MINUTES OF THE MEETING OF WILLOUGHBY AND DISTRICT PARISH COUNCIL HELD ON 16TH JULY 2009

The monthly meeting of the Parish Council was held on Thursday 16th July 2009 at 8.00p.m. in the Village Hall, Church Lane

PRESENT:- COUNCILLORS S.EYRE (CHAIRMAN), S.JONES, P.LOSCO-BRADLEY, K.WHITE, V.BROBSON, W.HALES, G.SMEDLEY, M.PRIDGEON

OPEN FORUM

A member of the public again raised concern about a property on Tavern Way. Councillor Eyre assured the resident the Parish Council would keep an eye on the matter.

1) CHAIRMAN’S REMARKS

The Chairman welcomed everyone to the meeting.

2) APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor T.Wherry.

3) DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE 2000 LOCAL GOVERNMENT ACT

Councillor Eyre declared an interest in agenda item 11, as a member of E.L.D.C.’s Planning Committee.

4) MINUTES OF THE MEETING HELD ON 18TH JUNE 2009

The notes of the meeting held on 18th June 2009 were approved as the minutes and signed by the Chairman.

5) CLERK’S REPORT ON MATTERS OUTSTANDING

Claxby pond

The Clerk read out a reply from Lincolnshire Wildlife Trust regarding ownership of the pond. Following some discussion, it was agreed Councillor Hales would speak to Simon Roughton regarding the Council’s concerns over the need for the pond to be cleaned out.

Highways have confirmed the missing sign at Claxby will be replaced when there are other signs in the area to renew.

6) OVERGROWN TREES AND SHRUBS AT WILLOUGHBY PLAYING FIELD

A quote of £100 had been obtained for the removal of the brambles at the end of the playing field. It was proposed, seconded and agreed to go ahead with having them removed. Concern was, however, raised about use of the allotment upon which the brambles are growing as this has not been cultivated since it was taken on. It was agreed the tenant should be asked to vacate his two allotments unless there is an immediate improvement.

With regard to the trees which separate 5 John Smith Close and the playing field, it was agreed that in the absence of any clear boundary, the owner of 5 John Smith Close should be allowed to prune the trees at his own risk.

7) CORRESPONDENCE

An invitation to attend the next Town and Parish Assembly on 22nd September 2009 was read out by the Clerk. Councillor Smedley and the Clerk are hoping to attend.

8) REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

Councillor Eyre spoke about proposals by E.L.D.C. to adopt the use of shared services with Boston Borough Council and South Holland District Council.

9) PAYMENT OF ACCOUNTS

It was proposed, seconded and agreed to pay the following accounts:-

a) H.Heyes - £215.00 (grass cutting)

b) S.D.Marshall - £52.00 (expenses)

c) J.D.Mellars Maintenance - £260.00 (repairs to bus shelter)

d) M.Pridgeon - £62.00 (summer fayre)

e) G.Smedley -£17.74 (loudspeaker)

10)PLANNING CONSENTS/REFUSALS

None.

11)PLANNING APPLICATIONS

The Council had no objections to a planning application by Mr.J.Smith for a single storey extension and alterations to Psalter Farm, Salter Lane, Skendleby Psalter.

12)DATE OF NEXT MEETING

The next meeting of the Parish Council will be held on Thursday 17th September 2009 at 8.00p.m. in the Village Hall, Church Lane.

13)ANY OTHER MATTERS FOR DISCUSSION ONLY OR NEXT AGENDA

Councillor Pridgeon congratulated all involved in the summer fayre. Councillors noted substantial sums had been raised by several voluntary organizations in the village who wished to thank the Parish Council for putting on such a successful event. Councillor Pridgeon and her husband were, in turn, thanked for their sterling efforts in ensuring the day was so well organized.

Councillor Brobson asked the Clerk to speak to Colin Davie regarding progress with the investigation into the zig-zag lines outside St.Helena’s entrance and also the ‘Give Way’ lines which are still missing at the top of Church Lane.

There was a discussion about installing a litter bin on the Village Green. Following some discussion, it was agreed it would be preferable to have a sign on/near the benches indicating the whereabouts of the existing bin.

Concern was raised about ivy growing round the trees on the Village Green. Councillor Pridgeon agreed to speak to Mr.Heyes regarding this matter.

It was agreed the School Lane hedge would need cutting back at the end of the summer.

It appears parents are increasingly parking inappropriately down School Lane and on the Village Green. The Clerk was asked to write to the School voicing the Council’s concerns over this matter.

Councillor White advised the Council that Councillor Davie had now met with Mrs.Bridgman to discuss footpath 78. It has been suggested a ‘loop’ to Alford is formed now that the new path created by Mrs.James is in use. The matter to be discussed at the September meeting.

As there was no other business the meeting closed at 9.00p.m.
