Billy Morehead, Ph.D., CGFM, CPA, began his new role as an Associate Professor of Accountancy for Mississippi College in Clinton, Mississippi in August 2011 after retiring from Delta State University (DSU) June 30, 2011 following a 27-year career in government financial management in the state of Mississippi. He served at Delta State University (DSU) in Cleveland, MS from the fall of 2000 and until his retirement in June. In May 2011, Dr. Morehead received the S.E. Kossman Outstanding Faculty Award and was honored with the title of “Chair and Associate Professor of Accountancy Emeritus” during the spring graduation ceremonies at Delta State. Dr. Morehead served DSU in several roles including Vice President for Finance and Administration, Interim Dean of the College of Business, Chair of Accountancy, Computer Information Systems, and Finance and Associate Professor of Accountancy. Prior to his work at DeltaState, Billy worked for the Mississippi Department of Mental Health (DMH) for 10 years as the CFO of two state hospital facilities. Billy also worked with each the MS Department of Finance and Administration and the MS State Auditor's Office early in his state government career.
Dr. Morehead served as the 60th National President of the Association of Government Accountants (AGA) with a presidential theme of “Think Big! Act Courageously! Make a Difference!in 2009-2010. As part of Billy’s presidential role, he made presentations in 45 of the association’s 100 chapters in 2008-2010, including those in Hawaii, Japan, Guam, and Saipan. Billy has a long history of involvement in AGA – having served as Senior Vice President for Regional Services, Section II in 2001-2004, as National Treasurer in 1995-1996, as Regional Vice President for the South Central Region in 1997-1998, and as the Jackson Chapter President in 1989-1990. He has been active in numerous national AGA committees and boards, including the Governance Committee, International Development Committee and Professional Ethics Board. Billy has received several awards from AGA including the National Educator Award in 2007, Presidential Awards in 1998 and 2007, and AGA’s highest award, the Robert W. King Memorial Award, in 2012. Billy is also active in the Mississippi Society of CPAs, the American Institute of CPAs, and numerous other professional and civic organizations.
During a one-year leave of absence (October 1998 through October 1999), Billy and his wife, Audrey, were International Service Corps Volunteers in Dakar, Senegal, West Africa where he served as Financial Facilitator for the International Board covering 4 countries. He also performed financial and compliance audits for the International Board in other West African countries. In recent years, Dr. Morehead has and continues to assist a private K-12 school in Dakar in their preparation to satisfy their accreditation status by one of the U.S. regional accreditation bodies. In addition, Billy has taught a week-long training course in Strategic Management for Executive Consultants in Baku, Azerbaijan in May of 2008. Billy and Audrey continuously volunteer their skills, time and resources in countries around the world.
Dr. Morehead graduated with a Bachelor of Business degree in Accounting from Delta State University in 1984, a Master degree in Accountancy from Millsaps College in 1995 and a Ph.D. in International Development from the University of Southern Mississippi in 2007 where his dissertation was entitled Internal Control and Governance in Non-Governmental Organizations Designed to Provide Accountability and Deter, Prevent and Detect Fraud and Corruption. Dr. Morehead is a frequent lecturer on the subjects of fraud, internal controls, and ethics. Billy is a Certified Public Accountant, Certified Governmental Financial Manager and Certified Public Manager.
