I.Purpose

ThepurposeofthisRequestforProposals(RFP)istosolicitproposalsforprofessional ConferenceSpeakersfortheupcomingVirginiaSocietyforHumanResourceManagement(SHRM)StateConference,sponsoredbytheVirginiaSocietyofHumanResourceManagementStateCouncil.ConferenceSpeakersmustbewillingtoprovidetheirservicesprobonopublico(withoutexpectationofpayment)forthegoodoftheHumanResourcesManagementprofessionandinsupportofthegoalsandobjectivesoftheConference.Presentersselected throughthisproposalprocesscanexpectawiderangeofexposurebeforeConferenceattendeesandarewelcometoattendallConferenceactivities,includingmeals,freeofchargeontheday(s)oftheirpresentation(s).

II.Background

TheVirginiaSHRMStateCouncilexpectsConferenceattendanceof600attendees,themajorityofwhomwillinclude,butnotbelimitedto,seniorHumanResources(HR)professionals,supervisors,managers,anddirectorscurrentlypracticingintheHumanResourcesfield.

Conferencesubjectsandtopicstobecoveredwillinclude,butwillnotbelimitedto,thesix principalknowledgeareasintheHRCIBodyofKnowledge1andshouldmeetthecriteriaforeligibilityforGeneral,StrategicorInternationalrecertificationcredit.Thesixprincipalknowledgeareasare:

•BusinessManagementandStrategy;

•WorkforcePlanningandEmployment;

•HumanResourceDevelopment;

•CompensationandBenefits;

•EmployeeandLaborRelations;and

•RiskManagement.

ConferencesessionsmaybeincorporatedintovariouslearningtrackssuchasEntryLevelHR “nutsandbolts,”“Master”SeriesinHR,InternationalHR,and/orStrategicManagement.

TheConferencewillbeheldatthe Williamsburg Lodge, Williamsburg, Virginia.Theatmospherewillbeoneoffunandlearninginabusinesscasualenvironment,withnumerousopportunities forprofessionaldevelopmentandnetworking.TheConferencewillutilizeavarietyoflearningformats,includingconcurrentbreakoutsessionsandgeneralsessionkeynoteaddresses.

III.GeneralInformation

2.Allqualifiedpersonsareencouragedtosubmitproposals.VirginiaSHRMStateCouncil doesnotdiscriminateagainstindividualsbecauseofrace,color,religion,sex,age,disability,familialstatus,ornationalorigin.

3.Conferencesessionsandworkshopsareavailableasfollows.Offerorsmaysubmitproposalsforanyoralloftheservicesrequested,asapackageorseparately.

•Generalsessionkeynoteaddress

onehourandfifteenminutes(1.25hours)inlength intendedaudienceof600conferenceattendees

VirginiaSHRMStateCouncilreservestherighttoselectproposalsthat,initssolediscretion,meettheplannedeventsandthemeoftheConferenceaswellasthecriteria setforthwithinthisRFP.

4.Writtenproposalsareduebyemailnolaterthan5:00p.m.onSeptember 7,2014.Proposals singthesubject“Proposalfor2014VASHRMConferenceSpeaker.”

5.ProposalssubmittedbytheduedatewillbecomethepropertyofVirginiaSHRMStateCouncilandwillnotbereturned.ProprietaryorconfidentialinformationincludedinproposalstothisRFPmustbeconspicuouslystatedintheproposals.

6.Proposalswillnotbeopenedpublicly.However,allofferorswhomadeproposalswillbenotifiedoftheresultsofthissolicitation.

7.VirginiaSHRMStateCouncilreservestherighttoacceptorrejectanyorallproposalsorwaiveanyinformalityinitsselectionofConferenceSpeakers.Offerorsmustgivenoticeinwritingwithintwo(2)businessdaysaftertheclosingdatewhenexercisingtheirrighttowithdrawtheirproposal.NoticeshallbedeliveredtoRobin Rubenstein,PHR, and Robin Hobson, SPHR speaker committee co-chair,.

IV.GeneralInstructionsandSelectionProcess

TheVirginiaSHRMStateConferenceProgramCommitteewillevaluatetheproposalsreceived andselecttheprofessionalConferenceSpeakersitdesirestoparticipateintheConference.The proposalsshallbeResponsiveandResponsible.Aproposalisconsidered“Responsive”ifitconformsexactlytotherequirementsinthisRequestforProposals.Aproposalis“Responsible” iftheofferorhasthecapability,inallrespects,toperformfullythecontractrequirementsand themoralandbusinessintegrityandreliabilitywhichwillassuregoodfaithperformance.Based ontheselectioncriteria,theVirginiaSHRMStateConferenceProgramCommitteewillhold discussion/swiththebest-­‐qualifiedofferorsandselecttheConferenceSpeakerswhobestmeettheneedsoftheVIRGINIASHRMSTATECOUNCILConferenceCommittee.Offersofselectionof ConferenceSpeakersshallbeatthesolediscretionoftheVirginiaSHRMStateConferenceProgramCommittee.

Anofferor’sproposalshallincludeawrittenproposalstatingyourabilitytomeeteachoftheSELECTIONCRITERIAlistedbelow.Theproposalswillbeevaluatedconsideringthefollowingitemslistedinrankorderofimportancewithcorrespondingpotentialpointsasshownbelowin additiontothebasicrequirementsoutlinedabove.

1.Quality,availability,andadaptabilityoftheservicesandrelatedproducts offeredinconjunctionwithVIRGINIASHRMSTATECOUNCIL’sdesiredneedsfortheVirginiaSHRMStateConference.TheproposaltopicmustaddresstheBodyof KnowledgesetforthbySHRMandtheHRCertificationInstitute.Presentersmayobtain additionalinformationat

2.Qualityofperformanceandservicestopreviousandexistingclients.Reputationandexperienceoftheselectedofferor.

3.CapabilityoftheselectedofferortoperformtheservicesdesiredbyVIRGINIASHRMSTATECOUNCILwithinaspecificbudget(probonopublico)andtimeconstraintsandprovidesupportiveandrelatedadministrativeservicestoimplementsuchservices.

V.SpecificProposalInstructions

Proposalsforconferencepresentersshouldincludethefollowinginformationinwritinginthesameorderasitappearsbelow.

A.Acompletedandsignedproposalinformationsheetincludingyourfullname,titleand company(asapplicable),mailingaddress,phonenumberwithareacode,faxnumber,andemailaddress.

B.Presentation/Session/WorkshopInformation.

1.Statetheproposedtitleofyourpresentation,sessionorworkshop.VIRGINIASHRMSTATECOUNCILreservestherighttosuggestchangesintheproposed session/sandtoeditthesessiontitleifyourproposalisaccepted.

2.Ineighty(80)wordsorlessdescribeyourproposedtopicforyourpresentation,and specifically address the relevance of your proposed topic to HR professionals. Thisdescriptionwillappearinpromotionalmaterials,theVirginiaSHRMStateConferenceprogramand/orrelatedliterature.VIRGINIASHRMSTATECOUNCIL reservestherighttorevisethedescriptionforconsistencyandapplicability.

3.StatethePresentation/Session/WorkshopDuration.Indicatetherecommended/preferredamountoftimethatshouldbededicatedtothis subject.

AnyandallrequestedexceptionstothispracticemustbedetailedinthissectionofyourproposalandaresubjecttoreviewbytheVIRGINIASHRMSTATECOUNCILandtheVirginiaSHRMStateConferencePlanningCommittee.

VI.TimelinesandTerms

TheselectedConferenceSpeakerwillbesubjecttothefollowingprovisions:

A.AgreementtoPerformConferenceSpeakingServices.Thedates,timelines,andterms oftheConferencespeakingengagementwillbeoutlinedandconfirmedinwritingbyTheVirginiaSHRMStateConferenceProgramCommitteetoselectedofferorsafterproposalsareselected.

B.IndemnificationandInsurance.Theselectedofferorwillindemnifyandagreetohold VIRGINIASHRMSTATECOUNCILharmlessfromanyliability,whichmaybeimposed againstVIRGINIASHRMSTATECOUNCILbyreasonofitsactsoromissions.

C.Non-­‐solicitation.MarketingandsalestoattendeesmayonlybeconductedintheVendorExhibitionareaiftheConferenceSpeakerhasalsocontractedtoprocurea booth.Conferencepresentationsmustnotbeusedasaplatformtopromoteproducts orservices.IfyouareinterestedinprocuringaVendor’sBooth,pleasevisitourwebsiteat

D.Discriminationprohibited.Theselectedofferorwillnotdiscriminateagainstanyemployeeorapplicantforemploymentbecauseofrace,religion,color,sex,age,disabilityornationalorigin,unlessrequiredasabonafideoccupationalqualification reasonablynecessarytothenormaloperationsoftheselectedofferor.

VirginiaSHRMStateCouncilreservestherighttocanceltheengagementwiththespeakeratanytimewithorwithoutcauseandwithorwithoutnotice,andintheeventofanysuch cancellation,VirginiaSHRMStateCouncilshallhavenoliabilitytothespeakerasaresultof thecancellation.
