Management of Pupil Premium Grant
2018 -2019 For Children who are looked after by Milton Keynes Council /

Purpose

The Pupil Premium Grant (PPG) for looked after children in 2018/19 is made up of an allocation of £2300 per child and is managed by the Virtual School Headteacher. The terms and conditions of the grant require the Virtual School Head Teacher to target the use of PPG to tackle the attainment gap for looked after children.

Summary

From April 2018 Milton Keynes Council will allocate £1400 to all qualifying schools. Payments will be made twice annually by the first by 31st July 2018 and the second by 31st December 2018. Funding will be paid on receipt of statutory termly progress data as requested by Welfare Call on behalf of Milton Keynes Virtual School. Welfare Call make the requests via email which includes a link to the Welfare Call Extranet. Schools are expected to respond within two weeks.

In addition to this all schools that have Milton Keynes looked after children will be able to access targeted funding to support the educational needs of these students.

Who it can be used for

The PPG is used to support Milton Keynes looked after children in their education setting both within Milton Keynes and in other local authorities.

What it can be used for

The PPG targeted funding can be used for anything that can support the education of a child that is over and above that which would be expected to be provided by the school, by the carer or any service within Milton Keynes Council.

All funding must be time limited to no more than 6 months and reviewed at the time of the next PEP. All requests must be accompanied by a targeted funding form which can be found on the Virtual School website

How to access Pupil Premium

•PEP meetings will be focused on overall outcomes for the child and how additional funding may help.

•The PEP meetings will set targets that use the £1400 going forward and may identify targets which require additional funding.

•Subsequent PEPs will also focus on the impact of the £1400 PPG funding related to attainment and emotional wellbeing.

•The school needs to request additional funding through the PEP and targeted funding form.

•The Virtual School Headteacher will regularly review, discuss and consider any requests for further funding with the relevant Virtual School Officer .The decision will take into account the impact of the £1400 funding already allocated.

•The Virtual School Headteacher will decide whether to allocate additional funding when the PEP form and the targeted funding form are received.

Criteria for awarding additional targeted funding :

  1. The child is looked after by Milton Keynes Council.
  2. In the case of requests for project funding – children that are looked after by Milton Keynes Council must benefit from the project (as part of a wider group of vulnerable learners).
  3. Funding is expected to have a positive impact on the child’s learning or ability to engage in learning.
  4. It is appropriate for the short term commitment with an “exit plan” – funding is available up to the end of the financial year in which a grant is awarded.
  5. There are no alternative funding streams available. Funding falls outside that which a supportive carer would be expected to finance and outside what an inclusive school would normally be expected to finance from its core funding. (Partial funding shared with others can be explored.)
  6. The amount requested is proportionate to the need.
  7. Consideration of whether there has been previous additional support provided and if there has, whether it had an impact on achievement.

Funding priorities - greatest weight will be given where the request:

•Supports Literacy (English) or Numeracy (Maths).

•Reduces the risk of exclusion or improves attendance.

•Supports other subjects at KS4 5 9-4 GCSE Grades.

•Improves learning skills.

•Develops self-efficacy and therefore engagement in learning.

Schools need to apply Best Value Principles when considering procurement of services/supplies. Schools will be required to evidence the impact of funding received on the child or young person’s next PEP document, the quality and detail of which will be considered when subsequent requests are made. Schools will be accountable for the use and outcomes of the Pupil Premium Grant Plus received.
