Minutes of Regular Meeting

January 24, 2017


1)  Call to Order – Chairman Hannaford called the meeting to order at 6:00 pm.

2)  Pledge of Allegiance – The Pledge of Allegiance was observed.

3)  Award Presentation – Officer Joseph Oliveira was the first recipient of the resurrected awards program. Officer Oliveira received a life-saving award and medal for administering NARCAN to an overdose victim.

4)  Public Input – None

5)  Approval of the minutes for the regular meeting of November 9, 2016 and the special meeting of December 6, 2016.

MOTION: To approve the minutes of the special meeting on December 6, 2016.

6)  Possible motion to approve promotion of the vacant Lieutenant position.

Chief Osanitsch stated that as a result of the recent promotion of Clifford Smith to Captain, this opened up the Lieutenant position. Two applicants were interviewed and Detective Sergeant Paul Cherniack was chosen. Sergeant Cherniack has over 30 years of experience including 10 in Windsor Locks of which the last 3 ½ were as the Detective Sergeant.

MOTION: To promote Paul Cherniack to Lieutenant effective tomorrow, January 25, 2017.

Lieutenant Cherniack thanked the Commission for their support of him and the Department.

7)  Possible motion to approve appointment of Detective.

The Detective position as of the last contract is an appointed three-year position that is currently filled by Officer John Carney. Officer Carney has done a very good job but has come to the end of his rotation. Officer DiBella interviewed and was chosen to be appointed into this open position. Officer DiBella brings a lot of experience with him and will be a great addition to the Division.

MOTION: To approve the appointment of Steve DiBella to the position of Detective at the end of this bid cycle effective February 26, 2017.

8)  Budget Update –

Chief Osanitsch stated that although Dispatch and Patrol overtime is high, it should be current with the budget by the end of the fiscal year.

9)  Executive Session - To discuss allocation of personnel and budget proposals.

MOTION: To enter into Executive Session at 6:18 pm. Chief Osanitsch and Captain Smith were invited to attend.

MOTION: To move the budget forward to the Board of Finance with the changes to the two Corporal salary lines.

Chief Osanitsch reminded the Commission about the Capital requests that were submitted in December. A request for $64,000 for two new vehicles and $16,500 for a network security upgrade. Our current server is over eight years old and we have experienced two recent viruses that affected the entire system and we lost 6 months of booking photos. These items were moved along at the recent Capital Improvements meeting. We are scheduled to present to the Board of Finance on February 15 at 6:00pm.

12) Commissioner Comments – Commissioner Kulas commented that he likes the recognition program and is glad it is back. Chief Osanitsch added that he would like to create a way to communicate information like this to the Commission as it happens possibly through email. There is a lot that goes on daily and feels the Commission should be kept up to date on events as they happen.

Chairman Hannaford stated he received an email from a member of the court system in New York that complimented the handling of the recent issue at C&S Wholesalers. He will have the email printed and distributed for the next meeting. Chairman Hannaford also stated that he would like to plan a ceremony honoring Detective Cherniack’s promotion to Lieutenant.
