Team Letter
When I was a boy, for that matter even fairly well into adulthood, there were still plenty of folk around who would talk of their experiences in the 1st World War. To have gone through the whole of the 2nd World War you would now have to be in your late 80s, and before long there will be none of those left. As a boy, a lot of those war recollections were pretty vivid to me, told as they were by those who went through them. For a significant proportion of those of you reading this, I suspect it has become history, with the feelings and emotions taken out of it, and for all I know, for some of you as connected to today in your minds as the Boer War or the Napoleonic Wars.
Time is a great healer as they say, but mainly because the vividness of the experience – the feelings and the emotions – gradually fades, not necessarily that there is a happy issue or lessons learned out of the affliction. It was with just this in mind that those who drafted the Treaty of Versailles in 1921, resolved to ensure that there would be a memorial at the centre of every community of every nation involved in that conflict, to remind them of the war that they fondly hoped was the one to end all wars.
As we gather round our community memorials this month, we hold our history in respect and thanksgiving for the sacrifices made on our behalf. At a time of on-going conflict in AfghanistanandIraq, there will be added pain or poignancy for some, but nothing to compare with Garrison towns like Tidworth, Taunton or Gloucester.
Remembrance Sunday is also a time to reflect on what might have been; the careers that never blossomed, the lives that never reached their potential, the homes that were never fulfilled, and the families that were never fathered. Also to remember that each and every life is made in God’s image, and for His pleasure and delight in their fulfilment.
If we started with that premise, then wars might never happen.

Remembrance Sunday: The Hatchet is kindly offering coffee after the Service. We have been asked to use Gift Aid you to bring to the service or give to a member of the PCC if you wish.
Bible Supper: Monday 10th November, 7.30pm at Quince Cottage
The leaf-sweep: Saturday 15th November from 10am. Do come and join us sweeping leaves in the churchyard for a short time if you can! It needn’t take long and it can be fun!
Scottish Dancing: Friday 28th November at 7.30pm in Collingbourne Ducis Village Hall – to celebrate St Andrew’s Day! Tickets, £5, include a welcome drink. Bring a dish to share for supper. Cash bar for wine, beer and soft drinks. Email for tickets.
Pram Service: to be arranged on a Friday.
Harvest thanks. The church looked absolutely beautiful and we are really grateful to everyone who contributed their time and skills. Many thanks too for the excellent store cupboard provisions; the Andover Crisis and Support Centre were very grateful for them (there are 19 families living there at the moment). Thanks also to everyone who helped and contributed to Harvest Supper. We were delighted that Angus White sang for us again, and would like to thank him, and Ed Lambert, who kindly accompanied.
Tapestry: there is an unfinished millennium kneeler – would anyone like a winter project?! If so, please let Amanda know (730233)
Rotas: the new church rotas for cleaning, flower arranging and reading will be created at the end of November – are there any new volunteers who would like to join in (the more the merrier and the less frequently your turn will come round!)? Please speak to a member of the PCC.

Chute Cricket Club

Annual Accounts:
The Members noted the External Auditors Comments on the Annul Return and directed the Clerk to display them for the statutory period.
Planning:
K/59117/F – Application from Mrs T Grant Peterkin to replace existing flat roof rear conservatory with a new glass roof conservatory at Flinty, Clanville. Full Planning Consent issued on 29thAugust 2008.
K/59249/F – Demolition of garage and small shed and erection of a double garage with storage space over. Widening of access at Hazel Cottage, Hatchett Hill, Lower Chute. Application has been withdrawn.
K/59258/F – Demolition of existing rear porch and erect new rear porch at Chute Forest Cottage, Chute Cadley.

Footpaths:
The Members were briefed by Cllr Close on the contents of the WCC Rights of Way Improvement Plan and the minor action required of the Council. Cllr Pike informed the Members that he had cut up the fallen tree on Bridleway No 3.
Parish Steward:
Date of next visit 3rd November. Any work to be notified to Cllr Pike
Roads:
Cllr Pike reported that the grips in the vicinity of Cadley Bottom had been cleared by the Parish Steward, however it remains to be seen if this action works.
He also reported that he had revived a report of a dangerous tree that was resting on power lines opposite Providence Cottage. The Clerk informed Members that he has now written twice to the property owner regarding the subject tree with no response to date. Cllr Close suggested that the best way to take this forward was to inform the Power Company of the issue.
Amenity Skips:
Cllr Close reported that he had not managed to move this item much further forward, however he will now speak to Samantha Perryman at KDC.
Tidworth Area Community Board:
Cllr Caddick gave a very positive report on the Tidworth Pilot Area Board (TPAB) meeting that she attended on 1 September 2008. She informed the Members that it is vital for the Council to be represented at all future meetings by a Member. The Board once fully up and running will be able to call WC Councillors, Service Directors and other agencies to account and will be empowered to highlight and prioritise local issues for action and funding. WCC Hall said that it would also be in the Parish’s best interests for the Council to be represented at TCAP meetings.
Fly Tipping:
Cllr Close informed the Members that he had reported the fly tipping of tyres at Mankhorn Wood and the Chalk Pit to WCC who had the offending items removed within 2 hours of the report being submitted.
The date of next meeting is Thursday 20thNovember 2008.

Police Communications:
- e-Communications:
PC Mark Randle is increasingly sending out detail of anything of interest by e-mail, but so far his address/distribution list is very limited. If you want to be kept in the picture on what is going on and who/where the baddies are, please get yourself on his list – some developments occur very quickly and it can take too long via the Chronicle, or word of mouth, so I urge everyone with e-mail to get registered.. Just send him a brief message on . Incidentally, he sends his alerts etc out on a ‘blind‘ address list so your address will be protected.

Security Matters:
- Theft of Domestic Heating Oil
Wiltshire police continue to see an increase in the thefts of household heating oil from tanks across Wiltshire. Some basic crime prevention measures recommended by the Police are:-
- Ensure the tank is as out of sight if possible - camouflage as best you can
- Conceal exterior pipe work
- Keep front gates to your property shut and any side gates locked
- Check your tank regularly and report anything suspicious to your local police as soon as possible
- A metal cage can be used to protect the tap
- Install security lighting
- Ensure that you have adequate insurance cover
- Dodgy Security Equipment Sales Techniques
There have been recent reports that a Security Company called Sureshield/Brute Force Security, in this and adjacent areas. They often coldcall, at the door or by phone. Anyone thinking about signing with any cold-callers - should be strongly advised not to. They should contact Police Community affairs staff on 01380 734118 where a list of accredited alarm companies is held. Possible problems include:-
- Targetting the more vulnerable in the community and preying on their fears.
- They are associated with Direct Response Security, and St Johns Security, which latter is currently being investigated by Trading Standards at Bristol, both are companies that Regional Forces have had serious problems in the past. They also ‘infer’ connections to Neighbourhood Watch, Group Four Security, Police, Age Concern – which are not authorised
- They may offer a ‘free security system’ – but tie the unwary into long tem contracts which carry major costs.
- It is illegal for them to offer police-monitored alarm systems in Wiltshire as they are not accredited or authorised to do so in this County.
Next Meeting of the Parish Council will take place on Thursday 30th October at 7.30pm in the Village Hall. As always, you will be welcome to attend: the agenda will be displayed around the Parish and the previous (draft) minutes will be displayed on the Council notice board at the Village Hall.

CHRISTMAS HAMPER
A “sumptuous” Christmas hamper will be won by

at the Christmas Fair/Table Top Sale.
The draw will take place at 3pm at the Chute Club on 15th November.
If anyone has any goodies they could donate to the Hamper, these would be warmly welcomed by any of the VH committee members.
As in recent years, we include in November’s edition of the Chronicle information on one of the many who gave their lives for King and Country, in one of the World Wars.
John Francis James Joicey-Cecil
1897-1916
John Francis Joicey-Cecil was the eldest son of Colonel Lord John Pakenham Joicey-Cecil (born John Pakenham Cecil) and Isabella Maud Joicey; and of traceable direct Tudor ancestry.
Although John (jnr) was born in London (in 1897), his father was clearly a man of influence being, at various times, Justice of the Peace for Peterborough, MP for Stamford, and Lieutenant Colonel of both the Wiltshire and Royal Berkshire regiments. Like his son, John also served in the First World War. In 1901, the family (Lord, Lady & young John) lived at Tixover Grange, Rutland, employing 16 servants. Lady Joicey-Cecil, who was later heavily involved in fund raising for the Andover War Memorial Hospital, bought Chute Lodge in 1908, keeping it until 1927.
John (jnr) joined the 4th battalion Grenadier Guards, and rose to the rank of Lieutenant. On 15th September 1916, the Guards Division attacked Lesboeufs (south of Arras), capturing the town on 25th September, during which action John was killed, aged only 19. At the time of the Armistice, the GuardsCemetery at Lesboeufs consisted of 40 graves, mainly those officers and men who fell on 25th September 1916. It was subsequently increased by the concentration of graves from the battlefields and small cemeteries round Lesboeufs, and now commemoratesmore than 3,000 1914-1918 casualties, over half of whom remain unidentified.
