Tuesday, July 28, 2015

The Waupun Committee of the Whole met in regular session Tuesday, July 28, 2015, at 5:30 P.M. in the City Hall Council Chambers with Mayor Kyle Clark presiding.

City Staff present are City Attorney VandeZande, City Clerk Hull, Police Chief Heeringa, Deputy Chief Louden, Fire Chief Demaa, Utility Manager Posthuma, and Public Works Director Flynn.

Audience present is Labor Attorney Kyle Gulya.

No media present.

Mayor Clark called the meeting to order at 5:30pm.

Members present on roll call are Mayor Clark, Alderman Mielke, Alderman Johnson, Alderman Vanderkin, Alderman Bastian, Alderman Nickel, and Alderman Kaczmarski.

Motion Vanderkin, second Nickel to adjourn in closed session under Section 19.85 (1) (c) (e) (f) of the Wisconsin Statutes to discuss an employee leave matter and possible dispositions Motion carried 6-0.

Motion Vanderkin, second Mielke to reconvene in open session under Section 19.85 (2) of the Wisconsin Statutes. Motion carried 6-0.

Flynn informs the Council of the bids received for the End of the Trail Statute Foundation Replacement. Bids were received by Capelle Bros. & Diedrich ($15,280) and Cardinal Construction Co. Inc. ($12,754).

Motion Nickel, second Kaczmarski to approve the bid from Cardinal Construction Co. Inc. in the amount of $12,754. Motion carried 6-0 on roll call.

An ordinance to amend Ch. 6.05(3) (c) entitled Traffic Code-Handicapped Parking Stalls is discussed. This ordinance would place handicapped parking stalls on the east side of Cochran Street commencing 232 ft. south of the south curb line of E. Lincoln St. going south for 57 ft. This ordinance was recommended for approval by the Board of Public Works

Motion Vanderkin, second Bastian to recommend to the Common Council to approve the ordinance to amend Ch. 6.05(3) (c) entitled Traffic Code-Handicapped Parking Stalls. Motion carried 6-0.

An ordinance to amend Ch. 18.04 entitled General Provisions-Penalty Provisions is discussed. This amendment will provide a $100 fixed fee and provide consistence with current practices.

Motion Bastian, second Johnson to recommend to Common Council to approve the ordinance to amend Ch. 18.04 entitled General Provisions-Penalty Provisions. Motion carried 6-0.

An ordinance to amend Ch. 16.15 entitled Zoning Code-Enforcement and Penalties was discussed. This amendment would add the Code Enforcement Officials to be included in enforcement of the code.

Motion Kaczmarski, second Nickel to recommend to the Common Council to approve the ordinance to amend Ch. 16.15 entitled Zoning Code-Enforcement and Penalties. Motion carried 6-0.

Motion Vanderkin, second Nickel to authorize the City Clerk to make payment of expenses. Motion carried on roll call 6-0.

Motion Johnson, second Vanderkin to approve the Operator License of Angela Gradel as recommended by Police Chief Heeringa and the Temporary Class B license to Foundation for Angelman Syndrome for Have a Blast for F.A.S.T. at the Community Center on August 22, 2015 and the Waupun Hockey Association for Hockey Unlimited at the Community Center on September 19, 2015. Motion carried 6-0.

Next month’s meeting dates are August 11, 2015 Common Council and August 25, 2015 Committee of the Whole.

Motion Vanderkin, second Mielke duly carried the Committee adjourned at 6:17pm.
