Bursar Job Description
JOB PURPOSE
To organise and manage support services within the school, including the financial andpersonnel systems. To advise the Headteacher on all financial delegation matters and oversee all administrative procedures. To contribute to the planning, development and monitoring of all school functions.
DESIGNATION OF POST AND POSITION WITHIN DEPARTMENTAL STRUCTURE
The postholder will report to the Headteacher.
MAIN DUTIES AND RESPONSIBILITIES
• Responsible for the effective management of financial systems and administration andensure compliance with financial regulations.
• Advise the Headteacher and Governors on financial policy and provide regularstatements.
• Plan, prepare, monitor and evaluate the annual school budget in consultation with theHeadteacher.
• Manage expenditure from the school budget and advise the management team onspending and present financial information.
• Prepare financial and other complex returns as required by DfES and LEA etc.
• Responsible for the collection and banking of all monies.
• Assist in the recruitment of staff and associated employment procedures.
• Assist in Human Resource Management matters and liaise with LEA officers asnecessary.
• Maintain confidential staff records including monthly absence return.
• Take a lead role in the development, maintenance and monitoring of managementinformation/record systems and provide detailed analysis and evaluation of data andproduce reports and information as required.
• Assist the Headteacher with income generation, sponsorship and funding and developconstructive relationships with other agencies.
• Provide specialist advice to the governing body, headteacher and management team onnational and local guidelines, policies and legislation and interpret matters of policy,procedure and statute to ensure compliance.
• Produce and respond to complex correspondence.
• Responsible for the management of school administrative systems.
• Advise the Headteacher on the procurement, management and audit of resources.
• Order, monitor, store and issue stationery and equipment as required and authorised by the Headteacher.
• Manage appropriate service contracts, level agreements and school licences andinsurance.
• Take a lead role in promoting and marketing the school.
• Assist with the development and comply with policies and procedures relating to childprotection, health, safety, welfare and security, confidentiality and data protection,reporting any concerns to the appropriate person.
• Actively support the school’s and borough’s Equalities policies.
• Contribute to the overall aims and targets of the school, take initiative to establishconstructive relationships with other agencies, appreciate and support the roles of othermembers of the school work team and share expertise and skills with others.
• Undertake any other similar duties as required.
