Who Can Access This SPC?

This SPC is only accessible to eligible entities who meet the following eligibility criteria. Please contact the category managers listed on the VGPB page if there is any uncertainty or you require clarification on any point.

Eligible entities need to be one of the following:

(a) Budget Sector Agency;

(b)Government Owned Entity;

(c)Council; and

(d)Government Supported Organisation.

Government Owned Entity means:

(a)a 'statutory corporation', as defined in the State Owned Enterprises Act 1992 (Vic), operating wholly or principally in the State of Victoria;

(b)a 'State owned company', 'State business corporation' or 'State body' as those terms are defined in the State Owned Enterprises Act 1992 (Vic);

(c)a corporation limited by shares of which more than half are owned beneficially by the State, a statutory corporation or a State owned company or a State body; or

(d)a company limited by guarantee, operating wholly or principally in the State of Victoria, the majority of directors of which are appointed by or on behalf of:

(i)the State;

(ii)a statutory corporation, referred to in paragraph (a); or

(iii)a State owned company, 'State business corporation' or a State body, referred to in paragraph (b).

Government Supported Organisation means an organisation that is a charitable or not-for-profit organisation and receives at least 25 per cent of its funding from a Budget Sector Agency.

Budget Sector Agency is one of the following bodies:

Department of Environment, Land, Water and Planning / Independent Broad-based Anti-Corruption Commission
Department of Health and Human Services / Infrastructure Victoria
Department of Justice and Regulation / Office of Public Prosecutions and Associate Crown Prosecutors
Department of Premier and Cabinet / Office of the Chief Commissioner of Police (Victoria Police)
Department of Treasury and Finance / Office of the Commission for Children and Young People
Office of the Commissioner for Environmental Sustainability
Office of the Commissioner for Privacy and Data Protection
Office of the Freedom of Information Commissioner
Office of the Legal Services Commissioner
Office of the Ombudsman
Office of the Road Safety Camera Commissioner
Taxi Services Commission
