a.m. – Noon, Saturday, October 27, 2007, at the Frankfort Founders’ Center, 140 Oak Street, in Frankfort. The Center has a meeting room that is available for our use.
According to our Covenants we are required to have an Annual Membership Meeting during the month of October every year. At the meeting we will be reviewing the activities of the Board over the last year. We will also be reporting on the 2006-07 expenses and we will report the current financial status of our Association.
We will be publishing an agenda on the Windy Hill website ( at least 10 days before the scheduled meeting. If you have any topics that you wish to discuss with the homeowners, please contact me so we can add it to the agenda.
If you cannot attend, please consider sending to the Board your voting proxy (enclosed) so we can meet the voting needs for a quorum. Please send to the above PO Box or deliver to SteveTinker (21400 English Drive) before October 26.
Also, in accordance with the Covenants we will be holding elections for two Board members. The terms of Mike Mance, Treasurer, and Frank Casto, Maintenance Director, are expiring. They have indicated that they would be pleased to rerun for their positions. If anyone has an interest in running for the Board, or wishes to nominate someone, please contact Steve Tinker at 815-464-1711 or to submit your candidates. We will update the election slate and post it on the website if we receive any further nominees.

Nominees:
Frank Casto:
Frank has been on the Board for two years, in charge of our maintenance programs for the common areas in the complex (the gazebo area, the entrance areas, ShirePark and the retention pond areas.) He is a homeowner on English Circle (Phase II) and has lived here since August of 2005. He is employed locally in Frankfort with GasCity as an Account Executive. In the last two years on the Board he has been instrumental in upgrading our maintenance services contract; managed the bi-annual burns for the retention pond areas; Helped develop the landscaping plan for the gazebo area and more.
Mike Mance:
Mike has been a homeowner on English Drive since February 2003. He is one of the original Board members that took over the Association when it was turned over by the developer. He has been our Treasurer from the beginning. In addition, Mike previously lived in a townhouse complex in New Lenox and he was their association’s Treasurer for ten years. Mike is a CPA and currently works for Ace Hardware at their HQ campus as a Senior Financial Reporting Manager. Mike has been responsible for developing the Association’s financial reporting systems, billing program, reserve fund accounting and more. He also developed our website.
