Burn plan (SJVAPCD 4106 § 3.1, 5.7)
At least 30 days in advance of the proposed burning an applicant must submit a completed wildlife habitat improvement plan: an operational plan for managing a specific burn to achieve resource benefits and specific management objectives. The plan includes, at a minimum, the facility name and location, contact information, the project objective, fire prescription including smoke management components, personnel, organization, and equipment.
Communication
The District Compliance staff shall coordinate with the applicant in the development and submission of the burn plan and provide the final ignition authorization on the intended day of the burn.

Department of Fish and Game Certification (SJVAPCD 4106 § 5.4 C.C.R. § 80160(p))
When prescribed burning is to be done primarily for improvement of land for wildlife and game habitat, a written statement from the Department of Fish and Game certifying that the burn is desirable and proper must be submitted to the District. The Department of Fish and Game may specify the amount of brush treatment required along with any other conditions it deems appropriate.
Final Ignition Authorization (SJVAPCD 4106 § 4.2 & C.C.R. title 17 § 80145)
The District allocates burning based on the predicted meteorological conditions. The total emission to be emitted and the volume of smoke and other contaminants expected to impact smoke sensitive areas, create or contribute to an exceedance of an ambient air quality standard are taken into consideration.
An Air District ignition authorization is required for each day of actual ignition.
The District Compliance section will provide the final ignition authorization on the intended day of the burn.
For ignition planning purposes a Prescribed Ignition Forecast Advisory (PIFA) may be issued (meteorology forecasts indicating 96 hr Trends, 72 hr Outlooks, and 48 & 24 hr forecasts).
Ignition authorization will be based on (1) meteorological conditions or (2) the conditions affecting smoke dispersal are different than those anticipated (CCR 80145(g)), or (3) the conditions set forth in this Smoke Management Plan have not been met on the day of the ignition.
