The City of Seattle Department of Transportation is currently advertising for Construction Management Services for the Elliott Bay Seawall Project. The advertisement period opened on Tuesday, March12, 2013 and will close on Thursday, April 4, 2013. Thetotal cost for this consultant contract is estimated to be $12 - $16 million. The full advertisement is attached. The full bid package is located on the E-bid Exchange website at click on the “solicitations” tab to access this bid. You must complete a free registration first in order to open the RFQ documents.

We are excited to announce that this RFQ selection process includes the City’s new Minority Business (WMBE) Inclusion Plan requirements for the prime consultant’s bid submittal. This new Inclusion Plan requires all bidders to volunteer WMBE goals and to provide detailed information on their approach to encourage meaningful WMBE opportunities. Detailed information regarding the Inclusion Plan can be found on the eBid website.

We want to get information regarding this contracting opportunity out to consultants who may be interested in either acting as the prime consultant or as a subconsultant. We’re asking that you forward this information to consultants who may not be aware of this consulting opportunity.

  2. 15-Construction Management (small business only)
  3. 35-Field Sampling and Materials Testing (small business only)
  4. 39-Geotechnical Services
  5. 40-Hazardous Materials and Waste Operations and Management (small business only)
  6. 77-Survey
  7. You have self-identified as a WMBE owned firm on the City’s Consultant Roster.
  8. Agencies that partner with SDOT in the recruitment of WMBE contracting opportunities with the City.
  9. Consultants who have requested to be notified when this contract is advertised.

How do I to find Consultant Partners?

If you are a WMBE consultant who is interested in submitting a bid or a firm who may be interested in partnering with other consultants as part of a bid, you may want to:

  1. Register on eBid and self identify as a WMBE consultants who is interested in working on the project.
  2. If you are a subconsultant, contact firms who have shown an interest and inform them that you would like subcontracting opportunities.
  3. Attend the optional Pre-Submittal Conference where you can meet other consultants who are considering submitting a bid package.
