Board of Directors Meeting

March 8, 2017

The Windward Property Owners Association Board meeting was held on Wednesday, March 8, 2017 at 6:00 pm in the Lake Room of the Bluewater Bay Clubhouse.

The meeting was called to order byJVO Weaver. A quorum was determined. Directors present were JVO Weaver, Vince Jones, John Radke, Roshelle Orgusaar, Marvin Holthouser, and Randy White. Also present was Stephanie Dickerson, Association Manager.

The minutes of the January 11th Board meeting were approved.

Randy discussed the gate house renovation. The survey has been completed, and he will be forwarding the drawings to DAG Architects. They plan is to work within the same slab, closing up the windows, replacing the roof, and adding storage shelves. Chuck emailed a picture of a gate house from a state park that the Board thought was nice but too big for Windward. A work party was scheduled for two Saturdays from today to clean out the gate house. Randy stated that the gate is currently working, and there have not been any mechanical issues.

Vince submitted an ARC request for himself to replace the vinyl on his dormers with hardi board and reroof. The request was approved.

Stephanie reported that one homeowner had been turned over for collections. Michelle Anchors will send the 45 day demand letter. One home went into foreclosure and the association was able to collect the full amount of past dues.

Marvin said that Bayou will be installing pine straw next month, sodding the circle, pruning crepe myrtles, and restoring and tilling the beach. There was discussion concerning the hole in the azaleas left by the homeowners who installed a swimming pool. Marvin will install a camellia or crepe myrtle. Vince agreed to call the homeowners and ask them to pay $150 as they had agreed to restore the common area property. Marvin reported that the newly renovated islands do have irrigation, but the irrigation is currently off for the winter. JVO thanked Marvin and Bayou Lawn Service for doing a great job.

Roshelle said that the Next Door platform has been mainly ads and junk in her opinion. She will continue posting neighborhood news for now. She reminded the Board that the gate house renovations would need to be finalized to submit to the homeowners in next year’s budget. She asked if Jason Sawyer was planning to do the quarterly newsletter. Stephanie will contact Jason and the Board will email Jason anything that they want included in the newsletter.

John has installed in the new sign at the entrance. He highly recommended Awesome Signs. The new sign is temporary as it will be updated with the gate house renovations. John reported that he repaired a 10 x 10 section of asphalt near 220 Windward Cove East. The damage was first thought to have been caused by a water leak, but it was not. The cost was $650.

Randy made a motion to proceed with the foreclosure on Joe Fagundes, it was seconded by John; and approved by unanimous vote. The association had filed a lien in October 2016 for delinquent dues. Michelle Anchors will proceed from here. Accounts that are 3 quarters past due will be turned over to Michelle for collections.

Mark Simunovich stated that kids have been playing in the circle with bicycles and damaging the azaleas. He also reported dogs roaming around and not on leashes.

Derrick Jee inquired about the association installing a dock at the beach that could be utilized for fishing and launching paddle boards and kayaks. John stated that the beach is well used but the steps are difficult. Derrick will investigate the cost of a dock and permitting with the Corp of Engineers. The cost will have to be approved by the membership. The covenants will need to be reviewed to see if a vote is required for the material change to the common areas.

John reported that there was an article in the Bay Beacon saying that the recycled bins will be changed out to large cans.

The spring garage sale is scheduled for Saturday, April 8th from 8:00 am to 12:00 pm.

The next Board meeting is scheduled for Wednesday, June 14, 2017 at 6:00 pm.

There being no further business, the meeting was adjourned at 6:40 pm.
